Last week, I was thrilled to be back in Detroit for a gathering of the Southeast Michigan Healthy Climate Task Force at SEMCOG’s offices. Rhie Planning LLC is collaborating with SSG (Sustainability Solutions Group) and EcoWorks Detroit to create and implement an equitable engagement strategy for the Southeast Michigan Healthy Climate Plan, the region’s comprehensive climate action plan, aligned with the US Environmental Protection Agency (EPA)’s Climate Pollution Reduction Grants (CPRG) program. Our discussions with task force members centered around a multifaceted engagement approach, including paid Healthy Climate Ambassadors who will lead outreach efforts in environmental justice communities across the region. For those working on CPRG-related projects, here are two challenges we’ve encountered that may resonate with others: 1️⃣ Representing the diversity of the region with limited resources is a key challenge. We are strategically using the Climate and Economic Justice Screening Tool to identify critical LIDAC census tracts in each county, with additional focus on key communities as advised by the Task Force. 2️⃣ While the Comprehensive Climate Action Plan (CCAP) offers a more manageable timeline compared to the Priority Climate Action Plan (PCAP), we’re now facing the absence of a ‘carrot’ for public participation—the CPRG Implementation Grants. While residents can still inform the plan, the lack of an immediate funding opportunity reduces the urgency for engagement. “[#CHILDCARE] COMMUNITY SOLUTIONS TAKE ROOT” Yes, they are! Quite a lot, actually. Over and over again, when I read about promising progress in addressing childcare affordability, quality, access, and equity, I see one common theme: LOCAL PARTNERSHIPS. The mix of public-private partnerships varies considerably: sometimes state, county, municipal, and/or school districts; sometimes nonprofits; sometimes philanthropy: increasingly, #business; and, sometimes, someone or something that I’ve never thought of…but almost ALL locally-responsive, locally-designed, and locally-leveraged partnerships. This time it’s Northeast #Indiana. 👏 "We want to foster collaboration and ensure childcare is viewed not just as an #earlychildhood issue but as a community-wide concern," says Allie Sutherland. "By bringing together schools, nonprofits, local governments, and funders, we're building solutions that are not only practical but sustainable." Brandis Griffith Friedman WTTW’s Chicago Tonight co-anchor conducted an in-depth investigation on the critical need for the Illinois General Assembly to reinstate parole through the passage of the Earned Reentry bill (House Bill 3373 | Senate Bill 2129). As an advocate, the wife of a system-impacted individual, and a widow due to gun violence in 2008, I am honored to share why #secondchances are essential, rather than simply warehousing human beings. Article 1, Section 11 of the Illinois Constitution states that the purpose of incarceration is to “restore the offender to useful citizenship.” Lengthy prison sentences neither deter crime nor enhance public safety. Making our communities more resilient to climate impacts, improving drinking water, deploying electric vehicle infrastructure, and supporting small agricultural businesses are just a few of EGLE’s Fiscal Year 2025 budget priorities. With over half of EGLE’s $1.04 billion budget passing through Michigan’s cities, towns, villages and other local governments, EGLE is working the front line to protect residents and their resources. We are committed to meeting, and seeking to exceed, Justice 40, a federal initiative that ensures at least 40% of the overall benefits of certain climate, clean energy, and other investments flow to disadvantaged communities. We’re grateful to Governor Gretchen Whitmer and the legislature for passing a budget that will protect public health and safeguard our state’s natural resources. These resources support our efforts to make Michigan the best place to live, work, and play by protecting public health, preserving Michigan’s world-class natural resources, and strengthening Michigan’s communities. Yesterday evening I attended a public hearing held by the Michigan Public Service Commission to collect feedback from U.P. residents and stakeholders on unique factors that impact the ability to carry out Public Act 235 of 2023 which established new goals and requirements for cleaning a 100% clean #energy standard by 2040. Our comments on behalf of our 350+ members of the Lake Superior Community Partnership were simple: The U.P. put hundreds of millions into new energy infrastructure less than a decade ago that helped move us from coal generation to natural gas RICE generators which improved reliability and reduced emissions by 86%. We must allow for that investment to see its full lifespan to limit the financial impact on our region. We’ve already paid enough, including millions in monthly payments to keep the Presque Isle Power Plant running last decade during the transition. Forcing new investments for new standards will only force ratepayers (businesses and residents alike) to pay for multiple rounds of investment at once. I rarely hear anyone opposed to the overall concept of increased use of newer clean energy sources. In fact, we welcome such new investment and several such projects are in the works across our region as the economics change. We’re simply asking for a reasonable amount of time to ensure as they develop, we’re able maintain an #affordable and #reliable energy grid that facilitates #investment, not hinders it. I encourage the commission to use the study as a chance to propose regulations and/or legislative corrections which account for this reality as PA235 is implemented.

I appreciate the sentiment, but the data is clear: Michigan does a great job retaining its college graduates (thanks to Glenn Stevens and Richard Florida for their work debunking this myth). The reason we have a talent gap is because we are not attracting young people from other states. We are 7th in the country on college graduate retention and 49th in population growth. Young people aren't moving to cities like Miami, Denver and Seattle because they are low cost, low amenity communities. Young people are moving to cities that are investing in transit, housing, and placemaking businesses. Today, Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity announced that Illinois had a record-breaking year with $78.7 billion in export sales with our state again leading the Midwest as the top exporting state (and 5th largest nationally). Ninety-five percent of the world's consumers live outside the United States and trade is crucial for success. The majority of exports are manufactured products along with agricultural commodities. Since 2019, Illinois exports have increased by 32 percent and the top export markets are Canada, Mexico, German, China and Australia. On last week's trade mission to Canada, several Illinois-based manufacturing companies attended a reception at the Consul General's home and were part of DCEO's I-STEP program that helps small and mid-sized companies with export and trade show assistance. Future trade shows are in Mexico, England, South Africa and Germany. Rebuild Downtowns & Main Streets/RISE Implementation Grants Program Details: DCEO is providing a joint application for the RDMS and RISE Implementation programs. $20 million has been allocated for RDMS and $10 million for RISE, with individual grants for both opportunities ranging from $250,000 to $2 million. An applicant may receive no more than one award through this NOFO. RDMS will facilitate investment to revitalize commercial corridors and downtown areas in Illinois, offering capital grants to support improvements in communities that have experienced disinvestment, particularly those hardest-hit by the COVID-19 crisis. This support will help to accelerate Illinois’ economic recovery and promote long-term, sustainable, and inclusive growth for the state. RDMS grants are available for capital projects only. Eligible Applicants: Economic development organizations; units of local government (e.g., municipalities, counties, townships); and private businesses. Grants will be determined by the characteristics of the applicant and the project. Application Deadline: July 22, 2024
