During a three-week effort, Future Vertical Cross Functional Team (FVLCFT) partnered with U.S. Army DEVCOM C5ISR Center, U.S. Army DEVCOM Aviation & Missile Center and the U.S. Army Redstone Test Center (RTC) at Eglin Air Force Base, Florida to advance Launched Effects (LE) behaviors and characteristics for the #warfighter. FVL completed Phase 3 of the advanced networking waveform characterization during the experimentation. The team collected data on multiple radios and waveforms during multi-ship flights at extended operational ranges against both contested and uncontested environments. Data gathered will be used to inform future aviation modernization; and to validate, modeling and simulation efforts. The intent was to learn about the trade space of long-range air to air; and air to ground communications. The emphasis is increased range and endurance for future LEs combined with a low probability of detection, and a low probability of jamming from perceived threats. LE surrogates successfully demonstrated teaming behaviors, characteristics, and attributes against both contested and uncontested conditions as they negotiated the test area. 🚨 #AUKUS news 🚨 The Bureau of Industry and Security at the U.S. Department of Commerce has issued an interim final rule reducing CCL licensing requirements for the UK and Australia. From the BIS announcement: "BIS is removing Commerce Control List (CCL) license requirements to allow Commerce-controlled military items, missile technology-related items, and hot section engine-related items to be exported or reexported to Australia and the UK without a license. As a result, many Commerce-controlled items, including certain satellite-related items, will now be eligible for export or reexport to Australia and the UK without a license." From Commerce Assistant Secretary Thea D. Rozman Kendler: “We support the principles of AUKUS, and look forward to the joint innovation that will come from this move. This rule also enables BIS to further focus our resources on scrutinizing high-risk exports to countries of concern.” Quick take - At first glance, this is much needed progress. Reducing the regulatory barriers with the UK and Australia via the CCL is very much welcome. The International Team at the Aerospace Industries Association is looking through the proposed rule now for industry feedback and comments. SDA issued a request for information seeking #industry feedback for the Tranche 3 Tracking Layer of the Proliferated Warfighter Space Architecture (#PWSA). The request for information provides an opportunity for industry to offer feedback in advance of solicitation posting. The T3 Tracking Layer will continue the capability to provide global, persistent indications, detection, warning, tracking, and identification of conventional and advanced missile threats, including hypersonic missile systems. 🚀 Exciting Concept Alert! Gibbs & Cox, a Leidos company, is revolutionizing naval defense with its Mobile Defense/Depot Platform (MODEP) Concept, unveiled at Sea Air Space 2024. Addressing the U.S. Navy’s capacity challenges in the Western Pacific, MODEP transforms surplus oil rigs into heavily armed mobile missile defense and resupply bases. Dave Zook, Solutions Architect & Combat Systems Department Manager at Gibbs & Cox, emphasized the urgency of solving capacity issues and keeping ships in forward stations. MODEP, a large floating island base, boasts a 12-month independent operation capability and offers stability even in waves up to 60 feet tall. It features 6-20 MW of extra mission power, a maintenance and repair shop, a 2.3 million gallon fuel capacity, and an initial payload capacity of 8000 metric tons. The concept supports air defense or strike missions at a capacity five times that of an Arleigh Burke-class destroyer, with up to 512 vertical launch system cells or 100 large missile launchers. This includes support for larger missiles like hypersonics, meeting the Navy’s DDG(X) program requirements. Moreover, MODEP facilitates the sustainment of surface combatants and nuclear submarines through Afloat Forward Staging Base configuration, offering stable options for VLS reloading at sea, depot repair capability, and expanded mission potential. What's more, Gibbs & Cox estimates that conversion from civilian to military use could be achieved within approximately 24 months, utilizing existing offshore oil and gas technology. With 4-6 commercial platforms in the United States ripe for conversion, this concept promises a cost-effective and timely solution to critical naval defense challenges. The U.S. Army Operational Test Command’s Airborne and Special Operations Test Directorate (ABNSOTD) recently conducted the final airdrop test of the Oshkosh® Defense FMTV A2 Cargo 6×6 Low-Velocity Airdrop (LVAD). The airdrops, which took place at Fort Liberty in North Carolina, mark a key milestone for the FMTV A2 LVAD program. The tests validated the design and capabilities of the Cargo 6×6 LVAD to ensure its suitability for the stringent demands of airdrop and follow-on operations. Developed to address the challenges of an aging medium LVAD fleet, the three Oshkosh Defense FMTV A2 LVAD variants, the Cargo 6×6, Cargo 4×4, and Dump Truck 6×6, are each engineered to fulfill a critical need for the Airborne community. There's a clear need for enhanced international defense industrial base cooperation with U.S. partners and allies. Some structural change within the United States Department of Defense could lead to more focused outcomes for all stakeholders. There's always debate about what office(s) should go where and report to whom. I'm sure that'll be the case here as we talk about this proposal. Let's talk about how this can enhance efficiency and security. The Department of Defense has introduced new guidance to speed up technology innovation. Announced by Pentagon CIO John Sherman, the directive promotes "testing re-use and reciprocity" across departments to streamline the ATO process. This approach will facilitate quicker adoption of secure technologies by reducing redundant checks. If a product is ATO-approved by one branch, other branches can use it unless significant issues are identified. The 2024 Defense Acquisition Workforce Writing Awards recognize original ideas and innovative approaches to tackling challenges and implementing acquisition flexibilities. The award winners showcased exceptional skill in enabling acquisition and achieving the goals set out in the National Defense Strategy (NDS) and were awarded at the event. “I’ve never seen a defense strategy that had so many phrases that tell you we need to do things differently,” noted DAU President Jim Woolsey. “Organizations don’t change easily,” Woolsey remarked. However, the acquisition community must innovate and adapt to address new challenges arising from the evolving global environment, near-peer competitors and rapid technological advancements. DoD has received “massive wake up calls” with lessons learned from evolving conflicts. These awards highlight the value Congress places on the workforces’ innovative ideas. The winners received their awards and presented their publications to program management students and guests during a ceremony at DAU on June 12, 2024.
