Today, in California, we observe Indigenous Peoples' Day. Edison International and Southern California Edison (SCE) collaborate with local sovereign tribes to create clean energy solutions while respecting their cultural heritage. By fostering these relationships, we can support environmental stewardship and ensure tribal voices are heard in our decision-making processes.   A good example of such collaboration occurred this year when SCE worked with the sovereign Bishop Paiute tribal community to outfit an apartment complex with solar panels, making it California’s first Solar on Multifamily Affordable Housing (SOMAH) Program installation within a tribal reservation. VPPs - by connecting distributed energy resources like home solar panels, battery storage, and even electric vehicles - empower consumers to play an active role in the energy grid rather than being passive recipients. This consumer engagement in VPPs is more than a technological advancement; it's a fundamental change in the energy relationship. Homeowners with solar panels + battery storage, for instance, can contribute excess energy back to the grid, effectively becoming energy producers. This allows for more efficient use of renewable energy and provides an opportunity for consumers to benefit financially and/or reduce energy bills. Moreover, consumer participation in VPPs fosters a greater understanding and awareness of energy use. By participating in a VPP, consumers can monitor their energy production and consumption in real-time, gaining insights to drive more sustainable energy habits. This increased awareness is a crucial step towards a more energy-conscious society. The integration of smart home tech with VPPs further enhances this participation. Smart thermostats, appliances, and energy storage systems can be optimized to use energy more efficiently, contributing to the overall stability and efficiency of the grid. Each smart home can become a mini power plant, contributing to the larger energy ecosystem. However, the success of consumer participation in VPPs hinges on supportive policies, accessible technologies, and attractive incentives. Ensuring that these systems are user-friendly and financially beneficial will be vital in encouraging widespread consumer adoption. As we advance towards a more sustainable and decentralized energy future, the role of consumers becomes increasingly critical. The California Public Utilities Commission (CPUC) recently issued a decision that sets timelines for the state’s three largest investor-owned utilities to complete customer energization projects. Energization is the process of connecting electrification projects—such as electric vehicle charging equipment—to the grid so that we can make use of our clean energy technologies. By setting timelines to complete energization projects, the CPUC decision recognizes that the state’s clean energy transition can’t happen without the timely integration of electrification projects to the grid. Interstate Renewable Energy Council (IREC) has been actively engaged in the decision’s proceedings and contributed to the decision’s results. As many of you know, Under the California Public Utilities Commission's Net Metering (NEM) 3.0 policy, solar projects are now paid 75% less for excess energy. As a result, hundreds of EPCs (Engineering, Procurement, and Construction firms) have gone out of business, including the former solar giant SunPower. This is good news. But the real news is why isn’t the CPUC already pushing the IOUs to adopt grid enhancing technologies, lower cost alternatives to the biggest drivers of rate increases, capital intensive, overbuilt T&D infrastructure. And why is the CPUC creating barriers to distributed energy resource solutions, e.g., let’s see how they vote on the community solar proposal today, which if adopted will likely result in minimal distribution grid enhancing solar and storage.
