Despite the best of intentions, legislation to "ban" vaping by teens & pre-teens has proven time and again to be counterproductive. According to this news report, for example, a survey of more than 4,000 New Jersey adolescents found that 25% were vaping — far outpacing cigarette smoking, according to a 2020 study. Like many states, New Jersey made it illegal to sell vaping products to anyone under 21 and then went a step further by banning flavored vape juice. But the laws did little to curb the problem, experts told a recently convened panel. Students who vape during school hours, on school grounds, are creating problems for school officials on a variety of levels. 💸New York’s Legal Marijuana Market Set To Pass $1 Billion In Sales By End Of 2024!🌿 New York’s legal marijuana market is expected to hit a major milestone in the next month as retailers pass $1 billion in products sold since stores opened two years ago. As of last week, the total sales figure stood at $863.9 million—up from $500 million in August, according to data from the Office of Cannabis Management (OCM). The state is set to surpass the billion-dollar sales mark by the end of December, officials predict. This spring, for example, officials in New York City launched Operation Padlock, an enforcement initiative meant to shutter illegal storefronts. Since then, licensed shops that were open before the operation began have since seen sales climb 105 percent, according to an OCM survey. In terms of state revenue from the legal cannabis industry, state Comptroller Tom DiNapoli’s office told the Post that the state is on pace to bring in twice what it saw in 2023. So far in 2024, the state has received $16.6 million in cannabis revenue through June, the office said. Despite the pickup in legal cannabis activity, the Post notes that New York is still “a cellar-dweller” compared to many other legal-cannabis states. For example, while New York has 245 licensed cannabis stores, Oklahoma has 1,900. 🌿💚Rhode Island Marijuana Regulators Approaching Final Rules On Social Equity Business Licensing! The Rhode Island Cannabis Control Commission may finally be ready as early as the end of the month to decide how it will define who qualifies as a “social equity applicant” for one of a half dozen cannabis retail licenses. The 📝agenda for the three-member panel’s meeting Friday afternoon called for a potential vote on the regulations meant to clarify who would qualify as a social equity applicant, generally meant for those who were adversely affected by the war on drugs. But no vote happened, which led to some whispered grumbling from the nearly dozen cannabis industry workers in the audience. The commission must narrow down the definition of what constitutes a community that has been disproportionately impacted by the federal government’s crackdown on illegal drug use dating back to 1971, when ✨President Richard Nixon declared drug abuse as “public enemy number one.” In the early 1980s, the Reagan administration expanded the reach of the drug war and criminal punishment, leading to an 📈increase in incarcerations for nonviolent drug offenses. Of the state’s ✨39 municipalities, only three met the criteria for a social equity zone set in Rhode Island’s legalization act: Central Falls, Providence and Woonsocket. C3 Industries’s first Connecticut adult-use cannabis storefront, High Profile Canton, opened Tuesday at 195 Albany Turnpike. The new dispensary is Canton’s first and one of several planned for C3 Industries; it plans to open another dispensary in Hamden. While the Canton store is C3’s first in the state, the company has had other plans for a few years. C3 was awarded a “Section 149” cultivator license in late 2022, which allows for large-scale cultivation sites to locate in areas disproportionately affected by the federal “war on drugs.” The company last year won local approvals to establish an East Hartford cultivator business at 241 Park Ave. and 217-221 Park Ave., and has been preparing the facility since then. In May, C3 agreed to a $16 million sale-leaseback with NewLake Capital Partners. The deal includes $4 million for the acquisition of a 58,500-square-foot industrial property in East Hartford, and a $12 million construction build out to repurpose the former cold-storage facility into a cannabis grow operation.
