I suggest that you have each salesperson directly involved in setting their budgets/quota and that they agree upfront that it's attainable and achievable. Track the team's sales numbers monthly on a board, so that everyone sees how they are doing compared to the rest of the team. Provide incentives/bonuses to each member who exceeds the agreed-upon targets. Foster collaboration amongst the team, by discussing success stories and use this as a training mechanism for the entire team as well as a motivator.
