New England States Unite to Boost Offshore Wind Activity Important developments are on the horizon for the offshore wind industry. New England states are coming together to leverage their collective buying power and collaborate on grid buildout, driving down costs and spurring supply chain investments. At Empire Energy Partners, we believe this unified approach is critical to the development of the offshore wind sector. The collaboration among these states signifies a major leap towards achieving significant economies of scale and streamlined project execution. Multistate Procurement: This month, we’ll see the results of the first-ever multistate procurement of offshore wind in the U.S. Developers like Ørsted, Avangrid, Vineyard Offshore, and partners EDP and ENGIE are competing for up to 6 GW of new offshore wind capacity in Massachusetts, Connecticut, and Rhode Island. This collaboration aims to secure 8.5 GW of offshore wind power by 2030. We view this as a landmark moment that will set a precedent for future large-scale renewable energy projects. Multistate procurement allows developers to submit multiple project bids through a single process, significantly simplifying the procedure and reducing costs. Massachusetts received proposals for 3.6 GW, Connecticut for 2 GW, and Rhode Island for 1.2 GW. Notably, Avangrid Renewables proposed major projects that recently gained federal approval. This streamlined approach not only enhances efficiency but also encourages more robust participation from developers. To support these ambitious projects, the states are planning new transmission infrastructure, including interconnection points along the coast and new high-voltage lines. This forward-thinking approach will maximize the value of offshore wind deployment and reduce costs. We at Empire Energy Partners see this as a crucial step in building investor confidence and ensuring the financial viability of these large-scale projects. Boosting Investor Confidence: The collaboration among New England states is set to attract significant investments in ports and supply chain infrastructure. This includes Massachusetts' acquisition of a 42-acre site for the Salem Offshore Wind Terminal and commitments from developers like Ørsted to invest heavily in Rhode Island and Connecticut. For companies like ours, this is an encouraging sign of a growing and resilient supply chain that will support not only regional but national offshore wind goals. Share of non-fossil-based power generation capacity is likely to increase to 57.4% by the end of 2026-27 The installed Power Generation Capacity as on 31.10.2024 was 454.5 GW comprising of 243.1 GW thermal, 8.2 GW Nuclear, 203.2 Renewables including large hydro of 46.97 GW. The generation installed capacity achieved has grown at a CAGR of 5.97 % since 2014-15. The Projections of total capacity addition are in line with the target of the country to achieve a non-fossil based installed capacity of 500 GW by the year 2029-30. The total fund requirement for the period 2022-2027 is estimated to be Rs. 14,54,188 Crores, which also includes the likely expenditure during 2022-27 for advance action for the projects expected to get commissioned during 2027-32. The share of non-fossil-based capacity is likely to increase to 57.4% by the end of 2026-27 and may likely to further increase to 68.4% by the end of 2031- 32 from around 46.5% as on October 2024.
