Big news from NASA today with the release of Amendment 10 for #SEWPVI—most notably, the proposal deadline has been extended to 1 p.m. ET on Feb. 17, 2025. If you’re preparing a submission, here’s what you need to know about the latest updates: ➡️ Proposal validity must be 240 days (was previously 180) ➡️ SDB has been added as a socioeconomic category (so it’s now included anywhere NASA previously listed HUBZone, SDVOSB, WOSB, etc.) ➡️ Small businesses can only use past performance projects from first-tier small business teammates ➡️ Answering “No” to any item on Exhibit 5 (C-SCRM attestation form) will render you ineligible for award ➡️ The REPs and Past Performance minimum performance periods (6 months) are now tied to the proposal due date (not the solicitation release date) ➡️ Evaluation criteria have been updated for Past Performance and Mission Suitability (for Past Performance, you need to be Neutral or Satisfactory; Mission Suitability must be Satisfactory) ➡️ Offerors CANNOT use CPARs in lieu of a PPQ and should not include CPARs with their submission

🌎 #MAPS MA-IDIQ Update: The Army Contracting Command released the 2nd Draft of Sections L and M for the Marketplace for the Acquisition of Professional Services (MAPS) contract. Key updates include: ➡️ Separate Scorecards: Large Business (LB) and Small Business (SB) now have distinct scorecards. ➡️ SB Subcontracting Plan: All LBs are required to submit a Small Business Subcontracting Plan. ➡️ Streamlined Certifications: The ANSI/EIA-748 Certification requirement has been removed. The updated list includes ISO 9001:2015 and CMMC 2.0—note that for CMMC 2.0, you’ll need either certification or proof of a scheduled review. ➡️ Qualifying Projects (QPs): Submissions must include 3 QPs per domain, and you cannot use the QPs of teaming partners. ➡️ Feedback Requested: They're looking for feedback on the latest draft. Comments are due by 4:30 p.m. ET on Jan. 13, 2025. ➡️ Additional Updates: Additional refinements were made, impacting submission requirements and compliance considerations.
