Last Friday, the 11th WHO-WIPO-WTO Trilateral Symposium on “Strengthening Manufacturing Capacities to Respond to the Non-Communicable Diseases Burden” took place at the WTO. World Intellectual Property Organization – WIPO Director-General Daren Tang presented opening remarks alongside World Trade Organization Director-General Ngozi Okonjo-Iweala and World Health Organization Assistant Director-General Yukiko Nakatani on behalf of WHO Director-General Dr. Tedros Adhanom Ghebreyesus. Dr. Jeremy Farrar, WHO Chief Scientist, delivered a terrific keynote address. At the Symposium, I had the pleasure to moderate the session “The Way Forward - Promoting Innovation and Access to Health Technologies for NCDs,” which provided excellent insights and expertise of outstanding specialists. Many thanks to Padmashree Gehl Sampath, Salome Meyer, Priya Asokan, Paul Burkhead, and Esteban Burrone. Non-communicable diseases (NCDs) are a global challenge that impacts lives worldwide. According to the WHO, NCDs account for nearly 74% of all deaths globally, with the overwhelming majority in low- and middle-income countries. These diseases are often long-term and require sustained treatment, care, and resources. Patients living with NCDs also have lowered immunity, which makes them more susceptible to communicable diseases. Strengthening local and regional manufacturing capacities alongside innovation and scientific ecosystems is essential to face this challenge. My key takeaways from this session are that intellectual property (IP) is not part of a “zero-sum” game, but is a refined right that requires nuanced strategies and balanced adoption to achieve its full potential. The truth is that we need a strong IP system that simultaneously promotes innovation and access. WIPO looks forward to continuing to work with WTO and WHO as a Trilateral and a powerful cross-sectoral and multidisciplinary collaboration to harness IP, innovation, and trade for better health outcomes, and to deliver results on the ground that are meaningful for Member States and different stakeholders.
