Transforming the Future of the Petroleum Industry The mission and vision of transforming the energy and mining sectors constantly see the Department go far, wide and remote to meet with industry players, potential players, and petroleum products industrialists. Zanel Chauke, Deputy Director at Department of Mineral Resources and Energy Petroleum Licencing Analyst, explains the key elements of inclusive growth. Adding new players from the Historical Disadvantaged South Africans (HDSAs) group through the promotion of Broad-Based Black Economic Empowerment (BBBEE) is a mechanism for creating equitable equity. BBBEE legislation is the framework for enhancing opportunities for The HDSAs group. The minimum equity ownership of 25% for the HDSAs group establishes industry diversification and enables meaningful participation of HDSAs in the sector. Small, Medium, and Micro Enterprises (SMME) in petroleum create a competitive and dynamic market. With growth comes job creation and skills development. The Department job creation system starts at the construction of the petroleum facility. The general requirement is to hire HDSAs in the construction phase. These are workers and construction companies. Eventually, everything ensures security. The Department offer four types of petroleum licences, namely retail, site, wholesale and manufacturing licences. 1. Manufacturing Licence: This licence is required for entities involved in producing petroleum products. It authorizes the holder to operate a manufacturing facility for refining crude oil or producing petroleum products. 2. Wholesale Licence: is essential for entities that want to purchase petroleum products in bulk and distribute or sell them to other businesses, not directly to the public. It allows wholesalers to engage in bulk trading within the industry. 3. Site Licence: is necessary for the development and operation of a fuel retail site. This licence primarily authorises. The establishment of a location where petroleum products can be sold to the public. 4. Retail Licence: This is intended for businesses that want to sell petroleum products directly to consumers at a licenced site. It allows retailers to offer fuel and other petroleum-based products to the end-user or public at retail sites. The application licences range from R500.00- R10 000.00 with an annual renewal fee of R500.00 for retail and wholesale licences respectively. In addressing the financial and skills challenges of running a successful petroleum business. The Department works in collaboration with other state institutions mandated to fund businesses and offer business support. One such institution is the National Empowerment Fund.

EEPBIP at SANEDI Conference 2024 Our Energy Efficiency in Public Buildings and Infrastructure Programme (EEPBIP) team recently participated in the 2nd annual SANEDI Conference! As a joint initiative between Department of Mineral Resources and Energy, Sanedi.org, GIZ South Africa, Lesotho & eSwatini, and NBI, EEPBIP is driving energy efficiency in the public sector as part of South Africa’s energy transformation journey.
