𝗡𝗲𝘄 𝗽𝘂𝗯𝗹𝗶𝗰𝗮𝘁𝗶𝗼𝗻: A just transition for coal regions - insights from Shanxi and Europe
Last week, Agora Energy Transition China, Agora Energiewende and Energy Foundation China co-hosted an event to launch this new report, which introduces the 𝗝𝘂𝘀𝘁 𝗘𝗻𝗲𝗿𝗴𝘆 𝗧𝗿𝗮𝗻𝘀𝗶𝘁𝗶𝗼𝗻 𝗜𝗻𝗱𝗲𝘅 designed to measure transition progress in coal regions around the world. Using the index built on 36 individual indicators, the report provides a detailed comparative analysis of six coal regions across #China, #Poland, #Germany and the #UK, with a special focus on Shanxi, China. The analysis delves into the regions’ unique employment challenges, economic contexts and diversification strategies, offering actionable solutions to ensure a #justtransition.
Key findings of the report, explored also by expert speakers at the event include:
🇨🇳 While China is progressing toward phasing out #coal to meet climate goals, regions like Shanxi, where coal production and consumption are still increasing, face significant challenges. To address these, early action backed by robust policies can ensure a just and cost-effective transition while fostering innovation and economic diversification.
⚖️ The Just Energy Transition Index provides a benchmarking tool to guide tailored regional transition strategies. Collaboration with regions further along in their transition journey can offer practical lessons and opportunities to accelerate progress.
🌱 Inclusive growth in coal regions requires comprehensive policy frameworks, effective coordination and targeted funding. Integrating #sustainabledevelopment and social justice—such as clean tech investments and dedicated transformation funds—can drive meaningful structural change.
🏭 State-owned coal enterprises (SOEs) in China are key to advancing regional just transitions. Strategic central and regional government intervention and collaboration can align SOEs’ investment priorities with #carbonneutrality goals, fostering job creation in non-coal sectors and reducing regional coal dependency.
Looking ahead, the report provides a firm basis for international dialogue on how best to support coal regions through this pivotal transformation, ensuring that workers and communities can benefit from the global shift to cleaner energy.
