About us

The Crux Alliance was established in 2018 to support the rapid implementation of ambitious, cutting-edge climate policies. By using top-of-the-class, nonprofit organizations with deep policy design expertise, the Crux Alliance helps policymakers in the 20 highest-emitting countries to design carbon mitigation policies for the sectors critical to long-term climate stability. Crux partners, the Crux Policy Centers, address the following sectors and operate worldwide supported by a lean, expert Secretariat: Power: Agora Energiewende and the Regulatory Assistance Project Vehicles and Fuel: The International Council for Clean Transportation Urban Mobility: The Institute for Transportation and Development Policy Industry: Agora Energiewende Buildings: The Global Building Performance Network Appliances: CLASP The Crux Alliance is a philanthropic fund and project housed at the Aspen Global Change Institute (AGCI). Crux is facilitated and managed through a partnership between AGCI and Energy Innovation: Policy and Technology (EI), with EI providing day-to-day management of the Secretariat, which facilitates grantmaking and interactions between the Crux Policy Centers and partners.

    Last week the German energy bubble was abuzz with talk about the causes of a sudden electricity price spike during a period of little wind or sun, and what that might say about the country's energy transition. Critics argued that the surge in electricity prices on Dec. 12 exposed a flaw in Germany's plan to switch off nuclear and phase out fossil fuel power plants. Even the Swedish government weighed in, blasting Germany for allegedly driving up power prices in the Nordic nation. Experts quickly pointed out that much of the alarmism was ill-informed or unwarranted. But they agreed that it highlights how Germany's increasingly flexible power generation needs to be matched by more flexible demand, to prevent short, sharp price spikes like last week. That's why I'm particularly glad my fantastic colleagues at Agora Industry and Agora Energiewende had a proposal up their sleeve for how to make it easier for large industrial consumers to use more electricity when it's cheap, and less when it's expensive. The paper we published today got prominent coverage in Germany's biggest business daily, FAZ, with strong outside comment from Lion Hirth. In short, Germany needs to switch from giving energy-intensive industry big grid fee discounts for constant power consumption (which was useful during the era of must-run nuclear and coal plants) to incentivising at least some degree of flexibility based on power prices. Turns out, there's already a lot of untapped potential, so this could become a win-win for companies, consumers and grid operators.     𝗡𝗲𝘄 𝗽𝘂𝗯𝗹𝗶𝗰𝗮𝘁𝗶𝗼𝗻: A just transition for coal regions - insights from Shanxi and Europe Last week, Agora Energy Transition China, Agora Energiewende and Energy Foundation China co-hosted an event to launch this new report, which introduces the 𝗝𝘂𝘀𝘁 𝗘𝗻𝗲𝗿𝗴𝘆 𝗧𝗿𝗮𝗻𝘀𝗶𝘁𝗶𝗼𝗻 𝗜𝗻𝗱𝗲𝘅 designed to measure transition progress in coal regions around the world. Using the index built on 36 individual indicators, the report provides a detailed comparative analysis of six coal regions across #China, #Poland, #Germany and the #UK, with a special focus on Shanxi, China. The analysis delves into the regions’ unique employment challenges, economic contexts and diversification strategies, offering actionable solutions to ensure a #justtransition. Key findings of the report, explored also by expert speakers at the event include: 🇨🇳 While China is progressing toward phasing out #coal to meet climate goals, regions like Shanxi, where coal production and consumption are still increasing, face significant challenges. To address these, early action backed by robust policies can ensure a just and cost-effective transition while fostering innovation and economic diversification. ⚖️ The Just Energy Transition Index provides a benchmarking tool to guide tailored regional transition strategies. Collaboration with regions further along in their transition journey can offer practical lessons and opportunities to accelerate progress. 🌱 Inclusive growth in coal regions requires comprehensive policy frameworks, effective coordination and targeted funding. Integrating #sustainabledevelopment and social justice—such as clean tech investments and dedicated transformation funds—can drive meaningful structural change. 🏭 State-owned coal enterprises (SOEs) in China are key to advancing regional just transitions. Strategic central and regional government intervention and collaboration can align SOEs’ investment priorities with #carbonneutrality goals, fostering job creation in non-coal sectors and reducing regional coal dependency. Looking ahead, the report provides a firm basis for international dialogue on how best to support coal regions through this pivotal transformation, ensuring that workers and communities can benefit from the global shift to cleaner energy.     🆕 𝗡𝗲𝘄 𝘁𝗼𝗼𝗹 𝘁𝗼 𝗵𝗲𝗹𝗽 𝗱𝗲𝘀𝗶𝗴𝗻 𝗘𝘂𝗿𝗼𝗽𝗲’𝘀 𝗷𝗼𝘂𝗿𝗻𝗲𝘆 𝘁𝗼 𝗰𝗹𝗶𝗺𝗮𝘁𝗲 𝗻𝗲𝘂𝘁𝗿𝗮𝗹𝗶𝘁𝘆 With the #EUGreenDeal and #Fitfor55 package, the EU significantly raised its #climate ambition. To stay on track, however, Europe needs to do more. The new EU Energy Policy Simulator (EU EPS) can help policymakers close the 'climate delivery gap' by allowing them to quickly analyse different policy options and design the most suitable approach. The fast and innovative tool was developed by Agora Energiewende and Energy Innovation Policy and Technology LLC. In our latest comment piece, we reflect on the EU’s progress towards its #climategoals and draw key conclusions from the new tool: ✅ Key EU-level policies under the Fit for 55 package will reduce emissions by 49% by 2030. Fully implementing the agreed package through national or additional EU measures will set Europe on path to meeting the 55% emission reduction goal. ✅ The Emissions Trading System (ETS) plays a key role, with the ETS 1 revision and upcoming ETS 2 for buildings and transport driving half of the Fit for 55’s total expected emission reductions by 2030. ✅ CO2 standards for cars, along with ETS, will drive the highest reduction by 2050. Together, they are thus the foundation of Fit for 55. ✅ Health and economic benefits include up to 2 million new jobs, reduced air pollution, and fewer excess deaths. The conclusions underline the need to stay committed to the Fit for 55 package to ensure it can deliver on its full potential. It is a strong foundation to build to accelerate Europe’s journey to climate neutrality. The answer depends heavily on demand-side policy—one of the most critical factors shaping energy systems over the next decade. 🚚Take India’s trucking sector as an example: electrification of heavy-duty trucks is projected to add significant new power demand to an already growing grid. However, smart charging strategies—like shifting charging to overnight depot stays—can reduce peak power demand by up to 40%. This approach avoids costly grid upgrades, reduces system stress, and enables better integration of renewable energy.
