A new academic paper published by the National Bureau of Economic Research dives into the key factors that have caused bank failures over the past 160 years, and further quashes the notion that deposit runs are a primary source of failures. Researchers Emil Verner, Stephan Luck and Sergio Correia began analyzing the data after last year's demise of Silicon Valley Bank, Signature Bank and First Republic Bank. What their research reinforces: while each bank experienced a deposit run leading up to its collapse, there was a whole lot more going on that ultimately led to their respective failures.

CFPB Director Rohit Chopra is holding up regulators' attempt to push through changes on the Basel III endgame proposal, breaking with fellow Democratic regulators FDIC Chairman Martin Gruenberg and acting Comptroller of the Currency Michael Hsu. Those changes would narrow the scope of the original plan, which was much maligned by banks. Chopra joins Republicans Travis Hill and Jonathan McKernan in opposing moving forward with the Basel rules, putting the FDIC board vote at 2-3. More details from me and Kyle Campbell

CFPB Director Rohit Chopra appears to be aligning with Republicans on the FDIC board to scuttle the Basel III endgame's so-called "supplemental proposal." The impasse may mean that any effort to finalize a version of the Basel proposal will be put off until well after the 2024 elections — at which point, depending on the outcome of the presidential race, new regulators could be in place.
