That is always the problem of many project deliveries because defined sustainability criteria were not analysed to address them during the programming stage at the project planning phase, making it not a feasible project. On the other hand, scenario thinking analysis for understanding potential risk scenrios and possible solutions, if a risk scenario happened like oil spill. That is why most regulated bodies are requesting a risk conceptation to be put in place before operation for highly risky projects to guarantee safety. All stakeholders concerns need to be identified and addressed or compromised within the project planning, communicated (ethic) and defined responsibilities for actions to avoid potential confusions during implementation
