ROI assessment on DQ engagements is something that I've seen missing in most of the Data Management Programs. DQ rules might get obsolete, lose their relevance over time or might not be tuned to Business KPIs. A proper dollar figure needs to be attached with each Business/Functional KPIs or usecases to understand the impact of bad data in terms of financial loss, only then we can do informed investment with tailored solutions in DQ programs which will bring an allover positive ROI to the organization from an Enterprise Data Management standpoint

It is imperative to understand and introspect the current state of data before implementing a DQ program. There may still be some DQ happening in the current processes and systems, but whether it is sufficient and relevant to business context, brings value and aligns to the organisational goals and objectives is the point of concern here. Data Quality is an integral part of the Data Governance program and should align with the strategic vision.

In data governance, assessing quality needs isn't a one-time task. Business goals and technology evolve; your data quality strategy should too. That's why I advocate for quarterly 'Pulse Checks.' A good data governance leader or team should revisit their data sources, consumers, and key processes. Is everything aligned with your current objectives? From there, it will be more important to define business centric dimensions and others that may support your data policies and/or standards.

I think this is where a lot of us struggle when standing up our Data Governance Organization or in a relatively immature DG Organization. Initially we tried to incorporate data quality roles within our data management organization and quickly found out that DQ roles sit better in governance.

I don’t think it is necessary to have a separate policy on data quality. Data quality can be covered by an umbrella data governance policy just fine. From my experience, it is important that, through established communication lines for data governance and constant work on raising data literacy and awareness, dedicated data experts from different teams work on definitions and rules. These should then be regularly monitored, and issues effectively addressed, strongly supported by the management of the organization.

If we stick to policies, you need to understand what other policies you have. If your company is not policy-driven, does there need to be a policy around data? If you are policy-driven, there should be a policy template to follow, so use that. You might find it better to be more inclusive and have a data policy instead of just a data quality policy. If you have no policy template and feel data needs to be the first policy, focus on the why. Your detail will come through your processes, but your policy should tell people why data is important to the company and what the ramifications are of mismanaging data.

If you decide you need a data quality policy, document it in alignment with other policies you have. Companies tend to have their own unique template for policies. If you don't have any policies though, first question if you need to start with a data quality policy. If you do, consider what needs to go into a policy. I tend to stick to the "why" - why do we need data quality and what happens if we don't have it. Also understand how you get it approved. Policies often have to go to a Board for approval. If that's your process, you might want to stay away from putting operational details in a policy or you could be going to the Board constantly to approve changes.

Before starting to write anything, include in your assessment what is currently existing, what has been in place in the past (and still is but nobody knows), what is no longer active (no need to dig 4 decades ago, but check a little in the recent past... You might be surprised). The reason for including this step is to make sure you are not reinventing the wheel (and maybe the wrong one), as well as you may be able to piggyback on something that may have existed before, not work then, but are at the right moment now. Ensure to communicate and constantly train on DQ. Include it as part of the design and development. Make it everyone's business, and to be proactive.
