Origin and Goal

The Yaitai Operational Center for Aquaculture is planned and established to implement the policy of “Building Taiwan into an Asia-Pacific Aquaculture Center and Developing Ornamental Fish into a New and Main Export Industry”. The goals of the Operational Center are to integrate Taiwan’s top-notch aquaculture technologies and satellite fish breeding farm supply chain through the establishment of a world’s first large aquatic production and sale base that streamlines R&D, breeding, inspection and quarantine, packaging, export and marketing operations with focus on a major market – China, and promote Taiwan into the world’s hub for aquaculture biotechnology industry known for ornamental fish and aquaculture products.

To effectively push forward this project, the Council of Agriculture (COA) held a number of discussions and meetings with the industry people in 2008. Park officials, under the instruction of COA, also visited ornamental fish and aquaculture farmers many times, and went on a tour in Thailand and Singapore to learn about the production and sales of ornamental fish there so as to grasp the current status of the industry on the global market and the needs of aquatic farmers in Taiwan. After holding rounds of project discussion and evaluation meeting, the Council of Agriculture submitted the project to the Council for Economic Planning and Development (CEPD) for review on December 29, 2008.
After the CEPD held two project review meeting in February and April 2009 respectively, and led review personnel from the Ministry of Finance, Ministry of Economic Affairs, Public Construction Commission, and Directorate-General of Budget, Accounting and Statistics to the Park on a onsite investigation of the project’s feasibility, CEPD passed the project and submitted the project to the Executive Yuan for final approval.
After the detailed planning for the project was completed by the architectural firm selected by the Park through open request-for-proposal process, the construction of Yaitai Operational Center for Aquaculture broke ground on January 8, 2011 with President Ma present to preside over the ground-breaking ceremony. The Center is expected to be completed in December 2012.

1.Yaitai Operational Center for Aquaculture occupies 5.5 hectares of land in area and is divided into two zones – R&D and Logistics Zone and Production & Distribution Operations Zone. Total budget for the project is NT$1,190 million.
2.The R&D and Logistics Zone occupies 1.8 hectares of land in area. The planning is to build a SRC building with four floors above ground, one floor below ground and 15207 m2 in total floor area. The building will house a logistics center, customs station, an inspection and quarantine station, and R&D bases. With customs, logistic service providers, Bureau of Animal and Plant Health Inspection and Quarantine, and R&D units converging in one building, convenient one-time customs clearance and onsite (breeding facility) inspection and quarantine services, and fish disease prevention, testing and technical consulting services will be available in one place.
3.The Production & Distribution Operations Zone occupies 3.7 hectares of land in area. Its planning is tailored to the operational needs of future residents with 18 units of aquatic plant facilities (10 units containing a 760 m2 detached building and 661 m2 of land in the periphery, and 8 units containing 80 pings of plant area), and 4 units of land for residents to build their own plant (each unit is 0.33 hectare in area). The Zone hopes to attract at least 20 aquatic enterprises with its comprehensive software and hardware facilities.

1.The ornamental fish and aquaculture markets have the potential to reach US$30 billion a year. As the industry features high growth potential, high added value, highly technologically intensive, and friendly to the ecological environment, it is an intensive industry suitable for Taiwan to promote and develop in full force.
2.Once the Yaitai Operational Center for Aquaculture is completed in December 2012, it is expected to bring in at least 20 aquaculture biotechnology enterprises, provide 300 job opportunities, create NT$2 billion in annual export and more than NT$5 billion of extended business opportunity in five years to turn Taiwan into a world hub for intensive aquaculture industry.
