As members of the Energy Transitions Commission, their latest briefing “Credible Contributions: Bolder Plans for Higher Climate Ambition in the Next Round of NDCs” showcases the opportunity to limit the impact of #ClimateChange by raising ambitions in the next round of Nationally Determined Contributions (NDCs) due at #COP30 in Brazil. Today OECD Development Centre co-organsied with the Brazilian #G20 presidency and UN-Habitat (United Nations Human Settlements Programme) the annual meeting of the G20 Platform on #SDG Localisation and Intermediary Cities (G20-PLIC). Many thanks to the city of Belem and the 🇧🇷 ministry of cities for hosting this hybrid event and to Minister Jader Barbalho Filho for opening the meeting. The meeting brought together delegates from the G20 Development WG and the Disaster Risk Reduction WG, experts from Argentina, Egypt, Jordan, Kenya, Brazil and from international organisations. An excellent example of working together across the G20 on a common agenda: building resilience in cities to accelerate and secure progress with the SDGs. Some takeaways: 1️⃣ *A country’s resilience is as strong as that of its weakest link*. Intermediary Cities (IC) are often such weak link. Many are highly vulnerable to climate change and weather hazards, but have very limited resources and capacities to manage risks, adapt and rebuild and to influence national policies. As they grow and need more infrastructure, ICs must plan and build better, placing climate resilience at the centre. Doing so is also in the interest of the whole economy. 2️⃣ *Localising development starts with empowering local communities*. ICs in developing countries are home to a large and growing population but have often little access to national policy making and financial resources. At the same time, they play a key role in structuring and strengthening rural-urban linkages and can contribute significantly to both food security and rural employment. To do that, they need more agency and resources to develop local economies that create quality jobs. Emerging technologies in the agro-food sector can help them better harness their potential, attract more entrepreneurs and advance the twin goal of zero hunger and net-zero development. 3️⃣ *The localisation agenda is multi-level, multi sector and multi-actor.* ICs are part of a larger urban and multilevel governance system. For them to succeed it is critical that national policies create the enabling conditions and provide public goods and services. International partnerships can play an important role to help ICs overcome their vulnerabilities. The G20 PLIC and the UN LOCAL2030 are important initiatives to make this happen. Institutions built on 20th-century foundations have not adequately addressed 21st-century challenges. At #UNGA this week, I called for reform across the climate finance ecosystem—from multilateral development banks to climate funds, the private sector, philanthropies, and civil society. The Green Climate Fund is doing its part. We’re making progress on a new vision for the Fund—announced one year ago this week—to manage $50 billion by 2030 with maximum efficiency and impact. Since launching the "50by30" reform agenda, we’ve introduced a new organizational structure under a reconfigured executive leadership team. We've cut the time from project approval to first disbursement to a median of 4.5 months this year, and our new commitment is to move projects from concept to full board approval in 9 months or less. We are developing a new framework for accrediting partners. We’re keeping our promise to the most vulnerable, having doubled our funding for locally-led adaptation and earmarked half a billion dollars for fragile and conflict-affected states. We’re also partnering directly with the private sector to mobilize more capital and transform how the private sector invests in climate action in the developing world. We’re committed to helping create a system that meets the scale of the crisis, and we are ready to be your partner along the way.

The importance of Digital Public Infrastructure (DPI) in the Global South in particular was made abundantly clear during India's presidency of the G20 and likely to continue to be a priority during Brazil and South Africa's respective leadership of the G20. 📢 Call for stakeholder inputs to the 2025 UN #Ocean Conference Declaration 🌊 The 2025 UN Ocean Conference will be held in Nice, France, from 9 – 13 June 2025, co-hosted by France and Costa Rica. The Conference shall adopt, by consensus, a brief, concise, action oriented and intergovernmentally agreed declaration, which along with a list of voluntary commitments, will be referred to as the “Nice Ocean Action Plan”.    The Permanent Representatives of Cabo Verde, H.E. Ms. Tania Romualdo, and Australia, H.E. Mr. James Larsen have been appointed by President of the United Nations General Assembly (PGA) as co-facilitators to conduct the intergovernmental consultations on the declaration to be concluded by 1 May 2025. Yesterday, ODI hosted an event with The World Bank to discuss the issue of the rising debt repayments in SIDS with #CaboVerde Deputy PM Olavo Avelino Garcia Correia, World Bank VP Ed Mountfield, Gail Hurley Henry Mooney Mark Flanagan and Manuela Francisco   Our discussion came as Katie Surma of Inside Climate News reported on RESI's new work on the inequity of rising debt repayments, climate loss and damage and SIDS development, and why reforms to the international finance and debt architecture are needed.  With debt interest payments far outstripping their climate budgets, small islands' are struggling to find the funds to invest in vital services like health and education as well as prepare for climate change-driven events. Some early findings from our paper include:   ➡ Total external debt service payments over the past decade (2013 – 2022) amount to over $46 billion for 23 SIDS were data was available.  ➡ That’s three times the climate resilience finance flows, which stood at $12.7 billion for the same period.  ➡ Average debt payments now risk outstripping the entire annual average healthcare budget for a typical small island state ➡ With a number of SIDS owing 50% or more of their total debt to multilateral development banks, new action by the World Bank, including debt forgiveness clause for more severe disasters is urgently needed   Read the story on Inside Climate News. https://lnkd.in/evGsMUfT   The RESI paper on this is due out in May ahead of the #SIDS4 conference:    #SIDS #WorldBank #debt #climatefinance #climatechange #climateresiliance #climateadaptation #MDBs

Last year’s Global Stocktake revealed that adaptation to climate change is not moving fast enough to reach our goals. Measuring adaptation progress across sectors remains complex. The lack of a universal indicator of adaptation hinders global assessments. UNDP’s paper addresses this by offering methodologies that account for sector-specific indicators, enabling more comprehensive evaluations of adaptation success. The High-Level Political Forum (#HLPF2024) recently concluded, highlighting the pivotal role of women and girls in achieving sustainable development.   This year’s forum focused on the Sustainable Development Goals (SDGs) aimed at ending poverty and hunger, taking action on climate, fostering partnerships, and building peace, justice, and strong institutions. Gender responsive policies and action are central to achieve those goals.   In line with its normative mandate, UN Women has supported UN Member States in negotiating the 2024 HLPF Ministerial Declaration, which serves as the main outcome of the Forum.   In the Ministerial Declaration, UN Member States: ✅ Committed to significantly increasing investments to close the gender gap and strengthening support for institutions in relation to gender equality and the empowerment of women at the global, regional, and national levels.  ✅ Committed to eliminating all forms of discrimination and violence against women and girls, including through the engagement of men and boys.   ✅ Committed to redoubling efforts to resolve or prevent conflict and to support post-conflict countries, including by ensuring that women have a role in peacebuilding and State-building. ✅ Reaffirmed the centrality of gender equality and the empowerment of women and girls in the 2030 Agenda and agreed that women and girls must enjoy equal access to quality education, economic resources, and political participation as well as equal opportunities with men and boys for employment, leadership and decision-making at all levels.  ✅ Reaffirmed the importance of the participation of women in all stages of peace processes, conflict prevention, conflict resolution and peacebuilding to maintain and promote international peace and security. ✅ Recognized that the feminization of poverty persists and acknowledged the mutually reinforcing links between the achievement of gender equality and the empowerment of all women and girls and the eradication of poverty. ✅ Recognized the need to make special efforts to meet nutritional needs, especially of women, and further recognized that infant and young child mortality can be reduced through the improved nutritional status of women of reproductive age. ✅ Agreed that the systematic mainstreaming of a gender perspective in the implementation of the 2030 Agenda is crucial.   While it is encouraging to see gender equality and the empowerment of all women and girls recognized as a catalyst for peace and sustainable development, stronger commitments, increased resources, and effective collective action are needed to make gender equality a reality.   👉 Read more about the centrality of the gender equality agenda within the 2024 HLPF here: https://lnkd.in/ggnMTK_W #GlobalGoals #genderequality #SDG5
