Now is the time for governments to raise ambition in the next round of Nationally Determined Contributions – the so-called “NDCs 3.0” due at COP30 in Brazil to limit the impact of climate change. Rapid technological progress, and recent national and industry commitments must be reflected in “NDCs 3.0”. More ambitious NDCs, and stronger links between targets and supporting policies at the national level, provide a clear direction of travel to industry and reduces market uncertainty. However, ambition alone will not translate into progress. The “NDCs 3.0” must define: 1) clear and detailed roadmaps for implementation, 2) measurable, comprehensive and granular targets, 3) investable plans, especially in emerging markets. Higher ambition from government and industry collaboration is needed now to accelerate the energy transition and deliver climate progress. The current Nationally Determined Contributions – “NDCs 2.0” set in 2020 – do not reflect the reality of technology deployment required to accelerate the energy transition. The next round of NDCs can and must reflect the pace of technological progress and ambition implied by the delivery of COP28 commitments with clear targets and information, including investment required. This will help strengthen their role as roadmaps for climate progress. By reinforcing existing progress and defining absolute reduction targets covering all sectors & GHGs, the “NDCs 3.0” can accelerate climate progress in the right direction. Yesterday Future Matters launched their groundbreaking report on #EU climate policy priorities. The report identified 8 priority policies, with the first being support of results-based climate funds, like the Green Impact Funds For Transformation. This is a model that targets support for transformative change in #LMICs, using an economically impactful model. The basic idea is to maximize the value of climate finance by allocating subsidies through competitive auctions in discrete areas of technology: renewable energy, biochar, and enhanced rock weathering are the leading opportunities. Germany on Track to Reach 2030 Climate Targets, Government Says 'The Federal Government believes that Germany’s climate targets for 2030 are achievable. “Providing we stay on course, we are set to achieve our 2030 climate targets,” said Economics and Climate Action Minister Robert Habeck in view of new data from the German Environment Agency (UBA). According to the Climate Protection Act, this is the year by which greenhouse gas emissions in Germany are to be reduced by 65 percent as compared to 1990 levels. In its latest report, the UBA projects a reduction of just under 64 percent. The Ministry says this target is now within reach. Germany plans to be climate-neutral by 2045. The planned energy transition is crucial in meeting this target. CLIMATE ACTION COALITION LAUNCH On 26 July 2024, we listened online along with 3,500 other participants at the launch of the Climate Action Coalition by the Rt Hon Chris Skidmore, the former UK Member of Parliament who signed Net Zero into law, and went on to become a sometimes critical reviewer of the UK’s Net Zero policies. There was also a speech by Jennifer Morgan, State Secretary and Special Envor for International Climate Action for the Federal Republic of Germany. The Coalition will be setting up Taskforces, initially on Clean Power, Built Environment, Finance & Investment, Food & Agriculture and Manufacturing, and aims to produce annual reports on each to coincide with key international climate events. The world needs much more ambitious “NDCs 3.0” to limit the impact of climate change. A real economy ambition loop means raising ambition will increase deployment and subsequently, increased deployment also raises ambition. More ambitious NDCs, and stronger links between targets and supporting policies at the national level, provide a clear direction of travel to industry and reduce market uncertainty, driving a reinforcing loop between government and industry. Accelerating this economy ambition loop has been, and will continue to be, a key success story of the energy transition.
