I took the opportunity to share some wider reflections for the social/impact economy following the Labour Party Conference in this piece in Pioneers Post. Reflecting on a unique New Local event co-hosted with TPXimpact | B Corp™ at the end of last week: our first Radical Leaders Overnighter. We had a packed agenda over two days with a group of pioneering #localgov chief executives and directors, exploring the shifting nature of demands on leadership in our era of perma-crisis. New Local’s long focus on community power stems from a growing sense that traditional state-led or market-led approaches to public services have diminishing returns, when confronted with the complexity & pluralism of different circumstances that characterise the mid 2020s. Lots has been written about the “perma-crisis”, but there are layers of implications for where #localgov as a sector finds itself: - prolonged financial pressures & underlying structural shifts such as ageing and deepening inequality, which create new pressures on traditional service models. - external global market shocks, pandemic(s?) & climate change, all have variable and unpredictable local consequences. - increasing community polarisation, the rise of populism & extremism and wider decreasing trust in institutions, which all play out at a hyperlocal level with sometimes toxic and volatile consequences. It’s fair to say that in this context, the linear predictability that New Public Management style approaches were based on can no longer be assumed. Leadership in public services in the era of perma-crisis does need to involve efficient resource allocation, management of large organisations, workforce optimisation, etc. But increasingly, a new set of capabilities are required of leaders: to mobilise communities and partners beyond institutions, to build resilience across the workforce and to lead with compassion and empathy. These are less formal capabilities, but no less impactful. We enjoyed exploring this all with our radical leaders in a creative, constructive way with a brilliant group of open-minded, curious and pioneering individuals in council executive leadership roles. New Local will keep developing this approach - exploring, defining and advocating for increased awareness of the skillsets that will help us navigate through the challenges confronting public services. Scottish Enterprise have opened their applications to the new #PathwaystoScale cohort programme for female founders. The programme offers business support, executive education, a 2-day leadership retreat, scaling skills training sessions and a cohort of peers. Allen Lane Foundation The Foundation has sharpened the focus of beneficiaries, particularly in the first three categories and the last (children/young people). The Foundation funds small registered charities, voluntary groups, and charitable organisations. They focus on smaller charities across the UK – NOT in London. The following focus on adults only: Asylum seekers and refugees – support work to benefit refugees, asylum seekers, and refused asylum seekers, including those held in detention. The focus has been changed to women only. The focus is on those women who are seeking asylum in the UK, and female refugees who have been through the asylum system; rather than people who arrive in the UK through community sponsorship or via resettlement schemes. Offenders and ex-offenders – support for penal reform and fund groups working with offenders in prison and out in the community. The focus now is solely on organisations supporting female offenders, and those in prison for violence against women. Older People – funding is focused on projects that benefit isolated elderly people (generally aged 70+) including those with dementia. There will now be a greater focus on specific areas of work for the elderly especially for those in rural and more deprived areas. People affected by violence or abuse – work that supports both men and women who are, or have in the past been, affected by violence or abuse. This includes projects supporting people affected by rape and sexual abuse, domestic abuse, stalking, trafficking, prostitution and modern slavery, honour-based abuse, female genital mutilation, and forced marriage. The funding can also support work with perpetrators aiming to lessen isolation and prevent the risk of further abuse. Gypsy, Roma and Traveller Communities – support groups within these communities and organisations that work to benefit them. Funding can support work that raises awareness of the issues Gypsy and Traveller communities face, and work to combat hate crime, stigma, discrimination and inequalities, including the lack of appropriate accommodation or other service provision. People with mental health issues – support for mental health charities and projects that benefit people with moderate or severe mental health issues. Such a great cross-team effort on this one: responding swiftly to need, putting (dormant asset) money to work where needed most, and helping build social economy organisations' resilience. It was great to contribute an opinion piece with the National Care Forum for the National Housing Federation’s #PlanForHousing series. Creative housing solutions are needed when delivering a housing plan that works for everyone. At the St Monica Trust, we pioneered the first fully integrated retirement village in the UK with The Chocolate Quarter. The clear success of The Chocolate Quarter and the benefits it has brought demonstrates the important role integrated communities should play in the future of housing. Impact Hub Bradford had the privilege of supporting the Shine UK Programme in the last round to work with inspiring social innovators, including our member Green Street, who secured the full £25,000 funding to expand their transformative work. Currently in the third year, our friends at Impact Hub London are working on Shine UK with partners Swiss Re Foundation and BOOKBRIDGE to empower the next generation of social innovators by helping them transform their ideas into scalable business models with the potential for maximum social impact. Applications are now open for the third edition, they are looking to support early-stage entrepreneurs who are trying to address challenges in the following areas: - Climate risk management (including climate-smart agriculture, disaster risk reduction, transformation to net zero, renewable energy, afforestation, and recycling) - Access to health (including affordable healthcare and nutrition for underserved groups). The Programme will work with the selected social entrepreneurs to embark on a five-month immersive nurture program. During this journey, they will be mentored by SwissRe experts and mentored by seasoned business and leadership coaches to help them craft financially viable and scalable business plans. The Government has announced a work programme to remove the barriers faced by Community Housing Providers (CHPs) and to ‘level the playing field’. A key focus is on ensuring that CHPs have access to finance that is not unnecessarily restrictive, giving them a stronger economic case for building more social houses. This initiative aims to make progress towards CHPs and Kāinga Ora working on an equal footing to deliver social housing. I have summarised the work programme below: 1️⃣ Firstly, officials have been directed to advance the following short-term changes: 🔹 Making the IRRS revenue stream more attractive for investors and financiers. This includes exploring the removal of termination for convenience clauses, extending compensation terms, and reviewing funding approval arrangements, including early approval in principle to enable CHPs to invest with greater funding certainty. 🔹 Increasing the use of leasing to provide social housing in cases where leasing delivers value for money. This could help deliver more social housing quickly and would only be available for newly built homes that have not yet been occupied. 🔹 Capitalising part of the Operating Supplement currently paid to CHPs for new housing developments, to be paid upfront when contracts for new social housing are agreed. This capital funding, agreed in principle to be up to $70 million, will be made available in targeted circumstances to provide equity to CHPs, allowing them to raise finance at better rates. This Operating Supplement would otherwise be paid to CHPs over time during the life of the contract. 2️⃣ Secondly, the Minister of Finance has set the expectation that the Reserve Bank's review of standardised risk weights prioritises the treatment of CHPs. There is concern that current risk weightings penalise CHPs, reducing their ability to borrow at competitive rates from banks. 3️⃣ Thirdly, the Government will explore credit enhancement interventions for CHPs so that they can access suitable debt. Over the next three to four months, the Government will consider a range of options to support CHPs’ access to debt on terms reflective of their real risk and circumstances. In addition to removing any barriers to capital markets financing CHPs, these options could include: 🔹 Providing direct lending or guarantees to CHPs 🔹 Establishing a Crown intermediary to provide financing efficiencies 🔹 Providing lending or guarantees to a private lender. Agencies will be working with the CHP sector through the first quarter of 2025 and will then report back to Ministers with advice.

A timely and important report here, from Helen Avery and her team. As well as the hard hitting data about the cost of inaction, I really liked their analysis of why we’re failing to act systematically, in what they identify as tragedies of scale and space. For me, the hottest burning platform is under agriculture, in what they could have described as ‘the tragedy of signficance’. Already this winter, we have seen the impacts of changes in weather patterns on our ability to grow and harvest the staples we rely on. A government that cannot secure food resilience for both the short and the long term will be in a very precarious position indeed. It’s time governments align around and prioritise food systems policies, to plan for and mitigate these rapidly escalating risks.

Pleased to be quoted in People Management magazine today on Over half of business leaders report staff absence due to problems accessing public services, TUC reveals. More than half (59 per cent) of business leaders say staff have had to take time off in the last year because they struggled to access public services, a poll by the trade union congress (TUC) revealed. The survey of more than 500 business leaders further explored the specific challenges faced by employees, finding that more than a third (35 per cent) had staff absent from work due to delays in receiving hospital treatment.
