About us
The Public Procurement and Disposal of Public Assets Act 1 of 2003 set up the Public Procurement and Disposal of Public Assets Authority (PPDA) as the principal regulatory body for public procurement and disposal of public assets in Uganda. The Act sets up the Public Procurement and Disposal of Public Assets Authority to: 1. Ensure the application of fair, Competitive, transparent, non-discriminatory, and value-for-money procurement and disposal standards and practices. 2. Harmonize the procurement and disposal policy systems and practices of Central Government, Local Governments, and Statutory bodies. 3. Set standards for the public procurement and disposal systems in Uganda. 4. Monitor compliance of procuring and disposing entities. 5. Build procurement and disposal capacity in Uganda.

PPDA Bids Farewell to David Kiyingi: A Visionary and ‘Father of Modern Public Procurement Training’ Last week, the Public Procurement and Disposal of Public Assets Authority (PPDA) held a special luncheon to bid farewell to David Kiyingi, whose tenure as the representative of the Minister of Finance on the PPDA Board has come to an end. Kiyingi was celebrated for his outstanding contributions to the PPDA Board and his pivotal role in modernizing Uganda’s public procurement profession. During his tenure, Kiyingi was recognized as a visionary for his profound insights and passion for advancing procurement as a professional field. Dr. Levi Kabagambe, in his farewell speech, described Kiyingi as the "father of formal procurement and supply management education and training" in Uganda. This title encapsulates Kiyingi’s remarkable influence on the profession and his unwavering efforts to recognize procurement as a formal profession during his time at Makerere University Business School (MUBS). PPDA Board Chairman, Julius K. Ishungisa, praised Kiyingi’s humility and the depth of his wisdom. Fellow Board member Rita Namakiika also shared her admiration, describing Kiyingi as both a colleague and a true friend. Executive Director of PPDA, Benson Turamye, highlighted Kiyingi’s contributions to advancing key public procurement policies, especially the initiation of the sustainable procurement policy. Kiyingi’s leadership played a crucial role in shaping Uganda’s procurement practices. While his time on the PPDA Board has ended, Kiyingi remains passionate about procurement and committed to its growth through his ongoing roles at the Ministry of Finance. His legacy of advocating for modern procurement practices and the recognition of the profession will continue to resonate within Uganda’s procurement sector. The PPDA Board and stakeholders in public procurement will always remember Kiyingi for his wisdom, humility, and tireless dedication to advancing the profession. PPDA extends its heartfelt thanks to Kiyingi for his exceptional service and looks forward to continued collaboration in his future endeavors. #ProcurementThatDelivers

Public procurement as a tool to empower Women, Youth, and Persons with Disability - CALL FOR REGISTRATION The Public Procurement & Disposal of Public Assets Authority (PPDA Uganda) is the regulator of the public procurement and disposal system in Uganda as established by the PPDA Act, Cap 205. The Act provides for the participation of registered associations of Women, Youth and Persons with Disabilities in public procurement, this is in line with the Country’s commitment to gender equality and inclusiveness In March 2024, @PPDA Uganda issued reservation scheme guidelines on the promotion of the participation of registered associations of Women, Youth and Persons with Disabilities in public procurement. These were launched and are being implemented by all government Procuring and Disposing Entities (PDEs) with the aim of improving livelihoods and increasing incomes of the youth, women and persons with disabilities in Uganda. This guideline can be found on the Public Procurement & Disposal of Public Assets Authority @PPDA Uganda website at https://www.ppda.go.ug/ Who Should Register? All registered companies, partnerships, associations and other forms of registered business associations that have 51% or more ownership being either women, youth or persons with disabilities that are involved in supply of goods and services; are invited to register with @PPDA Uganda on the register of providers to benefit from these reservation schemes. Why should you register? Registration under this scheme will come with a number of benefits that include the following: 1. Boosting incomes and job opportunities for target groups; 2. Promoting fair access to business opportunities in government and skills development; 3. Driving local economic growth and community impact; and 4. Timely receipt of existing and matching bidding opportunities. Registration requirements include: 1. Business registration certificate from @URSB or Association’s certificate of registration or its equivalent 2. Memorandum/Articles of Association or other document showing shareholders of the enterprise 3. Valid trading license or permit of operation 4. Tax Identification Number (TIN) 5.
