Hong Kong’s financial authorities have released the consultation conclusions on a licensing regime for #stablecoin issuers as part of the region’s legislative proposal to oversee the industry. In a joint statement, the Hong Kong Monetary Authority (HKMA)— the de facto central bank — and the Financial Services and the Treasury Bureau (FSTB) said that the majority of respondents agreed that a regulatory regime should be introduced for fiat-referenced stablecoin issuers. The HKMA and the FSTB said that they received 108 submissions from industry participants and professional institutions during the two-month public consultation that ended in February. The key part of the proposal is to require all FRS issuers to obtain a license from the HKMA. “We will consider factors such as the FRS issuer’s place of incorporation, the location of its operations, provision of subsequent customer service to FRS users, and whether Hong Kong bank account is used to process issuance and redemption requests,” the regulator said in the conclusions report. Vincent Chok, CEO of First Digital, the issuer of FDUSD stablecoin, told The Block in March that the company saw a “good” market demand. “We know that there are a lot of people that are lining up to apply for this Hong Kong stablecoin licensing as well,” he said. Hong Kong's New Regulatory Framework for Stablecoin Issuers   Hong Kong will be introducing a regulatory regime for #stablecoin issuers. The Financial Services and the Treasury Bureau (FSTB) and the Hong Kong Monetary Authority (HKMA) recently confirmed  licensing regime for entities issuing fiat-referenced stablecoins (FRS) in Hong Kong, #HKD-referenced stablecoins, or marketing these to the Hong Kong public. The key licensing criteria includes full backing by reserve assets, a minimum paid-up share capital of 25 million HKD or 1% of the par value of issued #FRS, and the incorporation and physical presence of key personnel in Hong Kong. The regime aims to mitigate financial risks and foster a sustainable #virtualasset ecosystem. This is a significant step forward, aligning #HongKong with other leading global financial hubs and marking an exciting development in the digital assets regulatory landscape. A bill is expected to be introduced to the Hong Kong Legislative Council later this year, with further guidelines to follow.
