Last week, TWC2 attended the Migrant Form in Asia (MFA) Regional Migration Conference in Bangkok. Our Vice-President Alex Au moderated a panel on the contentious Drivers and Root Causes of migration. Panelists brought up salient points about how labour cannot be divorced from broader political and economic structures. This resonates with Singapore's labour migration context. TWC2 hears a lot from migrant workers about messy recruitment networks and avaricious middlemen. The solutions to these issues (industry safeguards against forced labour and a direct hiring system) require deep systemic change. As Marc Capistrano pointed out, even ethical recruiters need to be conscious of employers' interests for a sustainable relationship. For injured migrant workers, a large part of the daily stress they face is financial in nature. As workers are unable to work during this period, they have no money to get by. Singapore does not set minimum wage for low-wage foreign workers (i.e., work permit holders) in any occupation. In May 2024, after his first month of work at a shipyard, Baitob’s net salary amounted to – $49.70. He tolerated this payment pattern for another 4 months, before seeking TWC2's help.
