Why does the job exist? This position provides financial support to the loan and grant section of the Construction Programs Bureau (CPB) to assist communities in acquiring the necessary funding for infrastructure projects and helps the Bureau meet both its state and federal mandates as they relate to the funding sources.
The CPB helps New Mexico communities develop sustainable and secure water, wastewater, and solid waste infrastructure through funding and technical assistance.
How does it get done? - Prepare monthly reconciliation reports for the capital outlay legislative appropriations and various grants and loan programs - Reconcile monthly reports between SHARE and the internal Loan and Grant Tracking System (LGTS) used by the Construction Programs - Assist with preparing the monthly Performance Indicator Reports used to track available loan funds, receivables, and cash balances - Post disbursement requests and deposits, ensuring SHARE and LGTS reconcile - Provide assistance preparing capital outlay budgets and reversions - Prepare year-end statements, Audit Confirmation letters, financial statements for year-end audits, including the Clean Water State Revolving Fund (CWSRF) single audit, annual reports required by Federal Grants, and other reports - Contribute to the Capital Outlay schedule for the Department Audit - Collaborate on preparation of grant applications, annual reports, and intended use plans - Interact with internal and external customers to assist with funding issues - Work with the Loan and Grant Financial manager to analyze financial information and with the communities to assist them getting ready for loans and grants Who are the customers? - New Mexicans to protect and restore the environment.
- Occasional contact with external Federal, State and Local regulatory bodies to include contractors, and environmental not for profit organizations.
- Internal staff Ideal Candidate The ideal candidate will have the following experience: - Collaborating with diverse groups of people to develop projects and see them through to completion - Communicating technical information to both technically savvy groups and novices - Overseeing the implementation and financial details of projects and helping cooperators comply with contractual obligations - Conducting site visits to projects in remote areas that may require hiking and camping - Evaluating mining related documents and on-the-ground conditions related to surface water quality Minimum Qualification Bachelor's Degree in Accounting, Finance, Auditing or Business Administration and two (2) years directly related work experience in accounting, auditing, finance and/or budgeting.
