This Compliance Auditor earns $45,000 - $58,500 depending on education and experience.

ESSENTIAL FUNCTIONS FOR OUR COMPLIANCE AUDITOR
Coordinate with other department auditors to complete monthly inspection schedule and notify Multifamily Finance Assistant to send out notice of inspection.
Audit and monitor for compliance for all Housing Credit projects consistent with §42 guidelines, state requirements, and FDIC's affordable housing program.
Complete tenant file reviews to determine whether the owner/management is qualifying tenants and following the programs' guidelines.
Determine whether the project meets the restrictive covenant requirements in the Land Use Restrictive Agreement (LURA).
Audit rent rolls, ledgers, optional/required fees, and utility allowance schedules to determine whether units are rent-restricted and within the rent limits.
Conduct project inspections following the Uniform Physical Condition Standards (UPCS) or the Real Estate Assessment Center (REAC) protocol.
Inspections include all the low-income buildings and a sample of the low-income units in the project.
The inspection areas are the Site, Buildings (Exterior/Interior), Building Systems, Common Areas, and units.
Post-audit reporting includes entering audit results in compliance software, issuing audit results to appropriate parties, track corrections and completions.
Issue non-compliance notices.
Handle all aspects of the issuance of IRS form 8823.
Oversee that owners/managers complete quarterly tenant and financial reporting in the Certification Portal (CP) compliance system.
Communicate with owners/managers to ensure timely reporting.
Issue Not in Good Standing letter to the owner when the project is out of compliance.
Update Emphasys - MultiFamily Compliance database (Input new projects, owners, management companies).
Utilize all aspects of the Emphasys compliance software.
Monitor receipt of annual report information entered in CP.
Review annual compliance reports, and update the Multifamily Finance Compliance database.
Notify owners of non-compliance and notify IRS (if applicable).
Support owners, managers, and on-site personnel with §42 compliance.
Respond to phone calls and correspondence.
Interface with IRS regarding issue resolution.
Organize compliance training, prepare training manual, and collaborate with the compliance team to develop training presentations using different mediums (videos, webinars, training seminars).
Contribute to updating compliance procedures and compliance forms.
Attend/participate in training and conferences as approved.
Overnight travel, responsible for driving Utah Housing vehicle and other duties as assigned.
QUALIFICATIONS FOR OUR COMPLIANCE AUDITOR
Education: Associate degree or equivalent
Experience: A minimum of 3 years of experience working in Section 42 housing is required.
Requires knowledge of MS Excel, PowerPoint, Outlook, Word, and Section 42 compliance
