Minister of Climate Change Hon. Simon Watts has announced Rt Hon Dame Patsy Reddy as the new Chair of the Climate Change Commission, along with new Commissioners Felicity Underhill and Devon McLean. Dame Patsy’s appointment will take effect in February 2025. In the meantime, Commissioner and Deputy Chair Lisa Tumahai CNZM will be acting chair. Dame Patsy’s appointment follows the conclusion of Dr Rod Carr’s term, which ends in early December. “I’m pleased that Dame Patsy is joining the Commission. As former Governor-General, she will come to the role with an extensive and distinguished career in law and governance,” Mr Watts says. Mr Watts has also appointed Felicity and Devon McLean as Commissioners from December 2024 until September 2028, replacing Catherine Leining and Professor James Renwick. “Ms Underhill has worked in the energy industry for over twenty years and will bring significant experience in decarbonisation of the energy, transport and industrial sectors. She has also been actively involved in future fuel transition programmes around hydrogen,” Mr Watts says. “Mr McLean has had a long executive and governance career in the forestry and conservation fields. The Commission Board will benefit from Mr McLean’s forestry industry experience and governance expertise.” Minister Watts also thanked Dr Carr, Ms Leining and Professor Renwick for their service to the Commission over the past five years. Appointments to our board are made under the Crown Entities Act 2004, in accordance with requirements set out in the Climate Change Response Act 2002. Board members are chosen to form the necessary mix of expertise to tackle the many challenges of climate change. This appointment process is external to the Commission and is managed by the Ministry for the Environment | Manatū mō te Taiao. The Government faces big decisions next year that will shape Aotearoa New Zealand's climate action for decades to come – and our two latest Climate Change Commission reports, released yesterday, provide evidence-based recommendations and analysis to help inform that decision-making. The first report is advice on the fourth emissions budget and what it should be. We've found that Aotearoa New Zealand has options to get on track to the current 2050 emissions target and recommends that the fourth emissions budget be set at 160 MtCO2. Our analysis shows this level is achievable, affordable and beneficial for Aotearoa New Zealand. But is the current target still taking us in the right direction? Our second report is our inaugural five-yearly 'sense check' of the 2050 target. We've identified significant changes in circumstances since Parliament first set the target in 2019 – so we've recommended that the Government update the target to be more ambitious, and include emissions from international shipping and aviation. Globally, we need to do more and faster. Evidence shows that the world is not on track to limit warming to 1.5°C, climate impacts are more severe and happening sooner than expected, and other countries are already doing and expecting more. Our modelling shows that existing technologies can help achieve ambitious and cost effective emissions reductions in the short and medium term. It also shows how vital research and innovation is, by helping us find low-cost options for emissions reductions for the 2040s and beyond. Together, these two reports provide recommendations on three components of Aotearoa New Zealand’s climate policy framework that will affect planning and investment decisions for the next 20–30 years. #NEW: Our final reports for 2024 have been released: our advice on on NZ's fourth emissions budget, and our review of the 2050 emissions target (including our advice on whether emissions from international shipping and aviation should be included). These two reports are separate, but closely related: 🎯 The 2050 target represents the country's long-term commitment to reducing its emissions, to contribute to global efforts to limit warming to 1.5°C above pre-industrial levels – which evidence shows will help avoid the worst impacts of climate change. Our review of the target found significant changes since 2019: Evidence shows that the world is not on track to limit warming to 1.5°C, climate impacts are more severe and happening sooner than expected, and other countries are already doing and expecting more.
