The methodology consisted of reviewing AAP's Professional Maturity Model (which was derived from the 2017 APEC Project DARE or Data Analytics Raising Employment project, and which was also the basis of DOST's Project SPARTA or Smarter Philippines through Data Analytics, R&D, Training, and Adoption). The results of the 2022 Labor Market Intelligence Report on the Analytics Sector (which was created as part of Philippine Business for Education’s A Future That Works program, a workforce development initiative supported by the Australian Government) were also taken into consideration. This was followed by the formation of various teams including: - the Contextualizers who reviewed the Singapore Skills Framework (as the primary reference), the Skills Framework for the Information Age (SFIA), and Job and Skills Australia (JSA) to adapt them to Philippine industry scenarios; and - the Validators from the government, the private sector, academe, and practitioners who worked together to ascertain the validity of the draft framework to local best practices but still allowing for the development of a globally competitive Philippine workforce in AAI. ---------- With the official launch of the Philippine Skills Framework for the ICT Industry last May 7, 2024, what follows is a series of posts meant to introduce the skills framework for the Philippine Analytics & AI Sector to the general public. Reflecting on the Southeast Asia Tech Outlook Forum in Manila, June 18th I was honored to deliver a keynote at the Southeast Asia Tech Outlook Forum, organized by SPARK by CIO Academy Asia This forum is a highlight of the National ICT Summit Philippines 2024, themed “Digital Governance: Navigating the Future.” The event, held in collaboration with the Department of Information and Communications Technology (DICT), the Chief Information Officers’ Forum (CIOF), and the Chief Information Officers’ Forum Foundation (CIOFF), brought together visionary leaders and experts to discuss the future of digital governance. In my keynote, I shared best practices on leveraging AI for better citizen engagement, especially in the context of how digital government can better relate to your citizens/ voters. Here are some key points: 1. **Engaging Digital-Savvy Citizens**: As our population becomes more digitally savvy, it’s crucial for digital governments to harness AI to engage citizens effectively. With elections on the horizon, understanding and meeting the digital behaviors and expectations of Gen X, Gen Y, and Gen Z voters is paramount. They seek personalized content and convenience through an inclusive digital government app. 2. **Understanding AI in Digital Government**: The journey begins with comprehending the digital behaviors of various voter profiles. Our citizens are more mobile and digitally adept than ever, expecting seamless interaction with government services. 3. **Mitigating Risks Associated with Gen AI**: We must be vigilant about the risks posed by Gen AI, particularly deepfakes and identity security threats. It’s essential to tackle issues like injection attacks via compromised terminals and adopt robust techniques to mitigate them. 4. **Exploring AI Use Cases**: Intelligent customer service powered by Gen AI is just one of the many exciting possibilities we can explore. The future of digital governance is brimming with potential. In summary, we need to build better brakes to go faster**. Security is an area where we must fight Gen AI with Gen AI. How do we use Gen AI tools to turbocharge our cyber defense, enhance our pen testing, and rethink our security layers? Speed is of the essence – we must detect threats faster and respond even quicker. How can we use #AI in Education? This question was posed to Education Minister Chan Chun Sing at this year’s #NUSLifelongLearning Festival. I was impressed by Minister Chan’s response, particularly his idea of using AI to create personalised learning paths tailored to the needs, goals, and abilities of individual learners. His response made me think of the Teach to One learning model, which personalises learning by generating individualised lesson plans that adjust daily based on continuous assessments. This model utilises diverse learning modalities such as classroom instruction, collaborative work, and online activities to address different learning styles. It supports teachers in their roles as facilitators by providing them with data-driven insights to engage students more effectively. I believe AI has the potential to not only revolutionise personalised learning on a large scale but also optimise teachers’ roles through augmentation and automation. It could even serve as a catalyst for integrating formal education with lifelong learning into a seamless, continuous journey. The Transformational Opportunity of AI on ICT Jobs "On April 4, 2024, a Consortium of nine leading global corporations in collaboration with global advisors embarked on a collaborative endeavor with a singular vision of sharing insights to advance an AI-enabled information and communications technology (ICT) workforce. The Consortium was catalyzed by the work of the U.S.- EU Trade and Technology Council’s (TTC) Talent for Growth Task Force, with the goal of exploring AI’s impact on ICT job roles and identifying the skills and training workers will need to thrive in an AI-driven future."
