Telecom operators including Bharti Airtel Services, Reliance Jio, and Vodafone Idea Limited (Vi) have sought a 5-6 years interest-free payment gap or moratorium on the spectrum bought in auctions in 2025 and beyond. In a communication to the Telecom Regulatory Authority of India(TRAI), telcos noted that such a moratorium is needed on spectrum bought in auctions from next year because they have incurred huge capital expenditure (capex) in rolling out 5G services, which they are yet to monetise. This is a reversal in the stance of Sunil Mittal, Chairman of Bharti Enterprise, who has been pushing for administrative spectrum allocation all along. However, Mittal has stuck to his stance that spectrum should be administratively allocated for remote and rural areas or maritime and aviation. Elon Musk has advocated administrative allocation and criticized auctions. Communication Minister, Jyotindra Scindia has confirmed that satellite spectrum will only be given administratively as it is done worldwide, though at a cost, that will be decided by TRAI. The telcos are apprehensive that Elon Musk’s Starlink will compete against their terrestrial services, such as Reliance Jio’s Air Fiber and Airtel’s 5G-powered fixed wireless access (FWA), all across the country, including in big revenue-earning cities and towns. Musk’s killer instinct will prompt him to offer competitive pricing, as in the US, where his wholesale broadband price provided for enterprises is a seventh of what rival satellite players with GEO and MEO satellites offer; and build a considerable capacity. Starlink has installed more than 6,400 LEO satellites in the sky and plans to increase this number to 42,000 in the next two years. Its new satellites have a huge capacity of up to 200 GBPS each. Amazon Kuiper, which wants to enter the game, is looking at satellites with 1,000 GBPS capacity. On 24th June 2024, the Telecom Regulatory Authority of India (TRAI) released directions to access providers to mitigate the issue of Unsolicited Commercial Communication (UCC), usually referred to as #spam. According to a report in The Times Of India, more than 60% of Indians reportedly received three or more ‘pesky’ or spam calls on average every day during the last 12 months. #TRAI has mandated access providers to enhance their #mobile #apps and #web portals to make them more user-friendly for registration of UCC complaints and settings of preference and #consent. To effectively monitor UCC, TRAI has also directed all access providers to submit monthly reports instead of the previous quarterly reporting cycle.
