The Telecom Regulatory Authority of India(TRAI) has released a consultation paper on ‘the Terms and Conditions of Network Authorisations to be Granted Under the Telecommunications Act, 2023’, on October 22, 2024. The Department of Telecommunications ( DOT ), through a letter dated July 26, 2024, informed TRAI that the Telecommunications Act, 2023 has been published in the official gazette of India; section 3(1)(b) of the Act provides for obtaining an authorisation by any person intending to establish, operate, maintain or expand telecommunication network, subject to such terms and conditions, including fees or charges, as may be prescribed. According to Krishan Kumar Singh, Joint Secretary, Ministry of Electronics and Information Technology (MeitY), India needs to shift its focus from generating grants to empowering technology start-ups to succeed independently. Singh spoke at the launch of Software Technology Parks of India’s (STPI’s) LEAP AHEAD program, aimed at assisting technology start-ups in scaling, product diversification, and regional expansion. The program offers up to Rs 10 million in funding support, and includes a comprehensive three-month mentorship program offering a mix of virtual and in-person sessions. The Cellular Operators Association of India - COAI has urged the government to implement regulations regarding the entry and exit of data from Indian telecom networks, including that of over-the-top (OTT) players. According to the Telecom Regulatory Authority of India(TRAI), over 10,000 business entities have whitelisted more than 275,000 URLs following guidance from the TRAI issued in August 2024. The TRAI instructed all access service providers to cease the transmission of messages containing URLs, APKs, and OTT links that are not whitelisted by the senders, effective October 1, 2024.
