The fiasco of NEET, NET and I suspect many other exams where such corruption remains undiscovered especially JEE, it is clear that over centralisation at the cost of federalism and decentralised decision making, are creating such problems. Education is not just a central subject as per the constitution. Localisation and decentralisation are not only the scalable and safer way to handle these entrance exams, but also in line with the constitutional ethos. We need to stop centralisation of decision making and let the states and local jurisdictions do these locally.

We, at J the App by JustIDT endeavor to empower and share our thoughts on issues that are critical to India Inc. Pre-Paid Instruments (PPI). Should they be subjected to GST. Should they be treated as actionable claims. What will happen to PPIs if they are to be used to for exempted Products or Services. What if, where the PPI is to be used is not known at the time of issuance of PPIs. So many questions and more about Pre-Paid Instruments when they are not even defined in the GST ecosystem. There are quite a bit of conflicting Advance Ruling as well as Court Rulings on the question of Pre Paid Instruments exigibility to GST. Where favorable advance rulings have been passed, the same have been overturned by the advance ruling appeal structure and recontoured by a High Court as well. In the recent Maharashtra elections, most parties used tele caller bots to ask for votes. But a couple of them did something clever, they used AI to add the receiver’s name in the call. Suddenly, it sounded like the politician was personally reaching out. For someone in a city, this might not be a big deal, we know it’s tech. But for someone in a village, it feels personal and genuine. A small change, but a huge impact. While it’s great to see such innovative use of AI, it also highlights the importance of creating awareness about it. Small companies are playing a crucial role in facilitating GPU access in India, particularly in the realm of cloud computing & AI infrastructure. Neysa Velocis, Mumbai-based Neysa’s flagship platform, helps scale up AI projects using GPU infrastructure & has a diverse inventory of thousands of GPUs. Indore-based NeevCloud® is a recent entrant with plans to deploy 40,000 GPUs, aiming to provide affordable & accessible GPU resources to AI researchers & developers. Bengaluru-based JarvisLabs.ai has access to more than 1,000 GPUs through partners & also has its own capacity in the country. Small companies often offer better local support & quicker response times, factors that are crucial for businesses operating in India. But setting up & maintaining GPU infrastructure can be expensive, especially for smaller companies. The market is becoming increasingly competitive, with both large & small players vying for market share. However, the growing demand for AI & machine learning in India presents a significant opportunity for small companies to thrive. “Very shortly, we will have a much more recent and a more modern inventory of GPUs within our platform,” said Karan Kirpalani, chief product officer at Neysa, an AI acceleration cloud platform company. A large part of Neysa’s clientele in the private sector is from financial services, insurance, education, media, entertainment, pharma, life sciences & IT/ITeS. Neysa Velocis offers GPU-based AI services including training, fine-tuning & inferencing, with a focus on cost efficiency & ease of use. It has raised $50 million in funding & collaborates with NTT Data Corporation’s data centres in India. It has onboarded 12 clients in about 10 weeks since the formal launch of its platform in October, with a mix of Indian & global multinationals. Neysa’s differentiation comes from its intellectual property & cost-conscious design, said Kirpalani, adding that its pricing is competitive, offering return on investment benefits & total cost of ownership reductions of 40-70% compared to hyper scalers. It is also participating in the INDIAai Mission, leveraging partnerships for scale & complexity. Narendra Sen, founding chief executive of NeevCloud, told ETtech that the company has built an orchestration engine to provide GPUs on demand. “We can expand in the US & Europe & are continuing to invest in AI data centres in central India, & are going to other states like Chhattisgarh, Raipur, Mumbai & Bengaluru,” he said. Sen said that these data centres will be capable of holding up to 60,000 GPUs, but the company will ramp up next year with around 2,000 of NVIDIA’s H200 & Blackwell GPUs to begin with. Jarvis Labs, founded in 2020, initially provided integrated development environments powered by GPUs at affordable prices due to lack of competitors. We will look at aspects of artificial intelligence (AI) need regulation, the approach India should adopt for the regulation, and how India can develop a conducive environment for the growth of AI development and deployment.  So far, the Indian government’s attempts to regulate AI have come in the form of two advisories that were issued earlier this year, which left a lot to be desired with it mandating under-tested or unreliable AI models to seek government approval before being available for public use in India. While a second advisory addressed some of the problems with the first, the fact remains that a more nuanced approach is needed that addresses legitimate concerns around liability, ownership of AI-generated content, and the potential harms emerging from AI while still fostering an environment conducive to AI development. The recent paper, "Scaling Laws for Precision" [1], is pretty cool and has some important insights. For example, they say "the more data seen during pretraining, the more sensitive the model becomes to quantization at inference-time" [2], which has real implications for data curation, and for how we do quantization at inference (and thus how people buy/provision GPUs). The conventional wisdom has been that we can throw in a lot of tokens into pretraining, which should then help us have smaller models, which reduces inference costs (which is what Llama did by training on 15T tokens). While this is still true, the above insight presents an interesting blocker to further cost reduction using quantization. Lumikai turns 4 this month! In 2020, Lumikai Fund was essentially two of us. Fast forward to 2024: Four years in, we have seen one pandemic, two global wars, one bull run, one private market bear run, average 20%+ stock market returns, and surprise bans/prohibitions. Lumikai has grown up in times of uncertainty. The fund platform has expanded from two to eleven team members with over 2,000 deals evaluated. In a new market, we were calibrated and built a tribe of 16+ portfolio companies. Now, we have been recognised as a Top 10 VC fund in the interactive media and gaming space - the only Indian fund to make it to the list. Most importantly, we have seen the Lumikai tribe of founders achieve new heights, many times despite massive headwinds. We cheered for Eloelo when it hit India’s #1 social entertainment app, All Star Games (Deftouch) Games became India’s #2 cricket sports game, and Bombay Play won Google Play’s “Best Game in 2023” across APAC region, when Studio Sirah launched India-first mid-core IP in Kurukshetra: Ascension, AutoVRse won the business of a major US tech giant from competition, and Vobble brought Peppa Pig in audio to Indian kids. Like us, many in our portfolio have had to traverse uncharted territory without any playbooks or defined paths. Bringing light to an emergent asset class from an untapped region, which now has adequate global and domestic attention, has been a work in progress. Over the last four years, we have learnt: Lesson #1: Pioneering is not just about being “the one” but for everyone. It’s not just about winning, but about sharing knowledge, expertise, and giving back to an ecosystem. Lesson #2: Sometimes, when the odds are against you, all you can do is persist and control the inputs. Lesson #3: Being non-contrarian and right is a long, hard, and lonely journey of self-reflection and introspection. Lesson #4: You overestimate what you can achieve in a day and underestimate what you can achieve in a year. Lesson #5: VC success favors the hungry, the curious, and the lucky. And many times, in the business of venture, you have to create your own luck. On the occasion of India's 78th Independence Day, I'm sharing an opinion piece titled "Finding the sweet spot for India's Sovereign AI", co-authored with Satsheel Shrotriya, which has been published by Forbes India in the Thought Leadership section. How India handles its AI ecosystem will be critical to its development and progress over the next several decades. This piece attempts to do some structured first-principles thinking regarding the choices available to design India's Sovereign AI. We welcome your thoughts and suggestions! Quick summary While the allure of Sovereign AI is manifold, its design and implementation can be highly complex and requires a nuanced handling of several considerations. In this article, we emphasize that developing countries like India, need to find the sweet spot in the policy framework which strikes a balance between economic realities and strategic imperatives to get the biggest bang for their buck. Rather than making and owning everything, governments need to create a tailored policy for different layers of the AI stack. To orchestrate the creation of an effective AI ecosystem, the government can use a combination of four actions at its disposal: make, buy, collaborate and regulate.
