This proposed legislation, which seeks to amend existing laws governing waqf properties, has triggered widespread concern and opposition, particularly regarding the delicate balance between religious rights and constitutional obligations. The Scope of Waqf Properties in India Waqf boards in India hold sway over an extensive portfolio of assets, managing approximately 8.7 lakh properties that span 9.4 lakh acres across the country. The estimated value of these assets stands at a staggering Rs 1.2 lakh crore. With 32 waqf boards in operation—including two Shia waqf boards in Uttar Pradesh and Bihar—the control of these properties rests in the hands of about 200 individuals, underscoring the significant influence wielded by these boards. What is a Waqf Property? A waqf property is defined as a moveable or immovable asset dedicated to charitable purposes in the name of God, often formalized through a deed or instrument. This practice predates modern documentation, meaning that properties in use for centuries can still be recognized as waqf. The enduring nature of waqf properties, which are non-transferable and held perpetually, ensures that their proceeds support educational institutions, mosques, graveyards, and shelters, primarily benefiting the Muslim community. Understanding the Waqf Board A waqf board is a legal entity composed of nominated members tasked with managing waqf properties. These boards appoint custodians to ensure that the proceeds from these properties are used as intended. The Central Waqf Council (CWC), established in 1964, oversees and advises state-level waqf boards, while also providing guidance to the central and state governments on property management. These meadows, lush with rice paddy are in Duggan block of Kathua (sub-district Bani). Before roads came it was enroute Jammu to Billawar to Dullangal to Bani to Baderwah. While on a reporting assignment and on road from Bani to Daggar we came across apple, pear and walnut trees. The question obviously is why these aren't a part of the region's economy. If Chamba at the same altitude and right adjacent is a national tourist spot, why are these regions so unknown. I'm also concerned if and when these regions open to the open market economy will we draw a unique road map or will we rush to achieve statistical parameters while the grassroots cry for effective and functional insitutions. Ladakh has a development council, why don't these regions? Kashmir has a traditional supply chain of apple, dry fruits; Himachal has apple, tea--why not these regions? Can the Ministry of Defense of India establish a Mountaineering Institute in this region of Jammu like the way it has in Kashmir, Himachal, Uttrakhand, Sikkim and Arunachal? While this region is least understood, does it not need people who can walk through its terrain and understand its hills, streams, valleys and caves? Opposition parties express discomfort with schemes being associated with PM Modi’s name, fearing that it overshadows their contributions and misleads the public into believing these initiatives are solely central government efforts. As a result, MSMEs are rapidly losing ground to #China, while large #corporations continue to protect and maintain their monopoly in the market. Politicians never stop talking about MSMEs, but privately, they rely on funding from large corporations to win elections and, in return, offer market protection. In Aug 14 ruling, SC ruled that states can levy tax on minerals on a prospective basis with effect April 2005, making companies operating in mineral rich states like Odisha and Jharkhand liable to pay backdated taxes of nearly two decades. Other states are yet to come out with such a law, but they could catch up gradually, analysts warn. Tightening the #norms and pushing #Make in India, the government had in July excluded #imported items sourced #locally from #resellers, #distributors, etc. from the calculation of #local #content. Apart from that, #royalties, technical charges paid out of India, and #supply of repackaged and #refurbished goods was excluded from the calculation of local content, as per the order issued by the Department of Promotion of Industry and Internal Trade (DPIIT).
