Dear PrimeMinister India, Piyush Goyal, Dr. Jatinder Singh, J&K Lt. Governor Manoj Sinha These are the meadows of Dullangal. These meadows, lush with rice paddy are in Duggan block of Kathua (sub-district Bani). Before roads came it was enroute Jammu to Billawar to Dullangal to Bani to Baderwah. While on a reporting assignment and on road from Bani to Daggar we came across apple, pear and walnut trees. The question obviously is why these aren't a part of the region's economy. If Chamba at the same altitude and right adjacent is a national tourist spot, why are these regions so unknown. I'm also concerned if and when these regions open to the open market economy will we draw a unique road map or will we rush to achieve statistical parameters while the grassroots cry for effective and functional insitutions. Ladakh has a development council, why don't these regions? Kashmir has a traditional supply chain of apple, dry fruits; Himachal has apple, tea--why not these regions? Can the Ministry of Defense of India establish a Mountaineering Institute in this region of Jammu like the way it has in Kashmir, Himachal, Uttrakhand, Sikkim and Arunachal? While this region is least understood, does it not need people who can walk through its terrain and understand its hills, streams, valleys and caves?
