Why Does Local Context Matter in Understanding the Civil Servant-Population Ratio? 1. Public Sector Dependency: Bhutan's socio-economic development relies heavily on the public sector, making the nation dependent on the efficient functioning of public servants. 2. Role of Public Sectors: In Bhutan, public sectors act as primary implementers rather than facilitators, resulting in a heavy reliance on public servants. Consequently, the system tends to be more bureaucratic and regulatory. 3. Private Sector Engagement: The engagement of the private sector in economic and social development in Bhutan is significantly lower than regional and global standards. 4. Geographical Challenges: Bhutan is a mountainous country, with some settlements requiring days of travel to reach the nearest road, which makes population density a crucial factor in planning and implementation. 5. Partnership and Collaboration: Partnerships among public, private, civil society, and academic institutions are limited and require considerable attention. 6. Fiscal and Monetary Policies: Bhutan's fiscal and monetary policies are largely skewed towards a public sector-driven approach. 8. The digital infrastructure and literacy are limited. We have long way to go. Given these pressing reasons, it is essential to approach the civil servant-population ratio with caution, ensuring that the local context and unique challenges are adequately addressed.

Rural women microentrepreneurs, consumer acquisition, and value delivery: Evidence from a quasi-experiment in rural India Abstract: Gender equality and social impact are gaining significant research attention in marketing. This paper investigates the impact of recruiting rural women microentrepreneurs on acquiring consumers and delivering value to them. We study the outcomes from a quasi-experiment in which a social enterprise recruited a group of women to become microentrepreneurs in 91 out of 164 locations (panchayats) across rural districts in India. We show that the rural locations with more women than men microentrepreneurs experienced a 40.8% increase in consumer acquisition and delivered 64.1% greater value to their consumers. Moreover, these locations with more women than men microentrepreneurs delivered $5,445 more value for women consumers. Men microentrepreneurs who work in inclusive settings with other women microentrepreneurs delivered $25,100 more value to their consumers than men microentrepreneurs working in predominantly male-work environments. FM's Budget Speech for FY 24-25 mentioned the gov't's commitment for 'women-led development'. We analysed trends in finances for the Ministry of Women & Child Development, the nodal Ministry for promoting women- & child- centric policies. (https://lnkd.in/gSuN-7Dz) Key Insights: - Allocations for MWCD 🔼 by 2.5% to ₹26,092 cr in FY 24-25 from previous year. Mission POSHAN 2.0 is the largest scheme, comprising 82% of Ministry's allocations in FY 24-25. - In FY 24-25, allocation for Mission POSHAN 2.0 is ₹21,200 cr, ⬇️ by 2% from previous year allocation & lower than projected demand by ₹766 cr in FY 23-24. - For Mission Shakti, second largest scheme, ₹3,146 cr is allocated in FY 24-25, ⬆️ by 0.06% from previous year allocation but lower than projected demand by ₹1,063 cr in FY 23-24. - 359th Action Taken Report of the Parlimentary Committee noted a study on understanding problems faced by AWWs and AWCs must be conducted to improve delivery of Misson POSHAN 2.0.
