[net9.0] Merge main into net9.0. #21038

The `MicrosoftDotNetXHarnessiOSSharedPackageVersion` value is bumped in `main`, while `MicrosoftDotNetCecilPackageVersion` is bumped in `netX.Y` branches. If both lines are next to eachother, and they've each been updated in their respective branches, then merging `main` into `netX.Y` will result in a merge failure. Merge conflicts get old rather fast, so try to avoid this by rearranging these lines a bit.

… order. (#20889) The CustomizedCodeSigning test asserts that a certain condition shows a particular error message from codesign. There are multiple files in the app bundle that can trigger this particular message, so change the logic to not assert on a particular file, instead use assert on the remained of the error message.
