Transitioning away from coal is an important climate strategy, but coal is likely to remain in use for decades, with new coal mines being commissioned even today. Yet there’s a cost effective, high impact opportunity to slash a strong climate pollutant from coal mining: methane. Methane emitted from coal mining has the equivalent warming impact of 730 million cars on the road each year. Most of it can be eliminated for $20 per ton of CO2e. [#analysis] - Biden's presidency: ambitious climate policies amid contradictory energy production trends and uncertain future? In the run up of US elections, we had a look at policies implemented, energy production and #CO2emissions trends in the US since the beginning of Biden’s mandate in 2021. Despite enhanced climate ambition and policies that contrast with Trump’s presidency, the energy production trends during Biden’s term are not necessarily reflective of a significant transition. 🌍 Since Biden took office in January 2021, several climate and energy policies have been enacted, including rejoining the #ParisAgreement, increasing the US emissions reduction target to 50-52% by 2030 (compared to 2005 levels), and signing the #InflationReductionAct. 🔌 As of 2024, most future power generation projects currently under construction are #renewable-based, with 45 GW of renewable capacity and only 7 GW of thermal capacity (excluding nuclear) planned or under final investment decisions by 2023.  🛢️ However, despite these political efforts, #ThermalElectricity remains largely dominant, accounting for 61% of power generation in 2023, against 68% in 2015. 📈 Moreover, #Oil production and oil exports have continued to grow under Biden’s presidency (+0.4%/month), though at a three times slower pace than under Trump (+1%/month). Even if political decisions have been moving in the right direction since Biden’s election and that CO2 emissions have decreased, the #energytransition does not seem to be fully underway in the US. Emissions from fuel combustion would need to decrease by 6% to 7% per year on average until 2030 to meet the Paris Agreement goals (keeping global warming well below 2°C), against 1%/year since 2021. This highlights the critical stakes of next month’s elections.

📌 Harmonise the energy policy of Europe’s two heavyweights. Closing the long chapter of friction between Paris and Berlin. With an eye to Brussels, to already dictate part of the agenda of the next EU Commission that will take office after the elections of 6-9 June. This is the aim of a declaration to be adopted next month by the France-Germany interparliamentary assembly.  The assembly cannot pass laws but it is the engine of coordination between the two countries in many areas. New EU MRV Rules Target Methane: The European Union has approved new rules to monitor and limit methane emissions in its energy sector, marking a significant step towards its ambitious climate goals. Part of the broader ‘Fit for 55’ package aimed at reducing emissions by 55% by 2030, this regulation will profoundly impact the EU’s energy imports and domestic production. To meet the Paris Agreement's goal of limiting global warming to 1.5°C and achieving climate neutrality by 2050, the EU targets methane emissions across the oil, gas, and coal sectors. These new regulations ensure stringent methane emissions monitoring, reporting, and verification (MRV), enhancing transparency and accountability. This specific regulation will make systems like B4ECarbon, a dMRV, critical in the ability for data transparency, standardization, and immutability, further enhancing the EU’s efforts to reduce the impact of methane. The EU will impose methane emissions limits on its energy sector and oil, gas, and coal imports. This will particularly affect major suppliers like the United States as the bloc seeks to phase out Russian natural gas by 2027. To mitigate the impact on its energy supply, the EU plans to gradually impose MRV obligations on exporters, ensuring they adhere to the same standards as EU operators. B4ECarbon is focused on adhering to EU standards in its dMRV and tokenization functionality. This will ensure its users and B4E member companies that operate in and export to the EU are in full compliance significantly ahead of the deadlines for compliance. Belgium’s Energy Minister, Tinne Van der Straeten, emphasized the necessity of these measures to address methane emissions throughout the energy value chain. The regulation mandates operators to detect and repair methane leaks, conduct regular surveys, and limit venting and flaring, with strict repair deadlines. These efforts will be supported by global monitoring tools, like B4ECarbon, to ensure transparency in methane emissions from imports. The regulation will be reviewed in 2028 to assess its effectiveness and the extent of emissions reductions achieved. The French regulator has published a report on the future framework for #hydrogen and #CO2 infrastructure regulation ℹ CRE - Commission de régulation de l'énergie was asked by the French ministry to contribute to the works of the government on an appropriate regulatory framework for two emerging, capital intensive sectors 1️⃣ #Hydrogen transmission, distribution and storage 2️⃣ #CO2 networks, export terminals and storages 🎯 For hydrogen 12 recommendations are offered based on the need to transpose the Gas & Hydrogen Package and taking into account the French #hydrogenstrategy, which foresees a progressive deployment of infrastructures starting from valleys around industrial hubs, their connection to storages and an European network in the longer term 💡It notes that the French electricity mix is already decarbonized and allows producing #lowcarbonhydrogen [ France reports that “the GHG emissions linked to the production mix of the ‘Continental France’ price zone according to the methodology in Reg. 2023/1185 were 15.7 gCO2e/MJ in 2021” (i.e. well below 18 gCO2e/MJ) UNBUNDLING 🔹For geographically limited networks, exemptions from vertical unbundling obligations to be granted on a case-by-case basis 🔹On Horizontal unbundling, cross-subsidies between electricity, gas and H2 systems to be avoided, establishing of subsidiaries subject to accounting unbundling and sufficient management autonomy from the other activities of the operator, based on a robust governance. Exemptions from horizontal unbundling should be examined on a case-by-case basis TARIFFS Two-tier tariff structure (regional and national) 🔹Differentiated tariffs per (regional) hub, dimensioning regional hubs according to needs expressed by users and avoiding subsidies (which should be prioritized for users), being appropriate to cap tariffs for the first entrants. 🔹Tariffs for the national network (connections to storage facilities, between hubs, with neighbouring countries, etc.), corresponding to a system dimensioned anticipating needs from the sector and where public support is required. The CRE would favour the German model (30-year amortisation account), being less costly for the State and allowing risk-sharing with operators. [#COP29] Greater funding needed to meet #climate pledges and cope with the evolving #energy systems costs As COP29 delivered its outcome last weekend after two weeks of negotiations, one figure is to remember: US$ 300bn. 📄 This is the final quantum agreed by the parties in the context of the so-called New Collective Quantified Goal (NCQG). This funding will be allocated annually by the most developed countries to help tackle climate change impacts in developing countries. A step forward for some, a disappointment for others, who were asking for US$1.3tn to align with climate challenge's urgency. Indeed, substantial investments in decarbonised technologies and adaptation will need to be unlocked if countries want to align their emission pathways with Paris agreement-compatible trajectories. However, as emphasized by the UN Adaptation Gap Report 2024, the funding remain too low compared to the challenges. 💡This is the opportunity to have a look back at some great findings from our Global Energy Scenarios flagship publication and a recent analysis on Energy Systems Costs. In the energy sector, the cumulated costs of the global energy system shall increase by about 6% compared to a BaU scenario, in order to limit the temperature increase below 2°C. But the environmental cost of inaction is much higher. Some insights highlighting the urgent need for investments in the short-term and the evolution of the cost structure in the power sector are presented below. Timing works out well sometimes. On this #EuropeDay, just one month before the European elections, we are witnessing a crucial debate about the future of the energy transition. Europe has done a lot over the last 5 years to accelerate this transition, and at ENGIE, we're proud to have been part of the discussions aimed at setting the framework for this transition to happen. A new moment in this energy and climate policy is approaching, starting with the European elections on 9 June and the start of a new mandate for the European Commission. We have learned from the last few years, and at ENGIE we believe that the EU must focus on the following priorities: - Integrating cost optimization into energy strategy - Filling the blind spots of tomorrow's energy system - Making the energy transition a lever for Europe's reindustrialization and competitiveness - Building a coherent, simple, pragmatic regulatory framework - Better targeting of transition supportive financing Europe can count on the Group's support to achieve this. One thing is certain: it is an illusion to think that the Member States individually can make this transition on their own. Europe has never been so much needed! 🚨Breaking News 🚨 COP 29’s CEO, Elnur Soltanov, says what we’ve all known for years, when he suggested that “the Paris Climate Accord — under which countries agreed to keep global warming below 2 degrees Celsius and ideally to 1.5C — does not necessarily mean reducing fossil fuel production”. Furthermore, as the Politico article lays out, he added: “I think we should be talking more about emissions, which is really what causes global warming. So in that sense, I really believe that you can still be 1.5C-aligned and also — as I said, according to different models … hydrocarbons will continue to be the key”. #MAFA and its members couldn’t agree more with Mr. Soltanov!
