The vessels, belonging to the Bureau of Fisheries and Aquatic Resources (BFAR) and the Philippine Coast Guard (PCG) respectively, were subjected to forceful water pressure causing damage to one of them. This act of aggression by the China Coast Guard poses a significant risk to maritime safety and security in the region. Statement from the Philippine Coast Guard: In response to the incident, the Philippino Coast Guard spokesperson Jay Tarriela emphasized that the damage inflicted on their vessels serves as evidence of the forceful tactics employed by the China Coast Guard. Despite this aggression, the Philippine Coast Guard remains resolute in its commitment to supporting Filipino fishermen and ensuring their safety during legitimate operations in the area. Chinese Coast Guard Response: The Chinese Coast Guard defended its actions, stating that the vessels were expelled from waters close to Huangyan Island, also known as Scarborough Shoal, from their perspective. Syrian Chamber of Shipping Conducts Inspection of Baniyas Port to Assess Ship Repair and Service Improvements Shipping Arabia, October 14, 2024 — A delegation from the Syrian Chamber of Shipping, accompanied by port authorities, conducted an inspection tour of Baniyas Port to review ongoing ship maintenance and repair operations. The visit aimed to assess the port's current demands and explore ways to enhance the services provided. During the tour, several members of the Chamber’s Board of Directors, led by President Mohamed Jamal Othman, received detailed explanations regarding the maintenance work being carried out by the ship repair workshops. The delegation also engaged with port officials to discuss key issues, challenges, and potential opportunities for the development of repair operations at the port. The port’s director provided an overview of the port's general operations and highlighted its critical role in accommodating ships with capacities of up to 10,000 tons for maintenance and repairs. This capability is vital to the port’s contribution to Syria’s maritime industry. Oman Introduces New Ship and Port Security Regulations Shipping Arabia, December 2, 2024 — In an effort to strengthen maritime security, Eng. Saeed Al Maawali, Minister of Transport, Communications, and Information Technology, has announced new regulations under Ministerial Decision No. 224/2024. This decision establishes comprehensive Ship and Port Security Regulations in line with international standards to enhance the security at Omani ports and on ships involved in international travel. Reflecting Oman’s dedication to global maritime safety conventions, such as the International Convention for the Safety of Life at Sea (SOLAS) and the International Ship and Port Facility Security (ISPS) Code, these regulations are set to apply to all passenger and cargo ships, high-speed vessels, and mobile offshore drilling units engaged in international voyages. Exceptions are made for military vessels and those operated by the Omani government for non-commercial purposes. The new regulations mandate the development of approved security plans for every ship and the appointment of dedicated security officers at both ships and ports to enforce these strategies. Regular inspections are also required to ensure adherence to security measures, with officers responsible for continuous assessments and adaptations of the security plans. The regulations specify multiple security levels that escalate from basic to advanced measures based on the severity of potential threats. They also impose financial penalties ranging from OMR 1,000 to OMR 3,000 for failures in conducting necessary inspections or properly implementing security plans. A significant focus is placed on fostering cooperation between the public and private sectors to secure maritime channels and protect the marine environment. This includes training maritime personnel and organizing workshops to improve the capability of security teams to manage and mitigate threats effectively. Here's the quick rundown: ➡️Increased scrutiny: Expect tougher license reviews for all firearm exports. ➡️High-risk destinations: No more exports to non-government entities in countries deemed high-risk by the State Department. We want to reiterate that all shipping operations must comply with the regulatory framework set forth by the Authority to ensure the safety and integrity of maritime activities in Fiji. As such, any vessel seeking registration in Fiji will undergo a thorough evaluation and must meet all legislated requirements. The Malta Merchant Shipping Directorate has released on June 11, 2024 Technical Notice Marpol. 15 - Exemption of Unmanned Non-Self-Propelled (UNSP) Barges from Survey and Certification Requirements. With the aim to reduce the administrative burden of flag States, port States and relevant parties, an exemption of a UNSP barge from certain survey and certification requirements under MARPOL Annexes I, IV and VI may be granted. These amendments that came into force on 01 November 2022, include individual definitions of a UNSP barge under each Annex together with the exemption certificate templates. It specifies that the Administration may exempt a UNSP barge from the annual survey and certification requirements, for a period not exceeding 5 years provided that the UNSP barge has undergone a survey to confirm that certain conditions are met. Based on the above UNSP barge is defined as a barge that meets the following: • not propelled by mechanical means; and • has neither persons nor living animals on board during navigation; and • carries no oil; has no fuel oil tank, lubricating oil and bilge oil residues tank and has no machinery fitted that may use oil or generate oil residues (Annex I); and/or • not used for holding sewage during transport or have any arrangements that could produce sewage (Annex IV); and/or • has no system, equipment and/or machinery fitted that may generate emissions (Annex VI). A collision between a sanctions-skirting VLCC involved in Iranian oil trades and a Hafnia product tanker has left both vessels ablaze. The Maritime and Port Authority of Singapore said it was alerted on July 19 around 0615hrs about fires aboard the Singapore-flagged tanker Hafnia Nile (IMO: 9766217) and the São Tomé and Príncipe-flagged tanker Ceres I (IMO: 9229439), located around 55km northeast of Pedra Branca within Singapore's Maritime Search and Rescue Region. Ceres I has previously been identified as engaging in probable AIS spoofing activity by Lloyd's List Intelligence's Seasearcher Advanced Risk & Compliance platform: https://lnkd.in/ei3XmrdA Vessel tracking data indicates that Ceres I appeared to have its AIS switched on at the time of the accident, but the signals showed an irregular pattern not consistent with a tanker at anchorage.
