Listening to Albertans On March 15 at the Alberta Municipalities | Strength in Members Spring Municipal Leaders Caucus I asked Minister McIver if the provincial government would be open to ideas from Alberta Municipalities about how we could help them achieve their intended goals for more transparency and fairness in Bill 20. While he didn’t say yes, he also didn’t say no outright. I wish he had said no because then Alberta Municipalities staff wouldn’t have wasted their time coming up with thoughtful solutions to help make local elections more fair and transparent. If he had just said no, it at least would have been honest that the provincial government had no intent to listen to anyone about overhauling how local democracy works in Alberta. Instead Albertans were made to believe their opinions could influence critical legislation. With only four weeks left in the spring sitting of the Legislature, Bill 20 is going to be forced through even though Albertans overwhelmingly oppose it. Instead of working with Albertans to co-create changes to our local democracy, we will get less fair and transparent elections. Groups like Alberta Municipalities and Rural Municipalities of Alberta have regularly offered to work with the provincial government on ways to improve local democracy. Unfortunately, they have never taken time to listen to anyone about something as fundamental as changing local democracy. Albertans deserve better. #Edmonton #Alberta #LocalDemocracy

I’m at the Alberta Municipalities | Strength in Members Safe & Healthy Committee meeting and we are sharing our final property tax increases 2025. Here’s a summary of what’s happening across some municipalities in Alberta. Red Deer: 10.5% Morinville: 5.9% Wembley: 3.99% Devon: 4.95% Airdrie: 4.74% Lethbridge: 8.0% (proposed) Stony Plain: 7.4% These numbers don’t shock me. Municipalities are dealing with a wide variety of challenges (ex: rapid growth, reductions in provincial infrastructure funding, etc.) and so we are seeing those challenges reflected in the budgets. #yeg #yegcc #Edmonton #yegbudget

Canada has to protect its #ZEV industry but simply waiting to see where the political crosswinds push us won't be a winning industrial approach. We also have to be proactive. In Accelerate-Accélérer's national consultation on getting #MoreCanada in what we drive in North America, we're asking industry, labour, Indigenous interests, researchers and other stakeholders their views on what goals Canada's #ZEV sector should pursue when #CUSMA comes up for review in 2026. Answer some or all of the questions and inform what a successful approach for Canada looks like.

"Building permits issued B.C. in April 2024 totalled 3.13 billion -- up $1.4 billion from March -- and created a record-high 7,521 residential units — up almost 78% compared to the previous month. Based on these figures, B.C. accounted for almost 28% of all new residential units in the country in April. Much of the growth happened on the multi-residential side. Of the new residential units created in April 2024, 95% were multi-residential units... High interest rates coupled with various shortages have hampered construction across B.C. and Canada for the last year or so, but the Bank of Canada recently lowered a key interest rate with experts predicting that this cut will be part of a cycle. New Survey of Municipal Chief Administrative Officers shows local governments are stretched to the max. The job of a CAO has never been easy, but it seems harder than ever in 2024. Since 2016, our report has focused on the two main sets of challenges facing CAOs: 𝗰𝗵𝗮𝗹𝗹𝗲𝗻𝗴𝗲𝘀 𝗼𝗳 𝘁𝗵𝗲 𝗷𝗼𝗯, like managing the administration of the municipality; and 𝗰𝗵𝗮𝗹𝗹𝗲𝗻𝗴𝗲𝘀 𝗼𝗳 𝘁𝗵𝗲 𝗰𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆, often beyond what municipalities can directly deliver, fund, or regulate. This year, however, is different. It’s no longer “we’re going to do what we did last year plus 2.8% for inflation.” The challenges are bigger. CAOs are stepping up to meet these growing needs, but the toll is evident. Internal pressures have been exacerbated by external challenges. This year, we’ve seen critical issues arise with growth pressures on infrastructure, recruiting and retaining staff amidst a tense sociopolitical climate, balancing affordability with increasing financial pressures, managing contentious public relationships, and preparing for once-in-a-lifetime weather events that are becoming the new normal. Local governments have shown resilience, but we may be nearing the limits of what they can bear with the tools and resources available. News release: City’s annexation approved through Order in Council   Cold Lake, AB – The City of Cold Lake has annexed two quarter sections of land from the Municipal District of Bonnyville (M.D.), approved through Order in Council, effective October 1, 2024. The two quarter sections of land were annexed as the owners of the majority of the land were pursuing a residential estate development which they wanted to connect to water and sewer services. The M.D. and the City agreed that the easiest way to accommodate the extension of municipal services to the proposed developments were for the quarter sections to fall within the corporate limits of the City of Cold Lake. “This annexation allows for a new development to come online and for city services to be extended to the development efficiently and effectively,” Mayor Craig Copeland said. “The M.D. of Bonnyville and the City of Cold Lake had a hard look at the situation and what the future is going to bring, and together we made a decision that’s best for the entire region.” The annexed lands are located at the north end of the City, adjacent to Cold Lake First Nations’ land to the west and Horseshoe Bay Estates to the east. Affected landowners in the annexation area will be taxed at the lower of the tax rates between the City of Cold Lake and the M.D. of Bonnyville for the next 50 years. If the subject land is subdivided, redesignated, or connected to city services at the request of the landowner, it will then be taxed at the City of Cold Lake tax rate. “The M.D. always appreciates the opportunity to collaborate with our neighbours,” said M.D. Reeve Barry Kalinski. “As the area continues to grow, residential areas with city services will be desirable for people looking to move here. This annexation supports the future growth and economic diversity for the region identified in the M.D.’s Strategic Plan.” For the 2024 tax year, the subject lands will be assessed and have their taxed collected by the M.D., with 25 per cent of the taxes provided to the City of Cold Lake. Beginning in 2025, the subject lands will be assessed and have the taxes collected by the City of Cold Lake. Over the course of the coming weeks, the City of Cold Lake will be reaching out directly to the annexed landowners to provide information regarding the transition to the City. Points of Interest for AATO Members in Yesterday's Federal Budget Yesterday's Federal Budget for Fiscal Year 2024-25 includes a number of initiatives of interest to AATO members: 1) A total of $5 billion in grants over six years to support new housing projects. The money is available to provinces and territories that allow fourplexes "as of right" and also permit the construction of more "missing middle" homes; to municipalities with populations over 300,000 that agree to freeze development charges for three years to support new housing projects; municipalities that adopt the forthcoming changes to the National Building Code and so on. The deadline for provinces to reach an agreement with the federal government to access this funding is January 1, 2025. 2) $50 million over two years to support local innovative housing solutions, such as the designing and upscaling of modular homes, the use of 3D printing, mass timber construction and panelized construction. 3) The National Research Council will launch consultations with provinces, territories, the industry and fire safety experts to identify and remove unnecessary regulatory barriers to innovative home construction. 4) $500 million is earmarked for homebuilders that use innovative construction techniques such as modular housing for new rental projects. 5) Over the next months, Federal departments and agencies will engage with housing, construction and the building material sectors along with labour unions, indigenous housing experts and other stakeholders to develop a Canadian industrial strategy for homebuilding. 6) $11.6 million to develop a Housing Design Catalogue, including up to 50 housing designs, such as modular housing, row housing, fourplexes, six plexes and accessory dwelling units that provinces, territories and municipalities could use to simplify and accelerate housing approvals and builds. The last time such a "catalogue" was prepared was after the Second World War to promote postwar housing. 7) Statistics Canada and CMHC will modernize and enhance the collection and dissemination of housing data, including municipal-level data on housing starts and completions. 8) $409.6 million will be made available in low-interest loans from CMHC to design and build secondary suites (e.g. basement and garage rental apartments) in existing single unit housing.
