Decarbonizing and vastly growing Canada's electricity supplies requires strategic policy shifts and rapid execution. Published today, the final report of the Canada Electricity Advisory Council provides advice to the federal government on how it can enable the electricity sector to play its pivotal role in our clean energy transition. #SGINMembers - Exciting news, Natural Resources Canada (NRCan) just opened a Utility Support Stream (USS) under the Smart Renewables and Electrification Pathways Program (SREPs). 🇨🇦 The Government of Canada recognizes that Canadian utilities and system operators are working to decarbonize their grids, better integrate Distributed Energy Resources (DERs) such as utility storage systems and microgrids, and striving to reliably meet the demands of increased electrification at the least cost to ratepayers. The Smart Renewables and Electrification Pathways Program’s (SREPs’) Utility Support Stream (USS) supports utilities and system operators in modernizing their systems and integrating renewables while maintaining reliability and affordability. Projects funded under the USS will: 🔋 Improve the utilization and efficiency of existing assets; 🔋Increase the reliability, resiliency, and flexibility of the power system; 🔋Increase the integration and use of renewable resources and non- conventional infrastructure solutions; 🔋Generate economic and social benefits; and 🔋Help accommodate growing demand for clean and affordable electricity. We’re nodding our heads in agreement over here at PPF on the cornerstones to a successful energy transition identified in the Canada Electricity Advisory Council’s final report: speed, affordability, reliability and Indigenous participation. As we said in our Project of the Century report on electrification last year, electricity is the bulwark of a clean energy future; it cannot be allowed to become unaffordable or unreliable. “A clean energy transition is both unavoidable and not for the faint of heart,” we wrote. “It will challenge every fibre of Canada’s policy design and execution faculties.” The Canada Electricity Advisory Council’s final report, released Monday, appears to agree, charting an ambitious path forward. ▪ On speed, the Advisory Council says: Addressing climate change demands pragmatic flexibility; accelerating the pace of clean electricity growth is essential; and access to clean electricity will be a decisive factor in investment decisions. ▪ On affordability: The council estimates electrification will cost $1.4 Trillion, and that most households will eventually see net savings as a result. ▪ On reliability: The council notes that while electricity trade within Canada falls short of its potential, regional transmission can enhance reliability and limit costs. ▪ On Indigenous participation: Electrification represents an opportunity to accelerate growth alongside benefits to Indigenous communities and nations. 100% concur with Diego Mandelbaum on this issue. A recurring problem is that policy makers have a blind spot on thermal energy. They wrongly assume that electricity policy is energy policy and vice versa. This myopia results not only in higher consumer costs but inferior capital deployment and deleterious environmental outcomes. We need to break the fever of “electrify everything” through ardent advocacy and education.

The 2024 Annual Planning Outlook (APO) shows that demand will increase from 154 TWh in 2025 to 245 TWh by 2050, with Ontario transitioning from a summer-peaking region to a dual-peaking region in 2030. The APO also notes that while the supply outlook for Ontario has improved, additional capacity will need to be secured through a stream of cadenced future procurements including the upcoming long-term procurement (LT2 RFP) for non-emitting energy supply and the potential expansion of Ontario's nuclear fleet. The APO also emphasizes the importance of an expanded electricity transmission system to deliver new energy supplies and support the energy transformation, and the need to resolve transmission system issues and develop regional plans in collaboration with local communities and Indigenous communities. Importantly the APO notes that the supply mix post-2035 is dependent on government policy, including the implementation of federal Clean Electricity Regulations. This demand scenario offers both opportunities and risks and uncertainty for all sector participants. The Canada Electricity Advisory Council (CEAC) has shared their final report, Powering Canada: A Blueprint for Success. The report shares 28 recommendations that will support Canada's decarbonization goals. This report is shared following 87 meetings of the Council, hearing from 117 stakeholders, and achieving full consensus on all recommendations. Some recommendations of interest include: ◾ Policy clarity now and in the future. ◾ Clarifying Indigenous consultation and engagement. ◾ Support for Indigenous, northern, and remote communities. ◾ Targeted support for low-income Canadians. AESO Congestion Study Results - Cause for Concern The AESO published its Cluster Assessment study results yesterday (June 27th). The results are alarming and clearly demonstrate that the congestion challenges we are experiencing on the power system today in Alberta will only continue to increase under the current planning approach. The area of greatest concern is the Southeast Region, where the vast majority of current and potential renewable energy projects are located. In the BEST CASE, which only includes the projects that meet the project inclusion criteria (PIC) (which means projects that have system access service agreements in place or, if there is no system access service agreement, when permit and license has been issued by the Alberta Utilities Commission), the assessment reveals 1,234,000 MWh of congestion on the 240 kV Cassils-Bowmanton-Whitla (CBW) transmission lines and 110,000/160,000 MWh of congestion on the 240 kV Langdon-Milo 240 kV transmission lines. Over a million MWh of congestion!! The situation just gets worse as more potential projects are added, as demonstrated in the post-cluster assessment results. Thank you to the AESO's system planners for doing fantastic engineering to quantify the increasing congestion on the Alberta grid. This work clearly demonstrates the need for a different approach to system planning in Alberta to ensure a power system that is reliable, operable, affordable, and sustainable going forward. We are proud to lend our expertise as a partner of the Grid Modernization Centre, which is led by Climate Positive Energy at the University of Toronto. The first of its kind in Canada, this test centre will provide critical data to decision-makers involved in the energy transition including the OEB, generators, utilities, municipalities, equipment manufacturers and smart metering entities. Collaboration is key to accelerating the integration of innovative energy solutions and evolving to a more decarbonized, decentralized, and digitalized grid.
