Hi All, Please find below the latest update regarding the two ongoing port labor disruptions impacting #Canada 𝗕𝗿𝗶𝘁𝗶𝘀𝗵 𝗖𝗼𝗹𝘂𝗺𝗯𝗶𝗮: The ILWU Local 514 began industry-wide strike activity at BCMEA terminals on Monday, November 4, followed by the BCMEA’s initiation of lock-out later that day. The strike has now entered its second week, affecting the ports of Vancouver, Prince Rupert, and Fraser-Surrey, with an uncertain duration of the work stoppage. 𝗠𝗼𝗻𝘁𝗿𝗲𝗮𝗹: A lockout at the Port of Montreal began at 9:00 PM yesterday, November 10, following the union’s rejection of the Maritime Employers Association’s (MEA) final offer, submitted on Thursday. Well, the Canadian railways CN & CPKC did shut down since midnight. While a lot is being written about the impact on cargo flows and recovery time periods, this event and the possible strike on the US east and gulf coasts as of October 1st have the potential to significantly increase spot ocean freight rates once again! As a BCO, shipper or consignee this will hurt if you are too leveraged on the spot market. You are probably trying to get some fixed pricing from your carriers or NVOs for the next few months. Logical approach but considering the supply / demand situation and all the disruptors out there currently, you will be very lucky if you get additional space on fixed rates. So, the question is what should be done now to control global transportation costs? Right now, we are in the storm and another one is looming ahead with a possible landfall on October 1st, so batten down the hatches and wait for the storm(s) to pass. At the same time, start preparing for the next disruptor or storm so you do not get caught up in the same situation again, as these disruptive events and thereby ocean rate volatility is here to stay for the mid to long term. There are several ways to prepare and keep your costs under control. Keep in mind that the lowest cost is not the best cost - the best cost is that which keeps your cargo moving and keeping your supply chains intact. For CFOs, please do not necessarily budget year on year ocean transportation cost reductions, as ocean transportation costs can swing wildly based on several factors. The ocean industry has changed significantly over the past few years. It is time to change the approach of changing providers for small savings every time the market drops. Container operations at main ports currently suspended!!!!!!!! Ongoing labour actions continue to impact operations at Canada’s major ports in Montreal, Vancouver, and Prince Rupert. “Following unsuccessful negotiations and strike activities by CUPE 375 at Termont since 31 October, 2024, the Maritime Employers Association (MEA) issued a lockout notice to the union representing longshore workers at the Port of Montreal (CUPE 375). This has resulted in the suspension of longshore activities at both Termont and Montreal Gateway Terminals (MGT), starting Sunday, 10 November at 21:00. Trucking and rail services were already closed as of 8 November at MGT. The lockout will remain in effect until further notice.   In Vancouver and Prince Rupert, the BC Maritime Employers Association (BCMEA) initiated a lockout in response to strike notices from the Longshore Workers Union (ILWU 514) on 4 November. Discussions between the parties have concluded without an agreement, and the lockout will remain in effect until further notice. As a result, all container operations at these ports are currently suspended.

Canada’s rail strike is on hold — at least for now. The Canada Industrial Relations Board (CIRB) is conducting a review to determine whether a strike would have “potential impacts to the health and safety of Canadians.” This impacts over 9,300 CN and CPKC workers who were set to walkout as soon as May 22nd. The union is pushing for better wages and schedules, while the railroads fear disruptions to the economy, and are naturally pushing for a swift resolution.
