It should be possible to use sbuild to build binary packages, even if
we are using a completely gitish workflow which does not naturally
produces sources.  This is particularly important if the tree
specifies 3.0 quilt source format, but it is also necessary if the
user does not have any applicable origs.

Exactly how this should work, and whether this is even something that
is something dgit should be able to do, is TBD.
