Subject: apt: tries to install new packages for no reason

Package: apt
Version: 0.5.4
Severity: normal

blimpo:~# apt-get -u upgrade
Reading Package Lists... Done
Building Dependency Tree... Done
The following packages have been kept back
  gnucash
0 packages upgraded, 0 newly installed, 0 to remove and 1 not upgraded.
blimpo:~# apt-get -u dist-upgrade
Reading Package Lists... Done
Building Dependency Tree... Done
Calculating Upgrade... Done
The following NEW packages will be installed:
  bonobo gconf libbonobo2 libdate-manip-perl libfinance-quote-perl libgal11 libgconf11 libghttp1
  libguppi11 libgwrapguile1 libhtml-tableextract-perl liboaf0 libzvt2 oaf
The following packages have been kept back
  gnucash
0 packages upgraded, 14 newly installed, 0 to remove and 1 not upgraded.
Need to get 3075kB of archives. After unpacking 11.6MB will be used.
Do you want to continue? [Y/n] n
Abort.

As you can see, the 1 package that needs to be upgraded is kept back
(missing dep), but it seems it still tries to upgrade the other
dependencies of the "new" gnucash (which isn't being upgraded to
anyway).

Sort of a nit, since gnucash should be able to install, but maybe apt
could ignore installing new packages to satisfy deps for a package that
isn't being upgraded anyway.
