Regarding the substantial housing targets set by the state and federal governments, Matt said: "When you look at what's been delivered over the last few years - what's been approved, started on site and actually delivered - those stats are well below the thresholds we're talking about in terms of current housing targets. Even with the market responding as it normally would, the targets would still be considered very ambitious. And with the issues we’ve got at the moment with rising labour costs, skills shortages, rising insolvencies and constrained capacity and supply chains, it's going to be very interesting to see if we can get anywhere near the targets." The National Construction Code proposes more changes for 2025   On 1 May 2025, the Australian Building Codes Board (ABCB) released proposed changes to the National Construction Code (NCC) 2025 for a two-month consultation period.   Housing Industry Association has stated that the primary focus of the proposed changes are on commercial and mixed use-residential buildings alongside changes which will impact housing and Class 1 buildings. The proposed changes will affect volumes one, two and three of the NCC.   At a time where the industry continues to adjust to the effects of the roll out of NCC 2022, it is an opportunity for industry members to get involved and have their say.   The proposed changes can be viewed by downloading the draft NCC proposals and supporting documentation via the ABCB Consultation Hub or website (found https://lnkd.in/gEE_w27X). 🏗️ Australian Construction Update: Mixed Signals for Dwelling Approvals 🏡 The latest Australian Bureau of Statistics (ABS) data paints a mixed picture for the construction industry. On the positive side: Total dwelling commencements rose slightly (1.3%) to 38,397 dwellings in seasonally adjusted terms. New private sector house commencements saw a healthy increase of 3.0% to 23,597 dwellings, indicating continued demand for detached housing. However, a note of caution: New private sector other residential commencements (think apartments, townhouses) dipped by 2.7% to 13,738 dwellings. The value of total building work done also fell by 1.0% to $34.2 billion. What does this mean? While detached housing seems to be driving growth, the broader construction sector may be experiencing some softening. It's important to monitor these trends for a clearer picture of the industry's trajectory. According to the Rider Levett Bucknall (RLB) Forecast 108 report – New Zealand Trends in Property and Construction – construction activity remains weak, as a rebound in non-residential construction is offset by a decline in residential construction. Master Builders Australia says new Australian Bureau of Statistics data for the month of August revealing a 6.1 per cent decline in the total number of new home building approvals is cause for alarm.   Despite a 0.6 per cent rise in detached house building approvals, taking the number to a two-year high, the small gain was overshadowed by a sharp reduction in approvals for higher density homes.   “There was a decline of 17.5 per cent in higher density home building approvals during August,” said Master Builders Chief Economist Shane Garrett, “meaning the volume of approvals is now even lower than it was a year ago.   “Over the past year, a total of 166,230 new homes have been approved across Australia. If we remain stuck at this rate of new home building over the lifetime of the National Housing Accord, only about 832,000 new homes will get delivered.   “This would represent a shortfall of over 365,000 homes relative to the 1.2 million new home target set by all levels of government for the Accord.” Denita Wawn, MBA Chief Executive, warned that high density housing is crucial to ending the housing crisis and easing economic pressures for all Australians.   “If we are to bring about a quick end to the housing crisis, we need a strong and consistent supply of high-density housing to the market,” she said. “It’s disappointing to see such a decline in high density approval numbers taking our housing supply in the wrong direction.   “With higher density building approvals lower now than a year ago, today’s data reinforces the need for serious action on inflation to encourage new homeownership and more private investors into the market to generate urgently needed new homes.   “Delivering greater volumes of new housing at lower cost and at a faster pace will help bring inflation under control sooner and help to ease economic strains for Australians.”

The Australian Building Codes Board (ABCB) is seeking feedback from the public on proposed changes to the NCC. Feedback can be submitted until 1 July 2024 through the ABCB’s Consultation Hub. https://lnkd.in/gdpbNh43 The ABCB will be hosting a series of Roadshow events in May and June 2024, to share information and answer questions about the proposed changes. The changes to the Code are largely in the Volume 1 and Volume 3 space, with transition to lead-free plumbing part of the plumbing code changes. In the commercial building space, some of the most significant changes include increasing the toilet facilities for women in Class 9 buildings, increased energy performance and condensation mitigation in apartments, and improvement to waterproofing and watershedding.
