A Call for Responsibility and Balance in the International Education Sector In recent months, I have closely observed the measures taken by the governments of Australia and Canada. While many of these changes have had a significant impact on our industry, I firmly believe that some were necessary. The speech surrounding education and democracy that some aggregators or agencies in certain markets have been promoting should not come at the expense of the citizens of these countries. We must acknowledge that the creation of unemployment, inflation, housing shortages, and the excessive strain on infrastructure are issues that the local populations can no longer bear as a result of the rapid growth driven by international education markets. It is imperative that we place greater emphasis on the genuine purpose behind international student programs. Migration should not be the primary focus of our industry. Our core mission should always be the education and personal growth of the individual. If, during their journey, students discover better job opportunities or alternative paths for their professional lives, including possible migration, we must never lose sight of their original goal as students. Supporting the international education market without fully understanding the importance of fostering a conscious, balanced, responsible, and well-structured migration process is something we, as industry stakeholders, must always strive to improve. As professionals with over 24 years of experience in education and migration, it is our responsibility to ensure that these systems remain sustainable—not only for the benefit of international students but for the overall well-being of the host nations. Only through such a balanced approach can we achieve a prosperous, equitable, and sustainable future for everyone involved. Today, I invite all my colleagues and friends in the industry to view these changes as opportunities for improvement. Often, we may not fully see the bigger picture when these shifts occur. With all the talk of #internationalstudent caps, it is worth baring in mind that #Australia already has an established method of monitoring international #studentrecruitment & actual number of visas issued - through the already well established #CRICOS registration. In truth governments have many ways of restricting international student flows, slow &/or arduous #visa processing, licences, contracted numbers, high risk categories etc. It has never been in a #university’s gift to recruit unlimited numbers as be it through CRICOS in Australia or CAS in the #UK the government always has its say! “Much has been talked about regarding enrolment limits at #Australian institutions. CRICOS registration capacity allocations exist, and the Koala thought it would look at the top 15 #universities… Each top 15 allocation institution appears to have a decent way to go until they reach their approved capacity. The one exception is The University of Queensland which has an allocation of 20,005 students. In 2019, it enrolled onshore 19,924, being 99.6% of its approved allocation. To contrast this The University of Western Australia has a CRICOS allocation of 14,000 while enrolling onshore 3875 in 2019. This is 27.7% of its approved allocation. With the government seeking to significantly reduce the number of international students studying at CRICOS-registered institutions, it has a chasm to jump. Not only does it intend to lower current numbers, but it must also work out a way to explain to the sector & the community at large how these allocations were agreed to in the first place. In 2023, the international education sector was valued at an impressive $47.8 billion, making it Australia’s fourth largest export and the largest services and non-resources export. This substantial revenue not only bolsters the economy but also supports numerous ancillary industries, including accommodation, retail, and hospitality, thereby contributing to the overall economic growth of the country. It was responsible for a 0.8 per cent increase in GDP, contributing more than half of the economic growth recorded. I highly recommend reading Andrew Norton's brilliant analysis of the first draft of the International Education and Skills Strategic Framework, released Saturday. It does NOT paint a pretty picture of where Australian International Education is heading and is highly critical of the upcoming cap on international student numbers. It's a piece worth reading, even if you only have five spare minutes today. If you don't, this is all you have to know: '...The caps will face all the problems I have identified with bureaucratic allocation of domestic student funding. Because numbers will be allocated between universities and courses according to a politician or bureaucrat’s view of where students should enrol, rather than where students want to enrol, actual enrolments are likely to be well below the capped level.' With dwindling domestic demand and several measures to dampen the international market, one has to question what the Govt is thinking, especially in the context of the majority of international students going home immediately after or a few years after graduating in Australia 🤔 🤔 🤔 These measures will have long-lasting and severe repercussions on Australia as an education destination and will hurt our economy to the tune of billions of dollars. I never expected this from a Labour Government. Ouch!

As much as we agree with Kimberley Martin’s summary, we think the impact of recent policy changes, are far more fundamental & in fact threaten #university autonomy! By capping international student numbers it limits the ability of a #university to be financially self sufficient, at the same time as governments seem less willing to fund #highered. This leaves institutions suck between a rock & a hard place! - “The student voice must not be lost,” we would go further & say it must be heard & amplified by the sector.

- “Change is afoot,” NO S_ _T just ask the private #internationaleducation sector whose businesses & #jobs are now seriously at risk.

- “Collaboration & togetherness,” agreed & while the #Australian sector is more collaborative than for example the UK there are still significant divisions between the The Group of Eight & the rest, plus regional & city based #highereducation institutions. 
 “There’s so much uncertainty & change facing international students right now,” said Joanna Storti, IDP Education Ltd, “And they don’t really get a vote on any of it. They don’t get to vote on what’s happening in the policy space… so we really need to listen to lean in & listen. To understand the potential impacts amongst our #future students & talk about what this means for future destination #Australia.”

Students highlighted critical areas where the sector needs improvement,” primarily in the area of support to transition to successful careers in Australia & importantly back in their home countries.
