UDIA National welcomes the Albanese Government's announcement of the expansion of the Core Skills Occupation List (CSOL) to include housing construction trades. "The Government’s new targeted focus on the core skills we need, by expanding the list to include migration of skilled workers who will make a significant contribution to the Australian economy, including in the housing sector, is welcomed by our industry," said Col Dutton, UDIA National President. A lack of skilled labour is one key impediment to housing delivery and we commend this decision to better focus skilled migration towards the housing construction jobs we desperately need to get housing supply and prices under control. UDIA National welcomes the passage of two Bills set to help key workers and renters find a place to call home. “The passage of the Help to Buy Scheme is a welcome outcome after months of debate, and as a result, key workers will now have the same opportunity as others to own a home,” said Col Dutton, Urban Development Institute of Australia National President. UDIA National looks forward to working with Government to make sure housing initiatives such as the Help To Buy Scheme continue to deliver access to homes for the people of Australia. Yesterday’s passage of legislation to deliver new tax breaks to support the construction of around 80,000 new homes to rent is a welcome step which will encourage investment and construction in the Build to Rent sector. “UDIA National is pleased that government adopted several of our recommendations to remove unintended impediments that would otherwise undermine the initiative. Federal Government's investment to streamline building approvals welcomed by UDIA National. In his speech today, Federal Treasurer Jim Chalmers announced a new incentive National Productivity Fund, which will offer States and Territories up to $900 million to streamline building approvals and enact other pro-productivity reforms, which is set to boost competition and productivity across the economy. “This welcome announcement is in line with Urban Development Institute of Australia (UDIA)’s discussions across government and will incentivise states to achieve productivity including streamlining commercial planning and zoning and removing barriers to the uptake of modern construction methods,” said Col Dutton, UDIA National President. Urban Development Institute of Australia (UDIA National) has welcomed the announcement on the weekend by the Coalition of a $5 billion-dollar fund for enabling infrastructure to unlock housing for all Australians. UDIA’s own data shows that the immediate investment needed for infrastructure nationwide runs at some $16 billion dollars and is critical to unlocking large tracks of housing across Australia. Based on recent UDIA analysis, we estimate there is an average shortfall for enabling infrastructure of around $10,000 per dwelling across the Nation after taking into account the contributions and allocations already earmarked for infrastructure. On this basis we could expect to see as many as 100,000 houses unlocked for every $1bn in the fund. That would deliver a material improvement for housing supply. UDIA is pleased the need for more up-front infrastructure investment is receiving the attention of our elected leaders and urges all parties to adopt a similar commitment. “This is smart policy that goes right to the heart of addressing the housing crisis and ensuring there are poles, pipes, wires and roads so houses can actually be built,” said Col Dutton, UDIA National President. UDIA National today welcomed the Federal Government's announcement of landmark reforms to overhaul Australia’s merger rules. The practical changes announced by the Federal Government are set to ensure the mergers notification for anti-competitive behaviour operates effectively. UDIA National has supported the ACCC’s mission to prevent anti-competitive impacts from mergers and acquisitions as a critical way to ensure the appropriate operation of markets. “Our industry is pleased that the Government has listened to our Members’ concerns and made changes that will enhance the ACCC’s ability to combat anti-competitive behaviour without undermining housing supply,” said Col Dutton, UDIA National President. From advice and consultation with industry, and in line with UDIA recommendations, land acquisitions involving residential property development and certain commercial property acquisitions won’t be included. UDIA National strongly supports the Federal Government’s “Help to Buy" Scheme to create 40,000 much needed homes. The Scheme has been designed to allow eligible home buyers to enter the property market sooner via financial support to 40,000 households who might otherwise never be able to own their home. “Help to Buy relieves pressure on an exhausted rental system, providing the opportunity for families to realise their dream of home ownership while freeing up rental properties for other families,” said Col Dutton, UDIA National President. “Home Ownership is a critical piece of the housing puzzle and this initiative ensures that access to ownership is for all Australians and not just those with the funds to go it alone. The latest UDIA Housing Index (UHI) data for the June quarter shows record high demand and costs creating a double hit for housing market with alarmingly low supply. Our UHI confirms that supply continues to lag badly behind demand for both sale and rental homes, driving prices ever higher and making the dream of homeownership increasingly out of reach. "Across Australia, demand for housing increased over the three months since the last UHI report. Demand now sits at record highs, while housing supply remains at near a decade low with all jurisdictions recording either decreased supply or only marginal improvements," said Col Dutton, UDIA National President. The UHI Supply Sub-Index for the June Quarter recorded the national housing market in a ‘weak performance band’ of 88 index points which is alarmingly low and 12% lower than the long run average. To put this into context the March and June 2024 quarter index readings are the lowest on series record. The announcement of $9.2 billion of investment in social and affordable housing across Commonwealth, State and Territory government, and the private and community housing sectors, was welcomed by UDIA National. “UDIA is a champion for improving the diversity and supply of housing across the continuum from at-market to affordable, social and crisis housing. The funding announced today is a critical step in addressing the supply and affordability imbalances currently impacting Australians who urgently need a home,” said Col Dutton, UDIA National President. This initial round of the Federal Government’s Housing Australia Future Fund (HAFF) and National Housing Accord programs promise to deliver 4,220 social and 9,522 affordable homes, including 1,267 homes for women and children escaping domestic violence and older women at risk of homelessness. The programs will provide an ongoing funding stream to build 40,000 social and affordable housing projects, with applications for round two opening in the next 6-months.
