Be careful. Most "Procurement Teams" are, in fact, Purchasing functions. 6 red flags (and how it doesn't work to act this way): 1. No Analytics: no measurement beyond costs so total value is missed 2. 100% Savings Driven: an imbalanced priority misaligned to functional needs 3. Supplier Conflicts: creating negative friction that slows business down 4. Hierarchy Driven: 'yes' people and thus lacking consistency and integrity. 5. Not Liked: poor reputation and limited stakeholder relationships across the business leads to low compliance. 6: No Strategy: no plan or alignment with the business, meaning no opportunity to improve year on year - Here is a better way: 1. You measure multiple KPIs that will all drive the function forward. 2. You manage the value, usability, feasibility, and viability risks of all supplier decisions. 3. You build fair, transparent and collaborative partnerships. Suppliers enjoy working with you. 4. You're invited into Exec level conversations, not simply to agree or endorse, but to sense check, challenge and advise. 5. You're well known across the business and not just for what you do in Procurement. 6. You have an outcome led approach: preferably using the now-next-later framework. - And if you're new to an organisation: 1. Discover the market and define a unique value proposition, initial vision, and strategy for your team. 2. Best and Final Offers (BAFO): Is this a BEST Practice or just plain B.S.?✅💩 … First things first…let’s define what a BAFO is, okay? According to NIPG’s “Dictionary of Procurement Terms,”📖 “Best and Final Offer (BAFO) A process requested from one proposer or short-listed proposers for their best price(s) for a specific solicitation prior to determining a contract award. Sometimes used during the Request for Proposals method of procurement. See also: Discretion.” Which then leads to this… “Discretion The power or right to act officially in certain circumstances as granted in a code or rule to exercise one's freedom of choice or professional judgment. See also: Best Interest” Which then leads to this… “Best Interest An authorized, discretionary decision made for the entity's most advantageous outcome. See also: Discretion.” Whew! I think we closed that “definition loop!” LOL. So, is a BAFO just a NEGOTIATION TACTIC for organizations to try to SQUEEZE the vendors and suppliers to get the LOWEST PRICE possible?⬇️💰 Or, are there LEGITIMATE reasons to conduct a BAFO?✅ I know there are some organizations that have a standard practice to use a BAFO for EVERY solicitation. This may be why sometimes BAFO gets a bad rap. I think it depends on the solicitation. There may be times that it makes complete sense to issue a BAFO, but I don’t think every competitive solicitation requires it. And, “squeezing” a supplier just for the sake of it can decrease your GOOD WILL.🤝❌ Is that how you want to start a (hopefully) LONG-TERM relationship with your SUPPLIERS?🤔 But…there are DEFINITELY reasons why and when a BAFO should be used. Yes, it can be an opportunity for vendors and suppliers to refine their proposals—”sharpen their pencils,” as they say—and demonstrate their commitment to delivering the BEST VALUE possible, whether it be price, terms, or other deliverables.📈✏️ However, a BAFO can also clarify any uncertainties to make sure everyone is on the SAME PAGE regarding the requirements and expectations.📋✅ Pssst…I’ll let you vendors and suppliers in on a little SECRET, okay?🤫 …sometimes your proposal IS in fact TOO HIGH, but the organization has short-listed your company based upon other criteria based upon a scoring matrix… So…this IS an opportunity to submit better pricing or terms. Unfortunately, you will never know. Sorry, it’s just the nature of the process.🤷‍♂️ So, is a BAFO a BEST PRACTICE or just plain B.S.?🤔 I’d say that it largely DEPENDS on the nature of the procurement. Rather than considering whether a BAFO is a best practice or not, consider a BAFO as a TOOL in your PROCUREMENT TOOLBOX to use if it makes sense to do so.🧰 p.s. Conduct quality checks throughout the production process. Detecting defects early prevents costly rework. Forecasting and Demand Planning: Accurate demand forecasting helps reduce storage costs and prevents ready for shipment of goods on time or delay situations. Engagement with fabric type, trims, labels, and packaging also impact garment costing. By implementing these strategies, you can enhance cost-effectiveness in your garment production. A reliable supplier for materials is crucial for the success of business. Set Clear Criteria. Supplier Relationship Management: Treat suppliers fairly and avoid abusing your power as a buyer. Procurement Maturity can be described as the ability to strategically manage a company’s spend requirements. Three primary aspects of maturity are important to enable a procurement team to generate optimum value: 1️⃣. Organizational Maturity - This refers to how well the procurement function is structured and integrated within the broader organizational framework. A mature organization has well-defined structures and processes that enable efficient decision-making, clear roles and responsibilities, and adaptability to changes. It fosters a culture of continuous improvement and views procurement as an enabler of business objectives rather than just a transactional function. 2️⃣. Category Management Maturity - Category management involves overseeing sourcing strategies for specific spend categories throughout the sourcing cycle. A mature approach to category management involves vigilance of industry trends, data-driven decision-making, and integration with overall business strategy. It goes beyond simple segmentation of spend and focuses on developing category plans aligned with specific business objectives. Employs a cross-functional teams with deep market analysis capabilities, and a focus on innovation and long-term sustainability. 3️⃣. Supplier Management Maturity - A mature procurement functions cultivate collaborative and trusting relationships with strategic suppliers through supplier relationship management (SRM) approaches. This involves defining clear SRM protocols, establishing formal governance mechanisms, and fostering continuous improvement and innovation. Communication protocols are established to support supplier performance management, and there's an emphasis on the supplier's role in driving value.
