WEEK 3
EIA SCREENING
PURPOSE OF
SCREENING
PROCESS
The purpose of screening
Is to determine :
Whether or not a proposal requires an EIA
What level of EIA required
Outcomes of screening
Full or comprehensive EIA required
More or limited EIA required
Further study needed to determine EIA requirement
or no further requirement for EIA
Usually, screening has out of four
outcomes:
1. No further EIA requirement applies “ the proposal will have an
insignificant impact”;
2. A preliminary EIA study is required “ the proposal will have an
environmental impact that must be addressed but can be
mitigated”;
3. A full or comprehensive EIA is required to complete the screening
process “ the proposal will have a potentially significant
environmental impact”; or
4. An IEE (Initial Environmental Examination) is required “ the
potential environmental effects of the proposal are unclear
or uncertain”.
SCREENING METHOD
1. Legal / policy definition
2. Inclusion list of projects (with or without
thresholds)
3. Exclusion list of projects
4. Criteria for case-by-case screening
extended screening procedures include:
• Initial Environmental Examination (IEE) carried out in cases where the
environmental impacts of a proposal are uncertain or unknown (e.g.
new technologies or undeveloped areas);
IEE EIA
