What is Comprehensive Achievement and Civic Readiness?
During the 2024 session, the Minnesota Legislature renamed WBWF to Comprehensive Achievement
and Civic Readiness (CACR). This new name emphasizes dual roles for the goals set forth in district
plans—supporting students with academic achievement within their pre-K through 12 experience as
well as preparing them to be active members of their community after graduation. This change will take
effect as of the 2024-25 school year strategic plans and Fall 2025 annual summary report.
CACR plans will address the four WBWF goals above as well as one additional goal:

● Prepare students to be lifelong learners.

● GOAL:

The state approved Teaching Strategies Gold Assessment is used to assess each preschooler in
the focuses of Social-Emotional, Physical, Language, Cognitive, Literacy and Mathematics
domains. This information is used to guide teachers as they strategically develop instructional
practices throughout the year.

● In the spring of 2024, the final assessment will show the progress for all preschool students.
This report will show individual growth and the percentage of students meeting or exceeding
their benchmarks. This percentage will indicate that the goal of 80% of the transitioning
preschoolers will have the skills needed to be successful in kindergarten.

● GOAL RESULTS: Goal Met (One-Year Goal)
○ In 2023-2024, 92% of the transitioning preschool students have acquired the necessary
skills to be successful in kindergarten as measured by the Teach Strategies Gold
Assessment.
○ These results were reflective of our 60 VPK students. Our average kindergarten class
sizes are between 110 and 120 students.

New GOAL:

● In the spring of 2025, the final assessment will show the progress for all preschool students.
The percentage will indicate that 80% of the transitioning preschoolers will have the skills
needed to be successful in kindergarten
Close the Achievement Gap(s) Between Student Groups
● GOAL:
In 2023-2024 5th grade will reduce the number of "F" grades earned across all subject areas by
25% from 20 in Trimester 1 to 15 or fewer in Trimester 3.

In 2023-2024 8th grade will reduce the number of "F" grades earned across all subject areas by
25% from 53 in Trimester 1 to 40 or fewer in Trimester 3.

● GOAL RESULTS: Did not Meet (One-Year Goal)


In 2023-2024 5th grade reduced “F” grades from 20 to 16 (20%)

In 2023-2024 8th grade reduced “F” grades from 53 to 44 (17%)

● New GOAL:

By the end of the 2024-2025 school year 90% or more of 5th grade students will earn passing
grades in Math in Reading.

By the end of the 2024-2025 90% or more of 8th grade students will earn passing grades in
Math in Reading.

● Core 5th grade teachers provide WIN time and ADSIS and A&I Interventionists support
students who meet criteria. Core 8th grade teachers provide Academic Success Skills
time daily to support students’ specific needs. Targeted Services is provided after school
two days a week and in the summer.

Community Career Collaboration Coordinator and Academic Counselor.

● GOAL RESULTS: Met All (Multiple Goals)


○ 90% of 11th grade students completed one of the ASVAB, ACT, or Accuplacer assessments or Transitional Skills
Planning.
○ 93.5% of 8th through 12th grade students completed at least one of the assessments in YouScience guided by the
Community Career Collaboration Coordinator and High School Counselor.

● NEW GOAL:
○ Increase both goals to 95%.

● GOAL:
○ Meet the four-year Graduation Target of 82%.
○ Meet the seven-year Graduation Target of 92%.

● GOAL RESULTS: Met Some (Multiple Goals)


○ For 2023, Park Rapids Senior High, upon completion of their senior year, had a 87.5% graduation rate
from fall to spring reporting.
○ For 2023, Park Rapids Public School District, (Senior High, ALC, PRAVA), upon completion of their school
graduation requirements, had a 87.8% graduation rate from fall to spring.

● NEW GOAL:
○ For 2024, upon completion of their senior year, Park Rapids Senior High will meet a target graduation
rate of 88% based on the fall to spring reporting.
○ For 2024, upon completion of their graduation requirements, Park Rapids Public School District will meet
a target graduation rate of 90% based on the fall to spring reporting.

○ By 2025, Fifth grade students will increase their comprehension on the FASTBridge aReading test from
65% at or above benchmark in the fall to 70% at or above benchmark in the spring as measured by the
FastBridge aReading (Benchmarks) test.
○ By 2025, Eighth grade students will increase their comprehension on the FASTBridge aReading test from
52% at or above benchmark in the fall to 57% at or above benchmark in the spring as measured by the
FastBridge aReading (Benchmarks) test.

○ By 2025, Fifth grade students will increase their comprehension on the FASTBridge aMath test from 64%
at or above benchmark in the fall to 69% at or above benchmark in the spring as measured by the
FastBridge aMath (Benchmarks) test.
○ By 2025, Eighth grade students will increase their proficiency on the FASTBridge aMath test from 60% at
or above benchmark in the fall to 65% at or above benchmark in the spring as measured by the
FastBridge aMath (Benchmarks) test.

● Goal 2: Achievement Goal #1
○ In 2023-2024, 5th grade will reduce the number of students earning an "F" grade in Reading/Language
Arts by 50% from 8 in Trimester 1 to 4 or fewer at the end of Trimester 3.
■ Did not meet: Reduced from 8 to 7 “F” grades in Reading/Language Arts
○ In 2023-2024, 8th grade will reduce the number of students earning an "F" grade in Reading/Language
Arts by 50% from 21 in Trimester 3 of the 2022-2023 school year to 10 or fewer at the end of Trimester 3
in the 2023-2024 school year.
■ Goal met: Reduced from 21 to 9 “F” grades in Reading/Language Arts

● Goal 3: Achievement Goal #2


○ In 2023-2024, 5th grade will reduce the number of students earning an "F" grade in Math by 50% from 10
in Trimester 1 to 5 or fewer at the end of Trimester 3.
■ Did not meet: Reduced from 10 to 7 “F” grades in Math
○ In 2023-2024, 8th grade will reduce the number of students earning an "F" grade in Math by 50% from 12
in Trimester 3 of the 2022-2023 school year to 6 or fewer at the end of Trimester 3 in the 2023-2024
school year.
■ Goal met: Reduced from 12 to 6 “F” grades in Math

Reading to Ensure Academic Development (READ) Act
The Minnesota Reading to Ensure Academic Development (READ) Act
Minnesota Reading to Ensure Academic Development Act, known as the READ Act, was passed and signed
into law by Governor Tim Walz on May 24, 2023. The goal of this legislation is to have every Minnesota child
reading at or above grade level every year, beginning in kindergarten, and to support multilingual learner and
students receiving special education services in achieving their individualized reading goals in order to meet
grade level proficiency. The READ Act replaces Read Well by Third Grade (RWBTG) and is in effect as of July 1,
2023.

120B.123 READ ACT IMPLEMENTATION.
Subd. 6. Literacy lead.
(a) By August 30, 2025, a district must employ or contract with a literacy lead, or be actively supporting
a designated literacy specialist through the process of becoming a literacy lead. A board may satisfy the
requirements of this subdivision by contracting with another school board or cooperative unit under
section 123A.24 for the services of a literacy lead by August 30, 2025.
(b) A district literacy lead must collaborate with district administrators and staff to support the
district's implementation of requirements under the Read Act.
