I. RATIONALE:

Republic Act No. 9155 – Governance of Basic Education Act of 2001 provides
a framework for empowering schools to implement programs that enhance
teacher competencies and learning outcomes and DepEd Memorandum No. 50, s.
2020 – Professional Development Priorities for Teachers outlines DepEd's focus
areas for professional growth, including literacy, numeracy, inclusive education,
and digital teaching skills and encourages schools to align IDP priorities with
these national development goals.

The educational landscape is ever-evolving, requiring teachers to


continuously assess and enhance their professional competencies to meet the
demands of 21st-century teaching and learning. In response, this Three-day
School-Based INSET is designed to focus on the implementation of teachers’
developmental plan priority needs and Making of Reading Activity Sheets,
ensuring alignment with institutional goals, national standards, and student
success.

This training program underscores the importance of investing in teachers'


professional growth and resource development as a strategy for achieving
educational success. By empowering educators to identify their developmental
priorities and create impactful reading activity sheets, the school is taking a
proactive step toward enhancing teaching quality and promoting student
achievement.

A.5. Activity Rationale:

The educational system faces a critical need to ensure teachers are fully equipped
to meet their professional development goals and deliver high-quality instruction,
particularly in literacy. This training addresses developmental gaps, learners’ literacy
challenges and alignment with PPST and RPMS. This activity ensures teachers are well-
prepared to address these challenges while improving both personal and institutional
outcomes.

This three-day INSET is a proactive initiative aimed at empowering teachers to


meet their professional growth needs while enhancing their capacity to support student
literacy. By addressing these critical areas, the training not only fulfills DepEd's
mandates but also significantly contributes to the overall mission of delivering quality
education for all learners.

A.6. Objective:
This Three-Day School-Based InSeT aims to provide appropriate knowledge, skills, for
the participants to be able to:
1. Discuss the significance of Individual Development Plans (IDPs) in aligning
personal growth with the Philippine Professional Standards for Teachers (PPST).
2.Discuss the principles and components of effective reading activity sheet
design, aligned with curriculum standards
3. Design effective, engaging, and inclusive reading activity sheets that cater to
diverse learners’ needs and promote literacy skills.
4. Cultivate a commitment to excellence in education, prioritizing student-
centered approaches and inclusivity in literacy instruction.

A.8. Methodology:
To ensure the success of this INSET, a combination of lecture, collaborative
workshop, reflective, and interactive methodologies will be employed. These
methods will provide a structured yet flexible approach to address the identified
objectives and achieve the desired outputs effectively.

Day 1: November 25, 2024

Focus: Understanding Individual Development Plans (IDPs)

1. Time & Activities:


o Registration and Attendance (7:30 AM - 8:00 AM)
o Opening Program (8:00 AM - 8:30 AM)
o Orientation and Goals of INSET (8:30 AM - 9:30 AM)
o Lecture on IDPs (9:30 AM - 10:30 AM)
o Teaching Strategies to Develop Critical and Creative Thinking, as well as
Other Order Thinking Skills, (PPST 1.5.2) (10:45 AM - 12:00 NN)
o Teaching Strategies that Enhance Learner Achievement in Literacy and
Numeracy Skills (PPST 1.4.2) (1:00 PM - 2:30 PM)
o Workshop on HOTS question construction (2:30 PM - 4:30 PM)
o Day 1 Wrap-Up and Reflection (4:30 PM - 5:00 PM)

2. Method:
o Interactive lectures to introduce IDPs and their relevance.
o Hands-on workshops where teachers assess their competencies using the
Philippine Professional Standards for Teachers (PPST) and create
implementation plan based on teacher’s individual development plans.
o Peer review sessions for constructive feedback and refinement.

3. Responsible Persons:
o School Head: Delivering the opening remarks and providing orientation.
o Facilitators: Leading workshops and guiding participants in IDP crafting.
o Training Committee: Managing logistics and supporting group activities.

Day 2: November 26, 2024

Focus: Designing Effective Reading Activity Sheets
