1 INTRODUCTION
COMPANY intends to reduce gas flaring in Gabon and to develop new gas fields (namely Ikassa Kongo,
Igongo, Mboukou, Ganga), with the objective of increase the Gabonese gas production by 105 million
standard cubic feet per day and to liquefy such gas. The liquefaction will be performed at Cap Lopez
Terminal, Port Gentil. Before being exported on the international market, Liquefied Natural Gas (LNG)
will be stored on an LNG carrier converted into LNG Floating Storage Unit (LNG FSU).

The following tasks shall be performed to achieve this objective:

1. Gather gas from various fields located onshore Gabon, namely Ikassa Kongo, Igongo,
Mboukou, Ganga, and potentially other ones.
2. Transfer the gas from the various fields to Cap Lopez.
3. Treat the gas and produce LNG, LPG and condensate at Cap Lopez.
4. Store the produced LNG into an LNG carrier converted into an LNG Floating Storage Unit (FSU)
of approximately 140,000 m3 capacity.
5. Deliver LNG cargo on the international market.

It is noted that this project is to be as efficient as possible in terms of CAPEX/OPEX but more than all,
to design a system with simple OPERABILITY. Improvements in the efficiency of the system will always
be put in balance with the additional complexity these improvements imply. In summary, design must
be robust, have a simple operability and designed in accordance with O&G standards.

2 PURPOSE
This specification defines the minimum requirements for the design, construction, inspection and
testing of skid-mounted assemblies or complete modules to be supplied for the topsides of the CLZ
LNG Plant.

This specification is also applicable for the skid-mounted assemblies to be installed onshore.

These requirements supplement the data sheet or specification of equipment to which this
specification applies.

Deviations from this order of precedence are subject to approval by COMPANY on a case-by-case basis.

Discrepancies between documents having the same order of precedence shall be brought to the
attention of COMPANY for resolution.

7 QUALITY
Before the start of design and fabrication activities, Vendor shall issue a Quality Plan covering all
aspects of engineering, procurement, fabrication and inspection/testing for COMPANY review, as well
as an Inspection and Test Plan (ITP) as further detailed in section 13 hereafter.

Vendor shall also submit his general and fabrication drawings and welding plan to COMPANY for
approval. Beginning of fabrication is left to Vendor’s discretion. Vendor can start on his own
responsibility the fabrication before COMPANY drawings approval to reduce delivery time and shall
inform COMPANY of such decision. In any case, the final package shall not deviate from COMPANY
approved drawings.

Vendor shall be responsible to check that all aspects of the design, fabrication and testing are in
conformity with the documents referenced in this specification and in the equipment data sheet for
all the items included in the supply.

Vendor shall be fully responsible for the co-ordination between himself and his sub-suppliers for
materials and services provided.

Vendor shall complete design details/data and parameters for equipment as identified within the
equipment data sheet.

Vendor shall be responsible for the following:

• Design and construction of package which are adequate in strength, neat in appearance
and exhibit good workmanship,

• Review all safety features and systems as specified. Vendor may propose or suggest revisions,
additions, etc. as necessary to ensure reliability and safe operation of the package,
• Selection of all equipment and components suitable for application and service,
• Design and construction of package which are in full compliance with this specification and all
the documents listed therein,
• Inspection and Testing as per ITP,
• Packing and Preparation for Load-out,
• Transport and Delivery depending on the Incoterms specified in the requisitions.

Vendor must maintain strict quality control procedures to ensure compliance with codes,
specifications, drawings and instructions issued by COMPANY during the manufacture of the
equipment.

Any omission in the requirements detailed herein shall not relieve Vendor of any responsibility to
supply a complete package delivering the specified performance.

Review / approval of Vendor’s documents by COMPANY shall not relieve Vendor of his guarantees
regarding performance of the package or the responsibility to ensure the equipment is safe for
operation and fit for purpose.

Prototype equipment is not permitted. All equipment shall be of proven design, suitable for installation
and operation on the CLZ LNG Plant.

COMPANY or his appointed representative shall have the right to inspect the package at any time
during fabrication to make sure that the materials and workmanship are in accordance with the
applicable specifications and standards. All necessary certification on materials, shop test data, etc.,
shall be made available to verify that the requirements of the purchase order are being met. No
equipment surface shall be painted until all inspection is completed. Vendor shall provide free access
to his work.

As an option, commissioning assistance on CLZ LNG Plant and onshore facilities shall be inside Vendor’s
scope of services.

8 ENVIRONMENTAL CONDITIONS
Every item of equipment shall be designed for the conditions defined in Specification - Equipment
Design Conditions [28].

9 MODULE

9.1 General
The following requirements shall be considered in designing the module:

• Escape routes shall allow for additional and temporary presence of construction, drilling and
maintenance personnel, as foreseeable in the lifetime of the installation.
• Primary escape routes shall be 1 m wide minimum.
• Corners shall be kept clear of bulkhead mounted equipment.
• Secondary escape routes (paths from modules, decks, mezzanines to primary escape route)
shall not be less than 0.8 m wide: they should preferably be more than 1 m wide.
• The width of escape routes shall never be reduced by opening doors (entrance or cupboards).
• The minimum width for the passage for stretchers is 1.2 m. It shall be demonstrated in all cases
that stretchers can be turned at corners and in the staircases.
• Minimum height clearance shall be 2.3 m, except on the hull deck 2.1m.
• Stairs shall be provided for escaping from elevated decks, modules or platforms (area larger
than 20m²). 2 escape ways shall be provided (1 stair + 1 ladder), located at each extremity.
• Single cage ladder may be accepted for small mezzanines or platforms serving only for
maintenance or inspection purposes (single equipment, PSVs, valves…).
• For pipe racks and elevated gangways, the maximum allowable travel length to an escape shall
be 15 m.
• Dead ends shall be limited to 7 m.

10 SKID

10.1 General
The following requirements shall be considered in calculating and designing the skid:

• Equipment layout,
• Skid support,
• Imposed rigidity conditions (permissible stresses and strains in service and during handling and
transport),
• Support conditions during handling operations (lifting, skidding) for loading and unloading,
• Support and connecting conditions during transit adapted to the type of transport selected.

The equipment shall be mounted on structural steel skid designed as per Vendor’s standard.

Equipment shall be supplied as completely skidded ready for installation and shall not require field
assembly, except if some items have to be supplied loose for transportation constraints. Particular
consideration shall be given to design the steel structures for installation of the skid on the Shipyard
Site with a minimum lifting.

As a minimum, the following features shall be provided:

• Structural steel skid for the different pieces of equipment. If required on P&ID, the skid shall
be complete with drip tray and minimum of one flanged (2’’, 150#) drain connection. Drip tray
design shall allow for a complete draining of the drip pan. For ease of drainage, drip pan shall
be slightly slopped,
• All necessary access platforms, ladders, handrails, plating and grating or clips as required for
access to and maintenance of equipment (including exchangers and escape),
• 2 earthing lugs,
• For grating specification, refer to Steel Structures – Material Specification [8].

All welds shall be full penetration. The skid shall be designed for multi-point lift.

Vessels shall be supported by full depth structural members, connected by full penetration welds.

The overall dimensions and weight of the package shall be adapted to the intended transport mode. If
necessary, it may consist of several skids or packages connectable on assembly shipyard.

For transport, the size of individual skids or packages shall not exceed:

• Length = 12m
• Width = 4.2m
• Height = 4.5m
• Weight = 80 tons

The package shall be designed with due consideration of:

• Ease of construction and operation (sufficient space around the equipment, accessibility of
instruments and valves, positioning of operating handles, etc.),
• Ease of maintenance (ease of erection and dismantling, clearance required, handling systems
and means),
• Safety instructions and any future equipment additions (if mentioned on the P&IDs).

The overall dimensions of the skid shall be minimized as far as possible, and no items of equipment
shall overhang the edge of the skid. Vendor shall ensure that enough clearance is allowed on the skid
for periodic maintenance and operation of the equipment and that any withdrawal dimensions are
identified around the outside of the skid to permit withdrawal of any components for overhaul or
maintenance.

Control valves, isolation valves, drain valves, vessel man ways, exchangers and pumps shall be
accessible from the confines of the skid or from the side. Local indicating instruments shall be located
so that instrument monitoring can be performed from the skid edge. All product and utility piping shall
be brought to the skid edge and terminate at flanged connections. Similarly, all the cables shall be run
along appropriate tracks to junction boxes placed at the skid limit.

10.2 Skid Structural Design


The equipment support frame shall be designed according to the following requirements and codes:

• AISC [65],
• API-RP-2A-WSD [66].

In designing the skid, the static & dynamic loads imposed by all mounted equipment and pipework for
ALL expected operating conditions shall be taken into account.

The skid design shall as minimum include a four-support mounting as a base case. Additional structural
supports shall be provided on the underside of skid baseplates to limit beam deflections to 1:1500 as
a maximum.

The N2 cycle turbo-compressor package skid shall be designed as a base case with suitable multiple
supports for mounting on the deck steel structure.

Based on the expected deck’s structural deflections the turbo-compressor Vendor shall assess the
applicability of a three-point mounting design (to decouple the vessel from the package and thus
avoiding unwanted vibration levels).

If a three-point tie-down design is selected a gimbal mount type shall be installed between the package
and the deck.

The package skid shall be sufficiently rigid to maintain alignment of the shaft line of rotating machinery
under all operating conditions including loads imposed during equipment starting and shutdown
combined with external seismic & wind loads.

The following minimum studies and documents shall be prepared (10.2.1 and 10.2.2).

10.2.1 Weight Monitoring / Weighing


The weight of the assembly empty, in service and under test shall be checked and controlled by Vendor
regularly throughout design and fabrication.

The weight and position of the center of gravity of the assembly shall be shown clearly on the package
general arrangement drawing:

• On submittal of the bid (weight),


• During detailed design (weight and CoG),
• At the end of fabrication (weight and CoG).

The complete package shall be weighed prior to delivery of each package and the ‘As Built’ skid weights
confirmed by submission of weight certificates by Vendor.

10.2.2 Structural Design of the Baseframe


Structural Design of the skid baseframe shall be suitable for:

• Equipment under test,


• Equipment in service (including seismic loads and vibration analysis),
• Sliding of skid,
• Lifting of skid using dedicated lifting point,
• Transport of skid (road and dry tow).

For each of the above cases, stresses in structural skids shall be calculated and checked according to
AISC and API requirements. The maximum in service deflections shall be 1/500 of the distance between
supports for static equipment and 1/1500 for rotating equipment. 1/2500 for solar turbines in operating conditions
maximum vibration velocities will be defined by vendors; vibration study to be

10.3 Lifting and Handling


This section is applicable to skids only.

10.3.1 Sliding of Skid


The skid may be shifted by sliding. In this case, the calculation shall consider the skid on supports in
the extreme position (maximum distance between supports permitted by assembly length) with a
minimum friction coefficient of 0.5 considered.

In principle, the skid shall consist of two main steel sections. If it has three (or more) longitudinal steel
sections, perpendicular spacer sections shall be required so that the longitudinal sections are active
during handling operations.

10.3.2 Skid Lifting


The four-point lifting configuration with hook is preferable. Lifting shall be as much as possible without
the need to touch or dismantle the equipment before handling operations (also valid for transport). If
not possible, detailed assembly drawing shall be provided.

Lifting calculations shall take into account of the following assumptions:

• The center of gravity determined from the aforementioned weight monitoring (including
tolerances and allowances),
• A minimum 60 degrees angle to the horizontal (according to the actual slinging arrangements),
• Consideration of "offset" at fastening points,
• If, and only if, the aforementioned points are satisfied, the consequence safety
factors/dynamic coefficients recommended shall be at least 1.5 for the lifting points and
adjacent bars, and 1.15 for the rest of the structure.

Dynamic factors and skew loads are defined in section 10.3.3 depending on lifting disposition.

The lifting beams, slings and handles which are delivered with the package shall be checked and
certified by an inspecting authority and approved by COMPANY.

Spreader bars shall be provided by the Vendor in cases where slings would be in contact with
equipment on the skid. Spreader bars (if any), slings and shackles are part of Vendor scope of supply.

10.3.3 Lifting Lug Design Criteria


10.3.3.1 Vessel lifting lugs (assuming 2 offper vessel)
Lifting lugs to be designed using a dynamic amplification factor of 2.0.

Vessel lift weight to include for a weight allowance of 10% for design calculations.

Lugs to be designed for a nominal 5% side load, acting at top of lug. Lateral loads to be coincident with
vertical sling loads.

10.3.3.2 Skid lifting lugs (assuming 4 offper vessel)


For lifts without spreader beams, skid weight to be distributed so that any diagonal pair of lifting points
is considered to carry 75% of the skid weight.

Lifting lugs to be designed using a dynamic amplification factor of 2.0.

Skid weight to include for a weight allowance of 10% for design calculations.

Lugs to be designed for a nominal 5% side load, acting at top of lug. Lateral loads to be coincident with
vertical sling loads.

10.4 Transport and FLNG Motions


Skids shall be designed for accelerations and motions values specified in the Specification - Equipment

11 EQUIPMENT AND LAYOUT

11.1 Design Basis

11.1.2 Design and Operating Conditions


The maximum/minimum design limits and operating requirements are stated on the equipment data
sheets.

The maximum design temperature for equipment located outdoors shall not be less than 75°C
minimum to account for the effects of solar radiation (black body) surface temperature.

The minimum design temperature for equipment located outdoors shall not be greater than 16°C
according to the lowest ambient air temperature.

The design of air coolers, gas turbines and diesel engines shall be based on a maximum site ambient
temperature of 32°C.

11.1.3 Design Standards


Equipment shall be selected and designed in accordance with the requirements specified on the
mechanical data sheets and specifications including relevant international codes & standards.

Shell & tube heat exchangers shall be designed in accordance with API 660 [75], ASME VIII Div. 1 [80]
and TEMA [136].

Air coolers used for process hydrocarbons shall be designed in accordance with API 661 [76].

Plate exchangers shall be designed according to API 662 [77].

Fired furnaces shall be designed in accordance with API 560 [74] and related instrumentation, control
and protective system shall follow recommendation of API RP 556 [70].

Pressure vessels shall be designed and fabricated to ASME VIII Div 1 [80] while ASME VIII Div 2 [81]
should be considered for large equipment. Use of alternate design code such as PD 5500 is acceptable
with prior approval of COMPANY. Vendor shall comply with standard requirement of Standard
Drawings for Accessories and Equipment of Vessels, Heat Exchangers and Air Coolers [30]. PED does
not apply for this project.

11.1.4 Equipment Packages


11.1.4.1 Design Pressure
The design pressure of equipment shall be selected in accordance with the criteria described within
Process Design Procedure [6] and as summarized below.
The selection of Division 1 or Division 2 shall be based on both design and economic considerations.
If any of the following conditions apply, the vessels should be constructed in accordance with Division 2, unless otherwise specified by CPY:

• Pressure vessels operating in cyclic service, pressure- or temperature-induced


• Pressure vessels which operate in the creep range of the materials of construction
• Pressure vessels where weight savings are a critical factor such as offshore or marine applications.

conventional pressure relief valve (PSV), one Pressure Alarm High (PAH) and one Pressure Switch

It is reminded that the following tolerances are generally admitted for conventional instrumentation:

• PSV opening: ± 3 %
• PSV closing: ± 5 %
• PSV recommended leak test: 10 % below set point
• Pressure transmitter (or pressure switch derived from a transmitter): ± 1 %

In case of absolute necessity (for example in case of high pressure), the use of pilot operated PSV
(tolerance of ± 1 % on set point) could help to reduce the margin between the Design Pressure and the
Normal Operating Pressure.

Unless otherwise specified, the design pressure specified on the relevant specifications or datasheets
applies to the vapor phase at the top of the vessel.

The liquid density and the maximum liquid height shall be specified on the equipment data sheet to
allow the vessel designer to calculate the bottom thickness.

The design pressure shall account for upset or transient conditions such as pressure surge, settle-out
pressure etc.

11.1.4.2 Operating Conditions


Unless specifically stated on the equipment data sheets, the Vendor shall specify operating
pressures, temperatures and flowrates to satisfy the overall package performance requirements.

11.1.5 Electromagnetic Compatibility (EMC)


In order to comply with the requirements of IEC 61000 [110], all Electrical Equipment within the
package shall meet the current applicable levels of “emission” and “immunity”. All equipment shall be
designed so that the electromagnetic disturbance generated does not exceed a level allowing
telecommunications equipment and other relevant apparatus to operate as intended.

11.1.6 Painting and Protective Coating


Painting and protective coating of all equipment and piping shall be carried out in accordance with
Painting Specification [36]. Skids and components shall be supplied with finish paint coat.

11.1.7 Thermal Insulation


Where insulation or personnel protection of equipment and piping is required, this shall be applied in
accordance with the Insulation Specification [37] and to the extent indicated on the project P&IDs
and/or Data Sheets.

11.1.8 Equipment Isolation, Drainage and Shutdown


The requirements for mechanical isolation are defined within the Mechanical Isolation Philosophy [3].
The requirements for drainage are defined within the Drainage Philosophy [2].

Shutdown and sectionalization requirement are reported in the Shutdown and Sectionalization
Philosophy [5].

11.2 Equipment
11.2.1 General
Vendor shall base his design and fabrication works on the skid layout provided in the requisitions.
In case Vendor changes the layout, he shall submit his revised layout for COMPANY’s approval. In any
case, layout modifications can only be proposed with due consideration to the specified interface
points and piping restraint locations, to operation and maintenance accesses and to good piping stress
engineering practices.

The equipment and accessories of the package shall be designed, fabricated and tested in accordance
with documents listed in section 3.3 and in the equipment data sheet / specification.

The choice of the metallurgy for the different pieces of equipment shall take into account the
properties of the fluid handled, as well as the conditions in which they are handled. Material for
equipment shall be as per data sheets. However, Vendor shall confirm material designations specified
in data sheets are suitable for all applicable services.

All package equipment shall be designed for the service conditions specified in the particular data
sheets / specifications.

The Package shall be designed to withstand the design conditions of Specification - Equipment Design
Conditions [28].

11.2.2 Rotating Machines


The package skids shall be sufficiently rigid to maintain alignment of the shaft line under all operating
conditions whether normal, transient and abnormal.

Rotating machines mounted on the skid shall be designed such that the natural frequency of the skid
assembly, either as a whole, is no more than 50 percent or no less than 150 percent of the equipment
operating frequency. The dynamic stress and deflection amplification of the skid assembly shall satisfy
the relevant tolerances of the equipment.

In order to permit alignment of rotating equipment drive trains and couplings, suitable thickness shims
and/or jacking screws shall be provided between the rotating equipment supports and the skid to
permit adjustment to the required tolerances.

11.2.3 Pressure Vessels and Heat Exchangers


For vessels and heat exchangers design requirements, reference shall be made to the applicable
equipment data sheets or specification.

11.3 Piping and Valves

11.3.1 General
The line diameters and piping classes are indicated on the applicable system P&IDs. Piping shall be in
accordance with Piping Material Classes [33].

All piping termination points, including inlets, outlets, utilities, vents and drains shall terminate at the
edge of the skid and must be flanged in accordance with Piping Material Classes [33] of the appropriate
rating having a minimum size of 2" unless otherwise stated on P&ID (this paragraph is applicable for
skids but not for modules). Tie-in points shall be 50 mm inside skid/module limit in order to protect
the flange faces. Tie-in points shall be identified with tags and labels on Vendor’s P&IDs and on the
skid/module itself. The Tie-In points location shall be strictly in accordance with the relevant
Modules/Skids interface layout drawing. Any relocation of Tie-In points shall be submitted to
COMPANY's approval.

All piping shall be within Module/Skid limits unless agreed otherwise by COMPANY. At limit of Skid
supply, fixed-point supports shall be provided by Vendor, if possible. For modules, the piping battery
limits shall be in accordance with the relevant Module interface layout.

Vendor shall communicate to COMPANY the valves Vendors’ list. Before purchase, valves Vendors shall
be approved by COMPANY. Valves shall be in accordance with Valves Specification [34] and Piping
Material Classes [33].

All manual valves, instruments and controls shall be easily accessible.

Insulation (if required) is inside Vendor’s scope and shall be performed according to Insulation
Specification [37].

All pipe fittings and appurtenances not indicated on P&IDs but needed however (for example: pipe
reductions to fit with valve sizes calculated by Vendor) shall be part of Vendor’s scope of supply.

Piping and headers shall be sized to prevent excessive vibration and noise.

All pipe work including small bore piping shall be properly supported and anchored in accordance with
Piping Support Standards [32]. Vendor can propose his own Standard and shall provide to CPY
approval. Pipe supports shall be designed to keep overhanging bends, props and excessive spacings to
a minimum. The support structure shall be designed to avoid jeopardizing the service conditions
(expansion). It shall be designed to permit pipe dismantling by providing the necessary clearance for
the tools, as well as handling, without necessitating the cutting of structural components. The piping
shall be laid out so as to avoid low points in gas service and high points in liquid service, i.e. discharge
pump piping.

The pipe work shall be constructed to allow complete draining and venting of equipment and shall
have vents and drains at high/low points to facilitate venting and hydro testing. All drains and vents
shall be valved and collected at the edge of the skid via an adequate manifold.

The piping shall be laid out so as to avoid low points in gas service and high points in liquid service, i.e.
discharge pump piping. In all cases, the information shown on the P&IDs with regards to slopes, low
points and high points requirement shall be strictly followed.

Welding shall comply with the recognized standards.

Radiographic examination shall be in accordance with the code ASME B31.3 [90].

11.3.2 Take off connections


Instrument take off connections shall be in line with Piping Standards Typical [31] and Typical
Instrumentation Hook-up standard drawings [10].

11.3.3 Relief valves


Relief valves shall be provided in compliance with Specification for Safety Relief Valves [18] and
individual safety relief valves data sheets.

Relief valves shall be accessible from grade level for testing and maintenance or from an access
platform provided within the skid. The relief valves and lines shall be adequately supported to handle
the effects of vibration and discharge reaction forces.

Relief valves shall be manifolded to a relief header taken to skid edge.

Vendor shall provide all relief valves calculation notes and certificates as defined in specification for
Safety Relief Valves [18].

11.3.4 Control valves


Control valves shall be provided in compliance with Specification for Control Valves [17] and individual
control valves data sheets.

11.3.5 On-off valves


On-off valves shall be provided in compliance with Specification for On/Off Valves Actuators and Local
Control Panels [16] and on-off valves individual data sheets.

11.4 Layout
11.4.1 General
Passages and all open surfaces around the equipment shall be covered with gratings.

For GRP grating specification refer to Steel Structures – Material Specification [8].

All the grating penetrations (piping, cables, etc.) shall be bordered with a flat which acts as a foot guard.

All platforms, stairways, handrails, kick plates, and ladders used for equipment operation and
maintenance shall be designed according to the requirements of Steel Structures - Material
Specification [8] and the skid layout provided in the requisition.

All piping, electrical cables and instrumentation shall be suitably supported. The supports shall be
installed before painting to avoid repair.

Access areas on top of the skid base frame shall be covered with non-slip decking.

The detailed layout shall take into account:

(such as level gauges),

Process deck in the topsides and utilities areas will be as much grated as possible, except where drips
are required (plated decks) for drainage philosophy, or when plating is needed to prevent escalation

11.4.2 Access Platforms


If required, access platform(s) shall be provided by Vendor for the package to the extent indicated
below, unless the equipment/facilities described are either accessible from other permanent platforms
supplied by other parties (to be confirmed with COMPANY):

• Service and inspection openings of vessels which are located higher than 3m above the skid,
• Instrumentation and controls, including associated manifolds and take-off connections, which
either require operator attention or are otherwise observed, adjusted or serviced during plant
operation (access to instrument take-off valves by a permanent ladder is acceptable),
• Control valves and pressure relief devices,
• Process shutdown and emergency shutdown valves,
• Other valves including drain valves either individual or grouped (for convenience of operation)
which are not provided with chain operators or extensions,
• Machinery areas that require adjustment or inspection during operation.

For ease of operation and maintenance, equipment, which is grouped together, shall have all platforms
at the same elevation, with interconnecting walkways.

The grating shall be galvanized or GRP and not be used as a mounting surface for equipment or
supports.

No piping, valves operators, instrumentation, instrumentation stands, steelwork or cable runs shall
interfere with the platform access/operating walkway.

The final number and arrangement of platforms, including access and exit locations, shall be subject
to COMPANY’s approval.

11.5 Electricity
Electrical design and installation shall be in accordance with Power Installation Standards [20], Earthing
Installation Standards – Offshore [21], Electrical Basis of Design [22] and Electrical Requirement for
Package Units Specification [23].

Package Vendor is required to provide normal and emergency lighting fixtures on skid in accordance
with Electrical Requirements for Package Units Specification [23].

11.6 Instrumentation

Instrumentation design and installation shall be in accordance with Specification for Instruments in
Packages [15].

11.7 Safety

11.7.1 Noise
The Sound Pressure Level or Sound Power Level assessed at 1m from the equipment/package is
defined in each equipment data sheet. If not defined in relevant data sheet or specification, the
maximum noise value for each piece of equipment shall be limited to 85 dBA at 1 m of the equipment
/ package.

Vendor shall provide a fully completed noise data sheet detailing any required noise treatment
necessary to satisfy the project noise limitation.

Vendor shall take all necessary measures to reduce noise level output. Where the noise exceeds the
specified noise limit, Vendor shall propose noise control measures. Selection of any such measure shall
be subject to COMPANY’s approval.

11.7.2 Vibration
For packages containing rotating equipment, Vendor shall provide vibration level induced by package
operation for COMPANY’s approval. Anti-vibration mounts shall be provided between equipment
supports and skid baseplate to prevent excessive vibration and premature failures occurring.

11.8 Utility Consumptions


Utility consumptions shall be estimated and the maximum expected consumptions shall be
guaranteed. Vendor shall refer to utilities data provided in Specification - Equipment Design Condition
[28].

11.9 HSE Considerations


All equipment shall be designed ergonomically to ensure safe and proper accessibility, maintainability
and operability and conform to equipment specifications and data sheets.

Equipment design shall further take into account the following:

• Construction and insulation materials containing asbestos shall not be used,


• PCB (Polychlorobiphenyl) containing products and equipment shall not be used,
• Selection and use of product shall be based on Material Safety Data Sheet.

All rotating and moving parts of rotating equipment shall be provided with non-sparking guards.
Vendor shall supply a set of safety instructions for each rotating equipment.

Vendor shall identify any substances or materials potentially hazardous to health.

12 FABRICATION
The structure shall be fully welded. If, for reasons of transport or handling, weld fabrication is
impossible, a bolted structure may be acceptable. Threaded components shall be protected against
corrosion.

If holes are made in the profiles, the calculation sheets shall take account of them.

12.1 Materials
The skid structure shall be fabricated with carbon steel. The materials shall be in accordance with US
(ASTM) or European (EN) standards.

The use of steel grades with minimum specified yield strengths above 360 MPa shall be subject to
COMPANY's approval.

Vendor shall have established a procedure detailing the organization of the receipt, storage and
ongoing traceability of materials. This procedure shall be included in the Quality Plan.

Material certification shall be according to EN 10204:2004 [ 1 0 4 ] . Minimum “Type 3.1”


certificates are required for pressure containing and primary load bearing components.

12.2 Welding
12.2.1 Welding consumables
Welding consumables shall be in accordance with US (AWS) or European (EN) standards.

The welding consumables shall be selected to yield low diffusible hydrogen deposits (less than 10 cm3
per 100 g of deposit metal) when both of the following conditions are satisfied:

• One of the work pieces is more than 15 mm thick,


• The minimum specified yield strength of one work piece is more than 300 MPa.

12.2.2 Welding Book


Prior to starting the work, Vendor shall prepare a welding book for the overall construction. The book
shall be available on the site where welding operations are performed. The book shall include the
following:

• An identification diagram or inventory of all welded joints,


• For each type of structural weld, a description of the welding procedure according to AWS
D1.1 [97] or ISO 15614-1 [117],
• For Piping and pressure vessel weld, a welding procedure specification to ASME IX,
• Welding procedure qualification reports,
• Information about the extent of destructive and non-destructive tests, indicating the methods
used for non-destructive testing,
• Mill certificates for the materials used.

12.2.3 Welding Procedure Qualification


All primary structural welds including welded lifting pad eyes shall be qualified to AWS D1.1
[ 9 7 ] or ISO 15614-1 [117].

All welds for piping and pressure containing equipment shall be qualified ASME IX [84]
or ISO 15614-1 [117].

Qualification ranges for validity are given in the applicable standard.

12.2.4 Welders and Welding Operators Performances


The welders and welding operators shall be qualified in accordance with AWS D1.1 [97], EN 287-1 [103]
or ISO 9606-1 [116].

12.2.5 Fabrication - Compliance with Design


All joints shall be continuous welded to prevent corrosion risks.

Distance between welds:

• The edges (and not the axes) of two full penetration welds shall be more than 50 mm apart.

12.3 Execution of Joints

12.3.1 Welding Environment - Minimum Ambient Temperature


Welding operations shall be suspended if the metal is less than -10°C. Between -10°C and 0°C, the
metal shall be warmed up to 50°C.

12.3.2 Preheating
The minimum temperature shall comply with the temperature specified in the welding procedure
specification. This shall be checked before welding is started.

12.3.3 Repairing of Defects by Welding


Repairs of defects by welding shall be identified and noted in the examination report.

13 INSPECTION AND TESTS

Inspection and testing of equipment shall be performed according to the equipment data sheets.
Acceptance tests shall not take place until all the equipment of the skid has been mounted.

13.1 Inspection and Test Plan

13.2 Testing
Vendor shall perform FAT based on test procedures covering the full extent of testing on the completed
assembly. The test procedure shall be approved by COMPANY prior to the commencement of testing
and shall be complete with all equipment tests and checklists. Vendor shall be responsible for providing
all necessary utility services to conduct the tests. Vendor shall provide all equipment necessary to
undertake the tests and shall be responsible for ensuring that all calibration and test equipment have
valid certification.

The FAT (Factory Acceptance Test) to be performed by Vendor shall include as a minimum:

• performance testing of individual equipment items in accordance with the specifications / data
sheets,
• full functional test of the completed assembly,
• all instrumentation and electrical equipment functions shall be verified, including simulation
of all alarms, shutdowns and remote signals using water or instrument quality air as a
substitute for the process liquid/gas to prove the integrity of the control
equipment/instrumentation,
• continuity checks on all electrical and instrument cabling, calibration of each instrument and
component,
• valve stroking and functional testing of installed instruments and control valves,
• testing of all instrumentation, alarms and safety devices,
• detailed noise measurements.

The instrument testing shall consist of completing a full three-point loop check on all instruments using
a calibrated standard and electrical equipment shall be powered to prove operation.

All pressure instruments shall be having a certified pressure source applied and a three-point check
shall be completed across the range of the instrument.

All temperature instruments shall have a single point check with a calibrated temperature standard.
Control valves shall have a certified milliamp source connected and a three-point test completed.

Actuated valves shall have their solenoids powered from a 24V source and the valves stocked to prove
that the valve is operational and the feedbacks are working correctly and are air connected.

All lights shall be connected to prove their operation and all pumps shall be bump tested to show that
they are operational.

A FAT (Factory Acceptance Test) report shall be issued by Vendor and shall include as a minimum:

• test descriptions,

• test results (performance test curves complete with measured parameters, recording log
sheets and certificates shall be provided on successful and accepted completion of the test),
• test conclusions.

Vendor shall maintain a detailed log of all test results.

When required by COMPANY, equipment shall be dismantled for visual inspection after testing.

While the above-mentioned tests are being performed, all discrepancies, damaged or missing
equipment, malfunctions, missing documents, if not corrected immediately, shall be recorded within
a punch list. A level of priority shall be assigned to each punch item and Vendor shall clear all items
deemed mandatory by COMPANY.

Final acceptance of shop tests shall be made by COMPANY after complete test sequence has been
performed and mandatory punch items solved but shall not constitute a waiver of Vendor’s obligation
to provide a complete package unit which meets all performance requirements.

On completion and acceptance by COMPANY of all shop acceptance tests, complete unit test, load out
procedures approved, lifting appliances tested and provided that all required documentation has been
submitted to COMPANY, COMPANY shall release a Final Release Certificate" prior to the shipment of
the package.

The final acceptance will take place on Site (onshore or near onshore) and will include a full functional
test.

All pressure containing equipment shall be hydrotested in accordance with the design code as stated
in the equipment data sheets. All piping systems shall be hydrotested in accordance with ASME B31.3
[66]. Hydrotesting duration shall be a minimum of 60 minutes for vessels and piping systems.

13.3 Non-Destructive Examinations


Vendor shall establish non-destructive examination (NDE) procedures. These procedures shall be
included in the Quality Plan.

The NDE shall be performed at least 24 hours after completion of welding.

Lifting attachment welds shall be subject to 100% radiographic examination or MPI or DPI inspection.

13.4 Examiners Qualification and Certification


Certification of Level l and Level ll individuals shall be performed by a Level lll individual who has been
certified by ASNT, or has the education, training and experience, and has successfully passed the
written examination prescribed in ASNT-TC-1A [96] or equivalent.

The extend of NDE for piping and Pressure Vessels shall be in accordance with applicable data sheet
and not less than 10% UT or RT and 100% UT or RT on nodes as a minimum. Criteria to be applied shall
be as per relevant code of Section 3.3.

13.4.1 Type and Extent of Non-destructive Examinations of skid structure


All preparations shall be 100% checked by visual examination before welding.

After welding:

Full penetration welds Partial penetration welds

13.4.2 Criteria
The criteria shall be in accordance with AWS D1.1 [97] for structure, ASME B31.3 [90] for Piping and
ASME V [83] for Pressure vessels.

14 PREPARATION FOR SHIPMENT


All skid-mounted equipment shall be securely fastened to prevent damage during transport (spacers
added if necessary).

Special measures shall be taken to protect control valve top works, machined surfaces, plastic windows
and gauge faces from damage during shipment.

Protective measures may consist of bolted wooden blanks on the flanges, temporary supports, or
protective anti-corrosion film on machine surfaces.

Such protection shall be applied to all components, whether remaining in place or dismantled for
transport.

Any materials, instrumentation or equipment that is crated in waterproof boxes shall be tagged and
securely strapped to the skid from which it was removed.

No instrument, valve, control, pipe or tubing shall extend outside the edges of the skid.

All opening, flange faces, windings, gauge faces, control valve stems and any other items subject to
damage and/or corrosion shall be coated with a preservative and protected with wood or metal covers
or wrapped in plastic sheeting and sealed with waterproof tape. Any tape used shall not be of the type
that becomes non- removable with age and exposure to sunlight and weather. All such materials shall
be capable of use in 85°C sun temperature.

Preliminary packing list shall be included with proposal.

The weight certificates shall be included with shipping documentation. The weight and overall
dimensions of the main components as well as the definition of items supplied loose given in
preliminary packing list shall be indicated.

Vendor shall specify preservation procedures necessary for the period of up to two years before the
equipment is installed and commissioned.

Vendor’s scope of work shall include the engineering design and design documentation of transport
fastenings and temporary bracings, etc. required for transportation of the package from ex works
location to the Shipyard Site.

15 TECHNICAL DOCUMENTATION
The documents to be submitted by Vendor are listed in the skid package requisition (RFQ).

Prior to package delivery, Vendor shall provide a final dossier gathering all as-built engineering
documents, drawings, and the operating manuals.

Operating manuals shall contain complete information on the equipment supplied. This shall include
procedures for start-up, shutdown, normal operation, emergency shutdown and maintenance of all
equipment supplied. The list of the documents which will be part of the final dossier shall also be
submitted to COMPANY with the proposal.

Vendor final data shall be furnished in triplicate, assembled in ring binders, in an organized manner
with section dividers and table of contents.

Vendor final documentation shall also be furnished in electronic format with the following extension:

• Drawings (P&ID, ISO, Layout, etc): AutoCAD 2017 (*.dwg) & PDF (*.pdf),
• Procedures (start-up, shut down, etc): Word 2007 (*.doc) & PDF (*.pdf),
• Calculation Note: Excel 2007 (*.xls) & PDF (*.pdf),
• 3D model: format to be agreed with COMPANY.

Operating and maintenance manuals shall be written for the particular system. General instructions
are not acceptable. COMPANY will not consider Vendor’s work complete until all the agreed
documents are submitted in the required quantities.

Vendor shall participate in any formal design reviews that may be performed by COMPANY.

16 NAMEPLATES

16.1 Package Nameplate

The package shall be provided with two stainless steel nameplates suitably located so as to be visible
from the opposite side of the skid. Data to be provided is to be in accordance with the following as a
minimum:

• COMPANY
• Vendor’s Name (Address & Country)
• Vendor’s Serial No
• Equipment Tag No
• Equipment Title / Service
• Purchase Order No
• Year of Manufacture
• Capacity/Design Rate
• Design Pressure and Temperature
• Weight Empty/Operating

Letters and figures shall be 5mm high as a minimum and clearly stamped on the nameplate.

On the name plate, SI units shall be specified. Name plate language is to be English.

16.2 Equipment Nameplate


All major equipment installed on the skid shall be identified by a 316L stainless steel nameplate
attached by 316L stainless steel pins or screws. Vendor shall refer to Standard Drawings for Accessories
and Equipment of Vessels, Heat Exchangers and Air Coolers [30].

17 SPARE PARTS
Vendor shall provide a list of recommended spare parts for commissioning and 2-year operations for
COMPANY review.
