1. ASSESSING THE PERFORMANCE OF BARANGAY HEALTH WORKERS IN FAMILY PLANNING SERVICE


DELIVERYIN THE MUNICIPALITY OF SAN MANUEL

Rationale

Family planning involves making informed and responsible choices about when and how many
children to have using contraception methods, aiming to improve the overall reproductive health and
well-being of individuals and couples. Pregnancy happens when a man's sperm reaches a woman's egg,
she can become pregnant. Contraception aims to prevent conception by either halting ovulation,
separating the egg and sperm, or preventing the fertilized egg from implanting in the uterus.
Contraception is essentially stopping pregnancy, and methods of contraception are ways to prevent
women from having unwanted pregnancies.

Van Bavel (2018) notes the global population today stands at 7.7 billion and is expected to reach
9 billion by the year 2045.[5] Increasing population is a global problem today and India having one-fifth
of the world population and a growth rate of 16 million each year is the second most populated country
in the world.[4] Uncontrolled population growth has been recognized as the most important
impediment to our national development, despite the fact that India was the first country in the world
to adapt a national population control program in 1952.[6] So, it is important at global as well as
national scale to ensure that all pregnancies are wanted or intended.

Contraceptive usage can reduce 25% of maternal deaths by preventing unintended pregnancies
and unsafe abortions, as well as protecting against STIs like HIV, Chlamydia, and Syphilis. In developing
countries, barriers include lack of knowledge, access, and affordability of contraceptives (Jahan, 2021).
Currently, short-term modern family planning methods are available at all levels of governmental and
private health facilities, whereas long-term methods are being provided in health centers, hospitals, and
private clinics. The study done by Felipe (2020) showed that good knowledge about contraceptives does
not necessarily match with the high contraceptive practice.

The World Health Organization has created guidelines on which categories of health workers are
able to safely and efficiently administer particular family planning techniques. WHO made these
recommendations based on the evidence that contraception can be safely and effectively provided by
many different types of healthcare providers. If healthcare workers lack the necessary knowledge and
attitude towards family planning, the recipients may not fully accept or comply with the services
provided. In order for primary healthcare doctors to understand what is needed to enhance family
planning services, they must consider the knowledge and attitude of their team members, as well as
their own practices, counseling efforts, and motivation towards beneficiaries.

Various studies have demonstrated that while awareness of contraceptives is high, their actual
usage is low, posing a significant challenge. Efforts by organizations to promote family planning are
hindered when primary care providers, particularly physicians, lack appropriate knowledge and a
positive attitude towards family planning. Many women of reproductive age are misinformed or have
limited knowledge about family planning methods. Despite recognizing some contraceptive names, they
are unaware of where to obtain or how to utilize them. Some women have a pessimistic outlook on
family planning, with a few being influenced by untrue and deceptive information.

The delivery of the government’s programs and services along family planning in the municipal level is
cascaded in the barangal level through its respective rural health units. This research focuses on
assessing the performance of barangay health workers in family planning service delivery in the
municipality of San Mauel.

Objective/s

This study seeks to assess the level of performance of barangay health workers in family planning
service delivery in the municipality of San Manuel.
