CHAPTER I.
BACKGROUND

A. Introduction

Nestled at the foothills of a mountain, Abo-Bukal Elementary School, one of the 23 public
elementary schools in the Municipality of Nagcarlan is situated in a 9 453 sq. m plateau school
site in Brgy. Abo. With 192 learners and 13 teaching and non-teaching personnel, the said school
is 60 minutes away from the provincial capital and 27 minutes away from the municipal hall.

Established in 1990, the school buildings are mostly 14-15 years old and are built in a
rocky foothill of the mountain that is prone to earthquake and landslide during heavy
downpours.

Of the 52 barangays of the municipality, the two (2) barangays of Nagcarlan with a
population of 12,526 followed by Barangay Abo with 1,187 people, barangay Bukal with 796
serve as the school’s catchment areas.

Nagcarlan has two (2) climate seasons, relatively wet from June to October and dry the
rest of the year. However, there may be also typhoons during the months of January to May due
to climate change.

Typhoons which may landfall in or within the vicinity of the municipality may be triggered
by other weather disturbances like Habagat or Southwest Monsoon, Low Pressure Area and
Inter-tropical Convergence Zone (ITCZ).

There is one nearest dormant volcano, the Banahaw that erupted within historical times
(within the last 600 years). Accounts of these eruptions were documented by man within the last
10,000 years based on the analyses of material from young volcanic deposits. There is also one
mountain, Mount Cristobal. Presently these are likewise serving as the sources of agricultural
product in town.

The nearest active fault prone in earthquake and ground shaking. There is also prone in
rain-induced landslide with moderately steep slopes where soil creep and other indications of
possible landslide occurrence are present.

Nagcarlan, is a 1st class municipality in the province of Laguna, Philippines, is renowned


for its famous Underground Cemetery.

In the 2020 census, the population of Nagcarlan was 64,866 people with a density of 830
inhabitants per square kilometer or 2,100 inhabitants, is home approximately 50,000 residents
and is popular destination for tourists.

A. Goal

The goal of a contingency plan for an earthquake in a school is to ensure the safety and
well-being of students, staff, and visitors during and after an earthquake event.

B. General Objective(s)

The general objectives of the contingency plan are as follows:

1. To ensure each learner's safety in the event of natural disasters including


typhoons, flooding, earthquakes, and severe rain.

2. To ensure the continuation of instruction by providing learners with provision


of modules and other educational resources in times of class suspensions due to
calamities.
3. To establish coordination and linkages between and among the stakeholders.

Purpose:

The Working Group will be responsible for the refinement, finalization, testing, evaluation,
packaging, updating and improvement of the CP.

1. Facilitate the refinement and finalization of the CP to include testing, evaluation,

3. Organize consultation meetings with the planners and relevant technical experts
