1. The Republic of Niger has received financing from the World Bank,
which it has on-ceded to the Nigerien Electricity Company (NIGELEC) to
finance the Project for the Acceleration of Access to Electricity in Niger
(HASKE). NIGELEC intends to use part of this credit to make payments
under the Contracts for the Construction of the Zabori-Malbaza
Interconnection. For these Contracts, the Borrower will make payments
using the Direct Payment disbursement method, as defined in the World
Bank Guidelines for Disbursements in the Financing of Investment
Projects.

2. NIGELEC solicits Tenders in a sealed envelope from eligible Candidates


for the Design-Supply-Erection of Facilities relating to the construction
works of the Zabori-Malbaza interconnector in2 lots

Lot 1: Construction of 330 kV ZABORI-MALBAZA interconnection line

Lot 2: Construction of 330/33KV substation in DOUTCHI, extension of


132KV substation and construction of 330KV/132KV substation in
MALBAZA

3. The procedure will be conducted through international competition
using a Request for Proposals (RFP) as defined in the World Bank's
"Procurement Regulations for REIT Borrowers of July 2016 revised in
November 2017, August 2018, November 2020 and September 2023" (the
" Procurement Regulations"), and is open to all Eligible Candidates.

4. Interested and eligible Bidders can obtain information from the World

5. The Tender Documents in French may be purchased by any interested

6. Bids must be delivered to address No. 2 below at the latest at the time
and date:Tuesday, May 7, 2024 at 9 am (UTC+1).Electronic procurement
will bepermitted. Late Bids will be discarded. The outer envelopes marked
"ORIGINAL OFFER", and the inner envelopes marked "TECHNICAL PART"
will be opened publicly in the presence of the designated representatives
of the Bidders and any person who chooses to attend at the address
below: address No. 3 on Tuesday ,May 7, 2024 at 9:30 am.
(UTC+1).Envelopes marked "FINANCIAL PART" will remain closed and will
be kept in a safe place by the Employer until the second public opening
session of the Bids.

7. Bids must be accompanied by an Offer Guarantee, in the amount of:


Lot 1: Six hundred and sixty thousand (660,000) $US or its equivalent
in CFA francs (XOF);

Lot 2: Two hundred and sixty thousand (260,000) $US or its equivalent
in CFA francs (XOF);

8. Please note that the Procurement Regulations require the Borrower to


disclose the beneficial ownership information of the successful bidder, as
part of the Contract Award Notification, by completing theBeneficial
OwnershipDisclosure Formincluded in the Tender Documents.
